The special session of the Missouri Legislature adjourned sine die on October 4.

Lawmakers passed three bills during the special session to implement income tax cuts and tax incentives for the agriculture industry.

Gov. Mike Parson is holding a press conference October 5 to sign House Bill 3 and Senate bills 3 and 5.

Democrat U.S. Rep. Ted Deutch has submitted his resignation, which became effective September 30.

Deutch was first elected to Congress in 2010, representing northern Broward County and southern Palm Beach County in what is now Florida’s 23^rd  Congressional District.

Deutch is leaving to join the American Jewish Committee where he will become the new CEO.

The district will be without a representative until a winner of the November election replaces him in January.

Montana’s Commissioner of Political Practices, Jeff Mangan, has announced his retirement, effective November 7.

During his almost six-year tenure, Mangan was celebrated by Republicans and Democrats alike for his nonpartisan approach to the role.

Before leaving office, Mangan is focusing on shoring up protections for election officials in response to the uptick of hostility towards the country’s election integrity.

Mangan stated his reason for stepping down early was to return to the private sector.

Gov. Greg Gianforte will select the next commissioner from a shortlist submitted to him by lawmakers.

The U.S. Court of Appeals for the 3rd Circuit issued a ruling allowing trade associations representing banks to make campaign contributions.

The New Jersey state law prohibits banks from providing financial support to candidates, but the court found there is less risk of corruption when industry trade associations make the contribution because the member banks have varying interests.

The plaintiff in the case lacked standing to sue on behalf of individual banks, and the plaintiff’s First Amendment challenge to the law was rejected.

As a result, while banks cannot make political contributions to candidates in New Jersey, trade associations are now permitted to make such contributions.

The Spokane City Council voted Monday to raise the individual donor limit to $1,000 and to clear redundancies in the city’s Fair Elections Code.

The council decided, due to advances in Washington’s campaign finance statutes, that the city’s current campaign finance laws created uncertainty and were redundant.

The council moved to incorporate the State’s definitions and current individual donor limit.

The new limit will take effect October 26, 2022.

The Colorado Department of State approved permanent revisions to Campaign and Political Finance Rule 1505-6.

The rule amendments include setting contribution limits to candidates for school district director from persons other than small donor committees for any regular biennial or special school election in the amount of $2,500; setting contribution limits to candidates for school district director from small donor committees for any regular biennial or special school election in the amount of $25,000; and changing the post-election report filing deadline from 30 days to 35 days.

The rules will become permanently effective 20 days after publication in the Colorado Register.

Gov. Tony Evers signed Executive Order 175 calling for a special session of the Wisconsin Legislature to begin Tuesday, October 4 to consider and act upon two proposals allowing voters to introduce ballot initiatives and amending the constitution to create a statewide binding referendum process that would allow voters to propose laws and constitutional amendments and repeal state laws.

Currently, any constitutional amendment must be passed by two consecutive legislatures before it is placed on a ballot for voters.

The Missouri Office of Administration announced restrictions on public access to bid documents in order to comply with the Personal Privacy Protection Act, established by the passage of Senate Substitute for House Bill 2400.

The act prohibits public agencies from requiring any 501(c) entity to share the identities of donors, volunteers, or supporters and closes any public agency record or list containing the identity of supporters.

The Office of Administration removed all bid and contract records from MissouriBUYS and the document portal.

New contract awards will be reviewed and redacted to ensure compliance before posting. Older records will be reviewed and redacted before being reposted.

The Tallahassee City Commission adopted Ordinance No. 22-O-20 and Resolution 22-R-22, amending certain lobbying provisions.

Ordinance No. 22-O-20 repeals the requirement of quarterly compensation reports and requires lobbyists to register individually rather than by firm.

Resolution 22-R-22 raises the registration fee from $25 to $500. The changes are effective December 31.

Two special elections have been scheduled for November 8 to fill the vacant Philadelphia City Council seats in Districts 7 and 9.

Both seats were vacated when councilors Maria Quinones Sanchez and Cherelle Parker resigned last week to run for mayor.

The winners of the special elections will serve the remainder of the terms set to expire at the end of 2023.

Virginia State Delegate Mark Keam resigned from his seat on Tuesday after representing House District 35 for over a decade.

Keam will now join the Department of Commerce and the Office of National Travel and Tourism in the International Trade Administration.

Speaker of the House Todd Gilbert announced a special election will be held on January 10, 2023, just one day before the General Assembly starts its 2023 session.

The Idaho Legislature has adjourned after one day of deliberation, passing a $1 billion package to cut taxes and increase education funding.

The bill allocates $500 million in tax rebates to be distributed to all Idahoans who filed taxes in 2020; reduces the state income tax rate to 5.8% while exempting the first $2,500 of income for all filers; and assigns $410 million for education funding.

This does affect lobbyist reporting.

A lobbyist activity report for the month of September will be due October 15.

New Hampshire Lawmakers will return to session on September 15 to decide whether to override eight vetoes issued by Gov. Sununu.

Because the veto session follows the state’s primary elections, some senators and representatives may participate even after losing their primaries.

In addition to considering veto overrides, lawmakers will also consider new legislation related to fuel assistance payments.

The California State Legislature has adjourned for the year, but not before passing several bills concerning lobbying, campaign finance, and procurement in the twilight hours of the session.

Among the bills currently awaiting signature by Gov. Gavin Newsom are Senate Bill 459 and Senate Bill 1360.

Senate Bill 459 requires lobbyists, lobbying firms, and lobbyist employers to include information in the quarterly reports that identifies each bill or administrative action lobbied.

Senate Bill 459 also requires lobbying firms to file additional disclosures for lobbying activity during the last 60 days of a scheduled legislative session and requires specified reports for issue lobbying advertisements if a person spends $5,000 or more in a calendar quarter.

Senate Bill 1360 requires certain political advertisements to identify the top contributors to the campaign committee paying for the advertisement without regard to any minimum contribution threshold.

The bill also makes additional changes to the disclosure requirements for political advertisements, including changes to the required form, content, and presentation of the disclosures depending on the medium in which the advertisement appears.
