Kansas lawmakers are considering a bill that would diminish the state campaign finance laws and the powers of the governmental ethics commission.

Sponsored by the House Committee on Elections, House Bill 2391 would allow candidates to donate money to a third-party, such as a political committee or party, and instruct the funds be routed to another campaign or entity.

The bill would legalize the ability to make a political contribution in the name of another person or entity, meaning an individual could donate the maximum amount allowed to a given candidate and then route funds through additional sources.

House Bill 2391 would end the ethics commission’s subpoena power unless it can establish probable cause and impose a two-year statute of limitations on campaign finance violations, ending any active investigations on activity that took place after 2021.

If passed, the bill would become effective July 1.

The Orange County Council has voted to raise the campaign contribution limit from $2,200 to $2,500 per election cycle.

The Orange County Campaign Reform Ordinance requires the board to adjust the campaign contribution limitation in February of every odd year.

The Orange County Council adjusts the contribution limit according to changes in the Consumer Price Index and rounds to the nearest $100.

The Virginia Legislature adjourned the regular session on February 25 after 46 days.

Lawmakers considered over 2,800 pieces of legislation during this time and managed to pass over 1,600 bills in both the House and Senate.

Notably, the Legislature passed a “mini-budget” providing funding for urgent items for the state.

Budget negotiations will continue and the Legislature is scheduled to reconvene on April 12.

Alabama Gov. Kay Ivey announced a special session during her State of the State address on March 7.

This session will begin March 8 and will focus on allocating the remaining $1.1 billion in federal funds from the American Rescue Plan.

Among the issues to be covered will be how to both pay debts and invest in broadband and water infrastructure projects.

The Vermont state’s Elections Division increased contribution limits.

Under the revised limits, contributions of up to $1,120 per election cycle may be made to state representative candidates, and contributions of up to $1,680 per election cycle may be made to state senate candidates.

Individuals and PACs may contribute up to $4,480 to statewide candidates and PACs per election cycle.

The adjusted limits represent a 6.4% increase for the entire 2024 election cycle.

Maine’s Commission on Governmental Ethics and Elections Practices raised contribution limits.

Individuals and PACs may now contribute up to $1,950 per election to gubernatorial candidates, up to $475 per election to legislative candidates, and up to $575 per election for municipal candidates.

The next adjustment to contribution limits is expected to occur in January 2025

The city of Anaheim raised campaign contribution limits to $2,500 per election cycle.

Anaheim reevaluates contribution limits at the start of every odd-numbered year and alters them based on the consumer price index (CPI) of the Los Angeles-Long Beach-Anaheim region.

The area’s CPI increased by 11.8% and the contribution limit was changed, rounded to the nearest $100, to reflect this change from the previous limit of $2,200.

Sen. Michael Rohl introduced Senate Bill 197 to prohibit spouses of current members of the Senate or House of Representatives from being employed as a registered private lobbyist.

He stated that the bill addresses two problems

• Preventing legislative spouses from having an advantage that other lobbyists and everyday people do not.
• Providing clarity about their role because legislative spouses tend to have more access to restricted areas and lawmakers.

The bill passed out of committee Monday and will next be discussed and voted on by the Senate.

The Arizona Secretary of State’s Office has increased campaign contribution limits for the 2023-2024 election cycle.

An individual may now contribute $5,400 per election cycle to a candidate committee for statewide office and legislative office.

Additionally, an individual may contribute $6,650 per election cycle to a candidate committee for district, county, town, and city office.

Contribution limits for PACs have also increased. A PAC without Mega PAC status may contribute $5,400 per election cycle to a candidate for statewide office.

In contrast, a PAC with Mega PAC status may contribute $10,800 per election cycle to candidates for statewide and legislative office, and $13,300 per election cycle to candidates for district, county, town, and city office.

These increases are implemented by the secretary of state in January of odd-numbered years.

The Florida Legislature has ended its special session today, February 10.

Legislators passed bills supporting state control over Disney’s special district, migrant flights, and police election units.

The bills will now be sent to Gov. Ron DeSantis where it is expected he will sign the bills into law.

Lawmakers will now prepare for the start of their upcoming regular session on March 7.

Democrats control the state House after winning three special elections yesterday.

The single-seat majority represents the first time Democrats have controlled the House in over a decade.

Joe McAndrew, Abigail Salisbury, and Matt Gergely won elections in District 32, 34, and 35 and will serve until the end of 2024.

The Los Angeles’ Ad hoc committee on governance reform has recommended the approval of an ethics commission report that would change the rules on persons and organizations lobbying the city.

The commission, whose origins revolves around a controversial leaked audio tape from two former members of the city council, have been tasked on overhauling the city’s ethics laws.

The commission recommended setting a compensation threshold of $5,000 per year that would require a person to register as a lobbyist.

The recommendation also included a requirement for lobbyists to identify their positions on matters about which they are lobbying and lowering the threshold which triggers disclosures when lobbyists distribute political fundraiser solicitations to 15 or more people, down from a threshold of 50 people.

The next step is for the City Council to vote on the commission’s recommendations at their next meeting.

Governor Greg Gianforte has appointed Chris Gallus as Montana’s new Commissioner of Political Practices.

Gallus previously served as legal counsel for the Montana Chamber of Commerce before starting his own private practice.

The Montana Senate has not yet confirmed Gallus’s appointment and no date has been set for his confirmation hearing.

If his appointment is approved, Gallus will serve a six-year term as Commissioner of Political Practices.

The Republican-controlled Florida Legislature will hold a special session this week to deal directly with Disney World’s Reedy Creek Improvement District.

Gov. Ron DeSantis previously pushed lawmakers to end the existence of Reedy Creek and in April of 2022, signed into law the legislation abolishing the Reedy Creek Improvement District.

Now, the state must decide whether to assume control of the district and how to deal with the district’s debts.

The special session began February 6.
