The second regular session of the 131st Legislature adjourned sine die on April 17.

Lawmakers passed Legislative Document 833, effective July 16, to prohibit individuals who contribute to a governor’s inaugural or transitional committee from registering as lobbyists for the term of the governor.

This does affect lobbying reporting.

A registered lobbyist who anticipates no further lobbying for a client may file a request for a non-session waiver with their final monthly report for the session due May 15.

The Idaho legislative session has come to an end after being extended into the month of April.

Notable legislation passed and signed by Gov. Brad Little includes two campaign finance bills.

House Bill 664 issues guidelines for the use of synthetic media in electioneering communications and requires certain disclosures and disclaimers within such communications.

Senate Bill 1251 amends the definition of political committee by removing language exempting federal PACs from being considered a political committee.

This does affect lobbying reporting.

A lobbyist activity report will now be due on May 15 for the expenditures made during the month of April.

The legislative session came to an end late in the evening on March 8 after days of debate over the budget.

A unified budget bill was passed and provides funding for nursing homes, preschool for developmentally disabled children, and home services for senior centers.

Gov. Jim Justice called a special legislative session convening on Sunday, August 6.

The proclamation issued for this special session lists 44 items for consideration including the creation of a new state park and several bills regarding the state correctional officer shortage.

This special session is expected to last through at least Tuesday, August 8.

The Illinois Legislature adjourned Saturday, May 27 until their scheduled veto session beginning October 24.

Lawmakers passed House Bill 2079, which allows a township officer to hold a position on the board of a not-for-profit corporation interested in a contract, work, or business of the township if the township officer is appointed by the governing body to represent township interests.

The township officer may actively vote on matters involving either the board or the township if the membership on the not-for-profit board is not a paid position.

If the township officer is not appointed by the governing body, the officer may continue to serve but must abstain from voting on a proposition before the township governing body directly involving the not-for-profit corporation.

If Gov. Pritzker signs the bill, it will become effective January 1, 2024.

The 2023 session of the Florida Legislature adjourned sine die on May 5.

Florida lawmakers approved a $117 billion budget that includes $2.7 billion in tax cuts for consumers and businesses, then moved quickly to adjourn their regular session.

The new budget that starts July 1 is $5 billion higher this last year’s, thanks largely to unexpectedly high revenue collections.

The budget adds nearly $2 billion to the state’s reserves, bringing the total to about $10.9 billion, about $4 billion less than Gov. Ron DeSantis requested.

The Mississippi Legislature adjourned sine die on April 5 after a little over 90 days in session.

This session was highlighted by increased funding for hospitals, roads, and bridges, along with a $100 million dollar increase in educational funding.

The lobbyist end-of-session activity report is due April 15.

The Virginia Legislature adjourned the regular session on February 25 after 46 days.

Lawmakers considered over 2,800 pieces of legislation during this time and managed to pass over 1,600 bills in both the House and Senate.

Notably, the Legislature passed a “mini-budget” providing funding for urgent items for the state.

Budget negotiations will continue and the Legislature is scheduled to reconvene on April 12.

Wisconsin Gov. Tony Evers ordered a special election to be held on April 4, 2023.

The session is being held to fill a vacancy in the Senate District 8 seat created by the retirement of Sen. Alberta Darling.

If a primary election is necessary, it will be held on February 21, 2023.

The third special session of the Hawaii Senate on judicial appointments adjourned sine die October 20.

The appointments considered were nominees Timothy E. Ho for District Court of the First Circuit; John Alberto Montalbano for District Family Court of the First Circuit; and James S. Kawashima for the Circuit Court of the First Circuit.

Lobbyists and lobbyist employers who engage in lobbying activities or who make expenditures for the purpose of attempting to influence legislative action considered during a special session must file a special report on or before November 19, covering the period from May 1 through October 20.

The Hawaii Senate convened a third special session on October 19 to consider and confirm judicial appointments.

The appointments being considered are nominees Timothy E. Ho for District Court of the First Circuit; John Alberto Montalbano for District Family Court of the First Circuit; and James S. Kawashima for the Circuit Court of the First Circuit.

Lobbyists and lobbyist employers who engage in lobbying activities or who make expenditures for the purpose of attempting to influence legislative action considered during a special session must file a special report within 30 days of adjournment sine die of the special session, covering the period from May 1 through adjournment sine die of the special session.

The adjournment date of the third special session has not yet been announced.

California Gov. Gavin Newsom announced he plans to call a special legislative session on December 5 to tackle California’s escalating gas prices.

Currently, California’s average gas price is consistently over $2 more than the national average.

Newsom has requested the Legislature to approve a new tax that would require oil companies to pay back excessive profits to consumers.

Delaware lawmakers will convene for a special session of the General Assembly on October 26.

During the special session, lawmakers will focus on easing the transition for retirees from a state-funded health care plan to a Medicare Advantage plan.

The special session comes in response to a lawsuit filed by a retiree advocacy group contesting the transition.
