Who can possibly top New York City? This week’s Highlighted Site of the Week is the city government’s NYC Digital. Their statistics are staggering: a four million digital audience, 202 million pageviews of NYC.gov in 2010, 52 agencies represented, 4000 points of engagement, 98% residential broadband access, 200 social media channels, and – as they are proud to say – it is all because they have one plan for New York City’s digital future.

According to the site: “New York City is one of the world’s leading digital metropolises. As Part I: State of the Digital City illustrates, New York City government engages over 25 million people a year through more than 200 digital channels including NYC.gov, mobile applications, and social media.”

They work hard to promote civic engagement, encourage new business startups with their Business Solutions Centers, and host hackathons where they provide city data to programmers so they can write cutting edge web and mobile applications to help the city. For those involved in government relations, their Lobbying Bureau page has many links in its helpful FAQ list.

The hundreds of NYC Social Media Sites range from the mayor’s office Twitter feed and Children’s Services’ Facebook, to the Departments of Aging,  Buildings, Business, Community Affairs, Education, and many more. Take a look at their 21 Mobile Apps, where you can have information about the road conditions, sports events, Department of Health updates, directions for getting around the city, sanitation department info, and the latest news from the mayor’s office sent directly to your mobile phone.

NYC Digital is as big as the city itself and just as humbling, I must say. Have a terrific weekend, everyone!

With eight tweets and more than 700 followers, the Pennsylvania Supreme Court is now Tweeting about court decisions and other news.

The San Jose City Council voted unanimously on Tuesday, October 18 to change the city’s campaign finance laws. Changes approved include the elimination of the city’s blackout periods which prohibit campaign contributions within 17 days of a regular election and within seven days of a special election.

Per the new law, the voluntary candidate campaign expenditure limits will increase from $1.00 per resident per election to $1.25. The rate for mayoral elections will remain the same at $0.75 per resident per election.

Further changes implemented by the new law eliminate an increase in the voluntary expenditure cap triggered by the fundraising efforts of other candidates and independent committees who do not choose to accept the limit.

Franklin County Circuit Court Judge Thomas Wingate issued a restraining order against an independent political group running political ads against Kentucky Governor Steve Beshear on Monday, October 17. The order prohibits the attack ads paid for by the group Restoring America from running on television and radio stations.

In his order, Judge Wingate called the ads “an illegal attempt” to influence the outcome of Kentucky’s 2011 gubernatorial election due to a failure by Restoring America to properly report the source of contributions funding the ads as required under Kentucky law. Restoring America had reported a solitary contribution from Restoring America, Inc. of more than $1.3 million to run the ads, but the judge ruled the use of the additional entity was simply masking the identities of individual donors.

Judge Wingate’s order, thought to be the first such order to halt political advertising by a third party in the state, was quickly met with opposition by First Amendment rights activists who have argued it is no more than a state-level assault on the landmark U.S. Supreme Court decision in the Citizens United case.

Restoring America did file an initial appeal on Tuesday, October 18, but that appeal was rejected due to a technical deficiency. Another appeal is expected.

The purpose of the special session was to approve a congressional redistricting plan.

The Torrance City Council will consider recommendations to revise its ethics laws at the October 18, 2011 city council meeting.

The recommendations to be considered include amending the code of ethics to extend to candidates for elective office and adopting guidelines which include a voluntary ethics course and ethics pledge for elected officials, appointed officials, and candidates for elective office.

A campaign finance law passed decades ago has recently come under fire in light of a possible gubernatorial recall. The law effectively allows public officials subject to a recall to collect unlimited contributions during the period when petitioners are collecting signatures to force a recall.

The law has recently been criticized because it would allow Governor Scott Walker to raise millions of dollars in unlimited contributions, but his eventual opponent would not have the same opportunity.

Democratic Rep. Kelda Helen Roys of Madison introduced Assembly Bill 296 last week to repeal the law and institute campaign contribution limits on a public official subject to a recall.

The Rhode Island General Assembly is scheduled to meet tomorrow, October 18. Tomorrow’s legislative purpose concerns changes to the public pension system.

Because the Legislature has technically only been in recess, the meeting is not a special session. The Legislature will meet intermittently throughout this fall.

The Missouri Legislature will consider legislation to cancel the state’s 2012 presidential primary. Here is an Associated Press article that appeared in the Columbia Missourian announcing the possible action: “Missouri to consider abolishing presidential primary.”

According to the article: “Senate President Pro Tem Rob Mayer says his chamber will convene Monday to consider legislation canceling Missouri’s 2012 presidential primary … repealing that law could save the state from spending millions of dollars on a purely symbolic election.”

The Sunset Commission, a legislative body created by the Texas Legislature to identify and eliminate waste, duplication, and inefficiency in government agencies, will seek public input during its scheduled review of the Texas Ethics Commission.

During the evaluation of the Ethics Commission’s mission and performance, submitted comments and suggestions will be accepted until the suggested date of November 21. The Sunset Commission then anticipates it will issue a report in March 2012 followed by a public hearing with testimony in April.

Based on the public input and the report, any recommendations to the legislature will be submitted at the start of its next session in January 2013.

Some of the duties the Texas Ethics Commission administers and enforces are the election code concerning political contributions, expenditures and political advertising, and lobbying registration, reports and activities.

Governor Nathan Deal has issued a Writ of Election setting Tuesday, November 8, 2011 as the date for a special election to fill the vacant seat in state senate district 28.

The seat became available upon the resignation of Sen. Mitch Seabaugh, who resigned the seat in order to accept his appointment to the position of deputy state treasurer by Governor Deal.

The runoff election, if necessary, will be held December 6, 2011.

The New Mexico Republican Party, represented by attorney James Bopp, Jr., has filed a lawsuit challenging New Mexico’s campaign finance law. The suit asks the federal district court in Albuquerque to declare unconstitutional part of a state law which sets a contribution limit of $5,000 to or by political parties. The law was passed in 2009, but did not become effective until after the 2010 election.

The lawsuit also contends that federal election law precludes New Mexico from restricting how much money a national political party can give to a state party organization for election work, such as registering voters and encouraging voter turnout.

California Governor Jerry Brown has signed senate bill 398 into law. The bill alters definitions and reporting requirements for those who do business with the board of a public pension or retirement system to manage securities or other assets and went into effect upon signature.

Specifically, the new law modifies the definition of external managers to mean a person who is seeking to be, or is, retained by a board or an investment vehicle to manage a portfolio of securities or other assets for compensation, or a person who manages an investment fund, and who offers or sells, or has offered or sold an ownership interest in the investment fund to a board or investment vehicle. The law also alters the definition of a placement agent to a person directly or indirectly hired, engaged, or retained by, or serving for the benefit of or on behalf of, an external manger and who acts or has acted for compensation as a finder, solicitor, marketer, consultant, broker, or other intermediary in connection with the offer or sale to a board or investment vehicle either the investment management services of the external manager or an ownership interest in an investment fund managed by the external manager.

Additional changes made as the result of the new law include the exemption of placement agents from any requirements imposed by a local government agency, including lobbyist registration and reporting, if the placement agent is an employee, officer, or director of an external manager, or of an affiliate of an external manager, and the external manager is registered as an investment adviser or a broker-dealer with the Securities and Exchange Commission or any state securities regulator. Further, placement agents are exempt from local requirements if the external manager is participating in a competitive bidding process, such as a request for proposal, or has been selected through a competitive bidding process and is providing services pursuant to a contract executed as a result of that bidding process, or when the external manager, if selected through competitive bidding, has agreed to a fiduciary standard of care for the contract.

An ethics reform bill heralded this summer by Massachusetts House Republicans has been blocked.

The Democratic-controlled house voted 116 to 34 today against a motion allowing House Bill 3718 out of committee for a full vote. Among the changes in the bill are the requirement lobbyists wear badges identifying themselves as such, contribution restrictions for house members, and the prohibition of house members and their staff from contacting public entities regarding pending procurement decisions.

The reform measure arose as a response to the conviction this summer of former house speaker Salvatore DiMasi on seven counts of corruption.
