ALAKSA: The 2026 legislative session ended yesterday evening. Lawmakers passed House Bill 16 which makes various changes to the state’s campaign finance laws. New contribution limits will be imposed. Individuals may contribute up to $2,000 each election cycle to a nongroup entity or candidate. Individuals will be able to contribute $5,000 each per year to a political party or group entity. A group that is not a political party may contribute not more than $4,000 each election cycle to a candidate or $5,000 each year to another group entity, or to a political party. A nongroup entity may not contribute more than $4,000 each election cycle to another nongroup entity or $5,000 to a political party or group. When contributions are being made to a joint campaign for governor and lieutenant governor an individual may not contribute more than $4,000 each election cycle, while a group may not contribute more than $8,000 each election cycle. House Bill 16 is waiting the governor’s approval. The bill will take effect 90 days from when it is enacted. The new limits would be in place for the upcoming 2028 elections. Lawmakers will also return to a special session today, May 21. The special session has been called by Gov. Mike Dunleavy to address legislation relating to the taxation of certain natural gas pipeline property, amongst other issues. No hard deadline to the end of the session was given and it will continue for as long as necessary. This may affect lobbying reporting dates if the special session continues into June.

Directly following the adjournment of the regular legislative session on May 14, Gov. McMaster called a special session to begin the following day to consider redistricting efforts in South Carolina. During the regular legislative session, the vote to create a new political map failed. If a decision on redistricting is not made soon, there is a possibility the state’s June primary will be delayed until August. Lawmakers must also contend with several other pressing matters during the session such as the state’s budget, which was not finalized by the end of the regular session.

Following the U.S. Supreme Court decision in Louisiana v. Callais striking down a section of the Voting Rights Act, Gov. Brian Kemp called for a special legislative session to redraw the Georgia political maps. Kemp expects these maps to be ready for the 2028 election season. Additionally, this special session will address QR-code voting that became illegal as a result of 2024 legislation. The special session will convene on June 17 with no end date currently determined.

Gov. Kay Ivey called the Alabama Legislature back to Montgomery for a special session regarding redistricting after the Supreme Court struck down a portion of the Voting Rights Act. The special session begins today, May 4, and is expected to wrap up in five days. Alabama is in a unique situation with redistricting because the state was enjoined from any redistricting efforts by the courts until 2030. Republican legislators are hoping the courts will reconsider after they’ve created the new map. Additionally, the timing of the special session may cause trouble with Alabama’s primary elections, currently scheduled for May 19.

The session is expected to begin May 13, 21 days after the decision of the U.S. Supreme Court case Louisiana v. Callais. The court struck down Louisiana’s congressional redistricting that added a new majority-minority district, finding lawmakers relied too heavily on race, resulting in unconstitutional racial gerrymandering under Section 2 of the Voting Rights Act.

Following adjournment of the Virginia Legislature on March 14, a special session was necessitated by a disagreement in the Democratic party regarding tax breaks for data centers. Senate Democrats wish to slash the tax breaks, while House Democrats wish to keep them in the budget. This disagreement has caused the budget for the state to not pass during the regular session. Lawmakers will return to the Legislature on April 23 to finish the budget. During the regular session, lawmakers passed a bill to limit gifts to state and local electoral boards to $1,000 unless approved by a two-thirds vote of the board.

Following the end of the regular session on March 13, Gov. Ron DeSantis announced a special session to complete the state budget and to potentially address medical freedom and an AI bill of rights. The special session is speculated for the week of April 6 and another special session has been set for April 20 to address redistricting efforts. During the regular session, lawmakers passed Senate Bill 572 to establish a $50 limit on vendor gifts to school board members and House Bill 905 to require registration for agents of foreign countries and political organizations. Both bills are await DeSantis’ signature to become law.

The Utah Legislature concluded its work in the Second Special Session of the 66th Legislature on December 9. Lawmakers repealed House Bill 267, an anti-union law passed earlier this year, to avoid an upcoming referendum vote; passed a bill adjusting qualifying provisions for prospective candidates for the office of U.S. representative in 2026, in consideration of an anticipated appeal of a court decision on congressional district maps; and passed a bill allowing such an appeal directly to the Utah Supreme Court. Other measures passed made election and political district boundary disputes more immediately appealable; and rebuked the judiciary for what the legislative majority believes was encroachment on its constitutional powers.
