Missouri Gov. Mike Parson called a special session of the Legislature beginning June 23 to pass the federal reimbursement allowance (FRA), which renews a tax on medical providers to help pay for the state’s Medicaid program.

Lawmakers have until September 30 to pass the FRA.

The 101st General Assembly adjourned sine die on May 25, sending less than a hundred bills to Gov. Mike Parson and leaving unfinished business, including the passage of the federal reimbursement allowance (FRA), a tax on medical providers that helps pay for the state’s Medicaid program.

They have until September 30 to pass the FRA and Rep. Sarah Unsicker has requested a special session to renew it.

Other Lawmakers have also sent requests for special sessions to Gov. Mike Parson on different topics, including redistricting, election bills, the Kansas City police budget, and race-related school curricula.

Wisconsin Gov. Tony Evers signed Executive Order #116 today calling for a special session of the Legislature to begin at noon on Tuesday, May 25 to consider the expansion of BadgerCare, the Wisconsin Medicaid system, and invest the $1 billion in cost savings realized under the American Rescue Plan Act (ARPA) into Wisconsin’s economic recovery and more than 50 projects and economic development initiatives across the state.

Wisconsin would be the 37th state to approve Medicaid expansion and become eligible for the additional federal funding.

The Idaho Legislature adjourned sine die April 11.

During the 95-day legislative session, lawmakers passed bills amending state lobbying and campaign finance laws and passed a Medicaid budget bill to fund an expansion of the program.

The session was longer than expected as lawmakers failed to pass a bill to extend administrative rules set to expire July 1.

The governor may reinstate temporary administrative rules, or a special session may be called to resolve the issue at a later date.

The statutory requirement to file monthly reports when the Legislature is in session will end with the report due May 15.

The Maine Legislature adjourned without day on September 13, 2018.

The special session, called to finish business from the regular session regarding Medicaid expansion and minimum wage increases, began on June 19.

During the final day, Gov. Paul LePage threatened to call the Legislature into another special session if they did not pass a bill aimed at protecting elderly Mainers from foreclosure.

In turn, legislators passed a version of the bill on Thursday evening.

The Maine Legislature is polling members to decide if they should return for a special session.

The President of the Senate and the Speaker of the House may call a special session if they have the consent of the majority of members.

Legislators want to finish business from the regular session regarding Medicaid expansion and minimum wage increases.

If agreed upon, the special session will likely be called for June 19.

In a special election on January 23, Oregon voters approved Measure 101.

Measure 101 keeps taxes on health insurers, hospitals, and managed care organizations that were passed during the 2017 legislative session.

The taxes will help fund the Oregon Health Plan, the state’s Medicaid program.

Unofficial results show 61 percent of voters approved the measure, with 925 out of 1335 precincts reported.

The Ohio Drug Price Relief Act is expected to appear on the ballot in November, 2017.

The proposed initiated statute would prohibit the state from purchasing a prescription drug unless the net cost of the drug is equal to or less than the lowest price paid for the drug by the U.S. Dept. of Veterans Affairs (VA).

It could directly impact more than 4 million individuals served by state programs including those on Medicaid, individuals participating in state retirement programs, and those receiving care through other state programs such as the Ohio Bureau of Workers’ Compensation.

Pharmaceutical Research and Manufacturers of America (PhRMA) commissioned Vorys Health Care Advisors (VHCA) and Health Management Associates (HMA) to create an independent and objective analysis of the potential impact of the proposed act.

Results of the analysis show it is highly unlikely the proposed act could be effectively implemented; moreover, it is highly likely it would fail to achieve its purpose and negatively impact non-targeted entities via increased prescription drug costs and limited availability of certain medications.

The Florida Legislature adjourned its three-week-long special session Friday, June 19, 2015 after reaching an agreement on the state’s budget.

Lawmakers returned June 1 after failing to pass a budget during the regular session due to a disagreement over Medicaid expansion.

The bill now rests with Gov. Rick Scott who has 10 days to sign it.

Citing an impasse with the Senate over Medicaid expansion, the Florida House abruptly ended its session today. With three days left in the scheduled legislative session, the Senate may choose to stay through Friday.

The Senate has insisted on discussing the expansion of Medicaid during budget negotiations, but the House has refused to do so.

House Speaker Steve Crisafulli stated he plans to return for a special session to resolve the conflict prior to a July 1 deadline.

Gov. Scott Walker has called a special session of the Legislature to address the implications of the troubled federal launch of the Affordable Care Act.

The special session will begin on December 2, 2014.

Walker hopes lawmakers will agree to delay the transfer of over 77,000 Medicaid cases from BadgerCare to health exchanges.

The New Hampshire Legislature adjourned its special session on November 21, 2013.

Gov. Maggie Hassan had called for the extra legislative session to consider the Medicaid Expansion Study Commission’s report recommending the state accept $2.5 billion in federal funds to expand Medicaid. However, the Legislature did not follow her recommendation and did not pass any health care legislation.

In her press release Hassan expressed her disappointment and assigned blame, stating, “Today, members of the Senate Republican caucus let down the people of New Hampshire by refusing to compromise to develop a health care expansion plan that would actually work.”

The Florida Legislature adjourned Friday, May 3, 2013, without passing an expansion of the state’s Medicaid program.

Governor Rick Scott has not indicated whether he will call a special session, or leave the issue unresolved until the next legislative session.
