Chicago Lobbyist Database Provides Unprecedented Information
New Information links lobbyist expenses with their clients
Eric Brown’s Political Activity Law blog pointed to a press release today, in which Chicago Mayor Rahm Emanuel announced that information connecting lobbyists’ activities, their compensation, and expenses with each of their clients would now be provided on the city’s lobbyist disclosure database.
Regarding the new data that is now going to be released, Mayor Emanuel said,
“Today I am delivering on a promise to make more lobbyist data available as part of my administration’s commitment to transparency. For the first time ever, we are making city lobbyist data available online that isn’t just numbers on a spreadsheet. This new data ties information together in a way that shows the connection between client, lobbyist and city hall.”
This information is available through the City of Chicago Data Portal. The lobbyist databases include the Lobbyist Agency Report, Lobbyist Gift Report, Lobbyist Categorized Expenditures Report, Lobbyist Major Expenditures Report, and Lobbyist Registry.

ABA Recommends Lobbying Law Changes
Resolution 104B Revised
The American Bar Association (ABA) has adopted a resolution urging the United States Congress to amend the Federal Lobbying Disclosure Act (LDA).
Recommendations made in “Resolution 104B Revised” by the ABA House of Delegates include narrowing the current time threshold required for registration and barring campaign fundraising for members of Congress lobbied within the previous two years.
Additional resolutions includes the following information be disclosed in a lobbyist’s quarterly reports: disclosure of lobbying support activities performed by retained entities; reporting of the identification of individuals “principally involved in planning, directing, or coordinating lobbying support activities”; identification of individuals with any level of involvement in the lobbying activities who have recently served as high-ranking federal officials; and all congressional offices, congressional committees, and federal agencies and offices contacted by lobbyists employed.

Frederick County MD’s Proposed Ethics Law
Public Hearing Scheduled
The Frederick County Board of Commissioners voted to have a public hearing for a new ethics ordinance which, among other things, would no longer require lobbyists to disclose their annual income.
Based on one of the state’s recommended models for local ethics laws for counties and cities, the ordinance drew concerns by commissioners that the requirements for lobbyists could be weaker than those currently in place. As an example, Frederick County’s requirements for registration and reporting for grassroots lobbying are not included in the proposed ordinance, which would supersede the current law.
The public hearing has been scheduled for September 6.

Lobbyists to be Audited by Office of State Ethics
Ten Lobbyists to be Audited in Connecticut
Thomas H. Dooley, Chairman of the Citizen’s Ethics Advisory Board, will be selecting at random 10 lobbyists to be audited by the Office of State Ethics during an audit selection ceremony on Thursday, July 21, 2011.
The ceremony will be a part of the Board’s regularly scheduled meeting, scheduled to begin at 1:00 p.m.
Lobbyists to be audited will be selected from a pool of all registered client lobbyists.
During audits of these selected client lobbyists, the Office of State Ethics will audit all associated communicator lobbyists.
A list of those selected to be audited will be made available on the website of the Office of State Ethics following the ceremony.

Green Bay City Council Passes Lobbyist Registration Ordinance
Ordinance Effective Immediately
GREEN BAY, WISCONSIN: The Green Bay City Council has approved General Ordinance No. 10-11, which requires lobbyists to register if they attempt to influence legislative or administrative action by a city official.
The ordinance requires lobbyists to register before engaging in lobbying by completing a registration form and paying a $20 registration fee.
Lobbyists must disclose their contact information, the name of their client, and any compensation paid by the client.
The ordinance is effective immediately and the City Clerk’s Office will be making a lobbyist registration form available in the next month.

Providence Lobbyist Registration Delay
City Accepting Information by E-Mail
Providence, Rhode Island will not have its online portal set up for lobbyist registrations by July 1, the date the new city local lobbying ordinance takes effect. However, the City Clerk will accept e-mail registrations containing the name, address, telephone number, e-mail address, and lobbyist’s employer’s identification.
No registration fee will be due or accepted until the online portal becomes available. After the online portal becomes available, the City Clerk will contact individuals to complete the registration process.

iPhone Lobbying is Here
Bono releases an app for his anti-poverty group.
We are always on the lookout for any news regarding social media as it relates to lobbying, campaign finance, and elections.
Roll Call published an article today about how Bono’s anti-poverty group called ONE campaign has released an app for iPhone users. The app allows anyone with an iPhone to contact their lawmakers and it gives them a text offering ideas of what to communicate.
Ambreen Ali’s article, “iPhone App Will Help You Lobby,” explores this new facet to the world of lobbying and advocacy.

New Pay-to-Play Ordinance for Newark
Redevelopers Defined
Mayor Corey A. Booker has signed a new pay-to-play ordinance into law, specifically aimed at city redevelopers. The new ordinance bars redevelopers from contracting with the city if a contribution, or pledge of a contribution, over $300 has been made one year prior to the contract.
Redeveloper is defined to mean any person or entity entering into a contract with the city, or with another redeveloper, for the rehabilitation of any area in the city. The definition includes those with a 10-percent or greater ownership in the entity, partners, officers, subsidiaries, and spouses and adult children living at home.
Any group of individuals from the contracting entity cannot contribute in the aggregate in excess of $3,000. Contribution and disclosure requirements will also be required from lobbyists, professionals, and consultants working for a redeveloper if his or her work relates to the subject contract. A redeveloper who violates the ordinance is barred from future redevelopment agreements for four calendar years.
The ordinance takes effect June 2nd.
