The Connecticut Legislature adjourned sine die on June 7 after passing a two-year $51 billion state budget.

The budget includes historic cuts to personal income taxes and the reduction is predicted to benefit approximately 1 million of the state’s 1.7 million income tax filers.

The new budget also boosts state aid for local school districts by an additional $329 million.

Once the budget is signed by Gov. Lamont, it will take effect July 1.

This does affect lobbying reporting. The final monthly activity report is due July 10.

The Washington Legislature adjourned sin die on April 23.

Lawmakers passed over 450 bills during the session, including a $69 billion dollar budget bill that raises pay for state employees and public-school teachers.

Additionally, Senate Bill 5170 was signed into law, allowing the solicitation of gifts, grants, or donations to support conferences of national or regional legislative organizations held outside the state by certain legislators and staff.

The Virginia Legislature adjourned the regular session on February 25 after 46 days.

Lawmakers considered over 2,800 pieces of legislation during this time and managed to pass over 1,600 bills in both the House and Senate.

Notably, the Legislature passed a “mini-budget” providing funding for urgent items for the state.

Budget negotiations will continue and the Legislature is scheduled to reconvene on April 12.

The Alaska Legislature adjourned a second special session June 28.

Legislators came to an agreement changing the effective date of the state budget, allowing Alaska to avoid a government shutdown.

A third special session will take place some time in August.

The monthly report for legislative lobbying during June is due by July 31.

American Samoa lawmakers returned Monday for an additional 15-day special session.

Gov. Lolo Matalasi Moliga extended the session with the only issue on the agenda to revisit the final fiscal year 2021 budget.

The governor remains opposed to the $6.5 million in drastic cuts made by the Fono to the budgets for executive branch departments.

The Fono leaders had told the governor in an October 13th letter they are not confident with governor’s revenue projections.

They further urged the governor to act on the final fiscal year 2021 budget bill now in his control.

The Second Session of the 54th New Mexico Legislature adjourned sine die on February 20 at noon after 30 days in session.

During the session, legislators endorsed a $7.6 billion general fund budget for the fiscal year beginning July 1.

The budget raises annual spending by $536 million, setting aside $17 million toward an initiative that may eventually provide tuition-free education at public colleges.

The budget bill also places $320 million in an endowment fund designed to underwrite early childhood education programs with future investments earnings.

Lawmakers also introduced but did not pass Senate Bill 53, which would have required a lobbyist or lobbyist’s employer to file reports within 14 days following the conclusion of a legislative session.

Senate Bill 53 would have required the post-session report to indicate legislation lobbied and the position taken on each piece of legislation.

Opening day of the 2021 legislative session is scheduled for January 19.

Minnesota’s one-day special session ended early Saturday morning.

The session ended with the legislature passing a $48 billion budget to fund the government for the next two years.

The outline of the budget was agreed to during the regular session, which ended on May 20 after reaching the maximum number of days the state’s constitution permitted.

A budget deal needed to be finalized by July 1 to avert a shutdown.

The Florida Legislature adjourned sine die on May 4.

The 61-day legislative session ran a day longer than expected as lawmakers passed a $91.1 billion state budget over the weekend.

During the session, lawmakers failed to pass an ethics reform bill revising post-service lobbying restrictions and executive branch lobbyist registration.

The Legislature passed House Bills 7021 and 7023 requiring the electronic filing of financial disclosures.

If signed by the governor, the electronic filing requirement is effective January 1, 2022.

The Louisiana Legislature adjourned a special session late Monday night after passing a skeleton budget similar to one vetoed by Gov. Jon Bel Edwards at the end of the regular session in mid-May.

Lawmakers wanted a more robust budget but were unable to pass enough tax bills to fund it. The approved budget makes deep cuts to public universities and other state agencies.

Gov. Edwards has not said whether he will veto the passed budget but announced he will call another special session before the current fiscal year ends on July 1.

If the passed budget is signed by the Governor, Lawmakers will need to fund about $500 million in expiring taxes to avoid the dramatic budget cuts currently on the table.

Louisiana Gov. John Bel Edwards has set Friday as a deadline to determine whether a special session of the Legislature will be called to close a $1 billion fiscal cliff in the state’s budget expiring in July of this year.

The session would begin February 19 and adjourn before the regularly scheduled legislative session set to convene March 12. Legislators from both parties have been working to get close enough to a resolution for Gov. Edwards to call the special session.

A special session to remedy the budget shortfall could also be called in June if it does not happen by March.

Oklahoma Gov. Mary Fallin wants a special legislative session to address a budget shortfall caused by a recent Oklahoma Supreme Court Ruling. The Court struck down a cigarette fee resulting in $215 million in lost revenue.

If the budget is not reappropriated, the ruling will force four state agencies to restructure their budgets due to loss of funds. Money cannot be transferred to the affected agencies without a legislative directive.

Though a special session is likely inevitable, legislative leadership has suggested the governor wait to call a session because there are other revenue-related court cases still pending.

The General Assembly will convene a special session today, July 31, 2017, to vote on an over-due budget proposal. Lawmakers failed to pass a budget during this year’s regular session and are one month past the deadline for a new two-year budget.

Senator’s will vote to approve a labor deal made between Gov. Dannel Malloy and the employee unions to fund the state’s pension system. The House already approved the deal.

The Senate is evenly split among Democrats and Republicans, so a party line vote would require Lt. Gov. Nancy Wyman, a Democrat, to break the tie.

On July 20, the Washington Legislature adjourned its third special session sine die.

Lawmakers were unable to reach agreement on a budget bill due to negotiations breaking down on a water-rights bill that was tied to the budget.

Gov. Jay Inslee indicated that he would not call lawmakers back for another overtime session unless they have a firm plan that will lead to a vote on the capital budget.

On July 27, the Legislature is expected to convene again for a one-day special session to pass the state’s capital construction budget. This will be the Legislature’s third special session.

Lawmakers were previously unable to agree to a compromise on the budget, but have reportedly reached an agreement with enough support to call a special session.

Under the Alaska Constitution, the approval of two-thirds of the Legislature is necessary to call a special session.
