After failing to pass a budget before the end of its spring session in May, the 98th Illinois General Assembly wrapped up its business on Thursday, June 30.

While concerns over the state budget were not completely alleviated, lawmakers were able to pass a short-term budget deal to keep basic services running.

Gov. Bruce Rauner believes further compromise and budget reform could occur in the 60 days following the November election when legislators will be more comfortable tackling tougher issues.

Lawmakers in Montana rejected a request for a special legislative session to address the state’s campaign finance laws.

Ten legislators called for a special session to address the law controlling contribution limits. In May, a U.S. District Court found Montana’s current law concerning political contribution limits unconstitutional. The ruling reinstated most contribution limits in place before the statute was enacted.

In order to convene the special session, 76 lawmakers, just over half the 150 total number of legislators, needed to agree to the special session. However, only 20 legislators voted in favor of a special session. Montana Public Radio reports Sen. Cary Smith, a supporter of the special session, as saying, “I know the standard is high to call a special session, and that we will be back in session in 2017 and be able to work on this issue.”

For the second year in a row, the General Assembly adjourned on June 30, the final day of the regular session, and entered into a special session through the early hours of July 1, 2016.

Gov. Jack Markell signed the budget bill at 5:15 a.m. Friday, marking the end of the state’s legislative proceedings for the year.

The North Carolina Legislature adjourned its short session on Friday, July 1, 2016. The session lasted almost 10 weeks with the biggest accomplishment being the passage of the state budget.

The next regular session is not scheduled until January 2017.

Gov. Phil Bryant has called a special session for June 28, 2016. The Governor is asking lawmakers to give him authorization to use the state’s rainy day fund, known as the Working Cash Stabilization Reserve Fund, to cover the nearly $75 million budget deficit.

If approved, it will be the third time Bryant has had to take such action. The shortfall has been blamed on lagging tax collection so far this year.

On June 16, the New Hampshire Legislature held a special one-day session to address the efforts of state and local law enforcement to combat the state’s rising heroin and opioid problem. Lawmakers passed a bill providing more funding for initiatives to battle drug usage. The bill was signed on the same day.

The General Assembly concluded its session and recessed on June 18. Any bills submitted to Gov. Gina Raimondo must be signed or vetoed by June 28. There is no pocket veto.

On June 23, the special session of the Louisiana Legislature adjourned. The governor wanted $600 million to address the state’s budget shortfall for the fiscal year beginning on July 1, but lawmakers would only approve legislation providing $263 million. The special session began the day the regular session concluded.

The first session of the 41st Legislature will adjourn for summer recess on June 30. They will return to session on October 3, 2016, unless members are called back by the speaker.

After summer recess, the first session is set to adjourn sine die on November 10, 2016.

The second session of the 41st Legislature will convene on November 21, 2016, with a speech from the throne.

A special legislative session may be necessary to solve North Dakota’s budget issues.

The Office of Management and Budget says revenue for the state has fallen behind original projections. If the shortfall exceeds $75 million according to the revenue forecast due out in mid-July, a special session could be called.

The Legislature has adjourned until July 13, 2016.

Lobbying, ethics, and campaign finance were not matters of primary focus during this session; instead, bills passing the Legislature on its final day in session were focused on improving the state’s horse racing industry, rights for domestic violence victims, authorizing police to alert cell phone users in areas where there are active shooters, and updating driving under the influence tests to better screen for drug use.

The House and Senate will be back in session for one day each in July and August, but are expected to address primarily housekeeping matters in those sessions.

Gov. Paul LePage stated he is going to call the Legislature back for a special session this summer.

LePage said the special session will address the deficit in funding and resources created by the passage of four separate laws by the Legislature.

The dates of the special session have yet to be announced.

The 2016 regular session of the Louisiana Legislature adjourned sine die on June 6, 2016. Upon transmittal of a bill, Gov. John Bel Edwards will have 20 days to sign or veto legislation.

A special session was also convened on June 6 and must adjourn by midnight on June 23. Edwards called the special session in May for the Legislature to address the state’s budget shortfall for the fiscal year beginning on July 1.

On June 1, the New Hampshire Legislature adjourned its final full day in session. Recessed until the next call of the chair by the House and Senate, the legislative body may meet again for a veto session in the fall. When lawmakers meet to organize in December for the 2017 legislative session, the 2016 session will then be adjourned sine die.
