Gov. Susana Martinez has signed House Bill 155 to require increased lobbyist registration fees and additional public access to lobbyist information. Amendments to the bill stripped out provisions requiring issue disclosure and lobbyist employer reporting.

Effective June 19, 2015, lobbyist registration fees will double to $50 per client and the Secretary of State’s Office website will be required to provide public access to lobbyist registrations and reports.

Martinez has until April 10 to act on legislation.

Gov. Larry Hogan issued an executive order to extend the legislative session beyond the expected adjournment date of April 13, 2015. Executive Order 01.01.2015.15 will extend the General Assembly session for no longer than 10 days to provide additional time for legislators to pass a budget.

During the 10-day extension, the budget bill is the only piece of legislation able to be debated among the General Assembly.

The state constitution provides for the governor to take such action when the budget bill has not been passed by the 83rd day of the regular legislative session.

Lawmakers have passed a bill requiring a special election to fill a U.S. Senate vacancy. House Bill 1181 requires the governor to call a special election within 95 days of a Senate seat vacancy, unless the vacancy occurs within 95 days of the end of the Senate term, in which case the seat will be filled at the next regular election.

Democrats believe the bill is an attempt to discourage U.S. Senator Heidi Heitkamp from running for governor in 2016 since she would not be able to appoint her replacement.

The bill now goes to Gov. Jack Dalrymple for his signature.

The Legislature adjourned sine die on April 2, 2015, after the House finalized work on two bills passed by the Senate.

As part of the 2015-2016 state budget, the New York State Assembly passed a bill vastly expanding the application of the state’s legislative law. Senate Bill 2006-B amends the definition of municipality to include all jurisdictional subdivisions of the state with a population of more than 5,000, including school districts.

Jurisdictional subdivisions meeting this population threshold are now encompassed by lobbyist registration and reporting at the state level. As a result, communications with local officials once exempt from consideration as lobbying will now require disclosure to the Joint Commission on Public Ethics.

This provision of law takes effect immediately upon the governor’s formal approval, which is expected in the coming days.

On April 3, the Arizona Legislature adjourned its regular session sine die.

Gov. Doug Ducey has until April 15 to sign or veto legislation.

The governor does not have a pocket veto.

Lawmakers worked till their midnight deadline, sending dozens of bills to Gov. Nathan Deal for his signature.

Any bills not passed by the adjournment deadline cannot become law.

The Massachusetts Office of Campaign and Political Finance has announced the dates for its new candidate and committee online filing system. The e-filing system, referred to as Reporter 6, will be available to filers on April 13. The current filing systems, Reporter 5 and Web Reporter, will not accept filings after April 10. All committee and candidates e-filed data will be migrated to the new system on the weekend between the closing of the old reporting system and the opening of the new system.

Existing e-filing ID numbers and passwords will allow access to the new system.

The Legislature adjourned sine die on March 30, 2015, following a veto session where legislators overrode one of three vetoes by Gov. Dennis Daugaard.

Two tax-related measures failed to receive the necessary two-thirds majority vote, but a measure to reduce the tax burden on rural electric companies will become law.

Next year’s session is scheduled to begin on January 12, 2016.

The Office of the City Clerk will make a presentation at the next meeting of the Ethics Commission to advocate for increased lobbyist registration fees and electronic payment of those fees.

The clerk’s office published a report concluding the city should increase the $40 lobbyist fee in light of fees set by other California cities such as Long Beach ($100) and Los Angeles ($450).

The meeting will be held on April 9, 2015, at 5:00 p.m. in the committee room on the 12th floor of the City Administration Building. Changes to fee schedules and electronic payment would take effect January 1, 2016.

Gov. Terry McAuliffe plans to offer amendments to the ethics reform bill passed last month. HB 2070 creates a $100 per gift cap to replace the current $250 aggregate limit lawmakers must abide by.

Gov. McAuliffe announced he would like to see a $100 aggregate limit to prevent legislators from accepting repeated gifts from lobbyists.

A legislative session is scheduled for April 15 for lawmakers to consider McAuliffe’s amendments and vetoes.

The U.S. Supreme Court has decided not to hear a case alleging the state’s 2011 voter ID law is unconstitutional.

Following the decision, the Government Accountability Board consulted with the Wisconsin Department of Justice and determined photo ID will not be required for the April 7 Spring Election.

Photo ID will be required for subsequent elections, including any special elections in 2015.

Rep. Aaron Schock is resigning his seat at the end of the month in the wake of a congressional ethics investigation and looming federal investigation. The ethics investigation will focus on his use of taxpayer money, including mileage reimbursements from a car paid for by his campaign account.

Federal prosecutors in Illinois will focus on the mileage reimbursements as well as travel paid for by donors and in-kind contributions never reported.

Gov. Bruce Rauner must set a special election date within five days of Schock’s resignation at the end of the month; the congressional seat must be filled within 120 days.

The Legislature adjourned sine die on Saturday, March 21, 2015. Before adjourning, lawmakers passed House Bill 155 to require increased lobbyist registration fees and additional public access to lobbyist information.

Gov. Susana Martinez has until April 10 to act on legislation. Any bill failing to reach her desk is now dead.
