The Washington House of Representatives, Committee on State Government and Tribal Affairs, has scheduled a public hearing for January 11, 2012 and a possible executive session for January 12, 2012 to discuss House Bill 1474 which would make electronic filing of lobbying reports mandatory.

It would also create new fees associated with electronic filings by lobbyists, lobbyist employers, and PACs.

If passed by both chambers and signed by the governor, changes will be effective July 1, 2012.

The Alaska Public Offices Commission will be conducting a brief training designed to provide basic information about group campaign disclosure and to introduce filers to the new electronic filing system.

The training is scheduled for Friday, January 6, 2012 from 12:00 p.m. to 1:30 p.m. Filers may participate in person at the Anchorage office, remotely by computer, or by telephone.

MINNESOTA:  The Campaign Finance and Public Disclosure Board released a memo concerning electronic filing of campaign finance reports.  Electronic filing of campaign finance reports will be mandatory for most committees beginning with reports covering calendar year 2012. The electronic filing requirement does not apply to 2011 year-end reports.

Additionally, the waiver of electronic filing request process will be discussed at the Board’s December 2011 meeting.

The bill creates a new electronic filing system funded by both an initial fee charged to registered lobbyists and lobbyist employers in 2011 and an annual fee collected thereafter.

The bill states that the increased fees are required for data development costs and the purchase and maintenance of computer hardware and software associated with the new system.

Ronald DeFilippis, Chairman of the Election Law Enforcement Commission, revealed the upcoming plans for the commission, including the intention to have electronic filing available for quarterly and annual lobbyist reports by 2012. Writing in the latest ELEC-Tronic Newsletter, the monthly informational bulletin from the commission, the chairman noted the “staff is working to create the hardware and software components” to implement the new filing system.

The commission also intends to enhance its candidate and treasurer training, introducing instructional videos and making training available online, and to simplify the language in their lobbying and campaign finance law compliance manuals.

On December 15, 2010, the Mississippi Secretary of State’s Office will roll-out a new electronic filing system for lobbyists and clients. The new electronic filing system is for 2011 new registrations and lobbying reports.

All 2010 cycle reports will be still be filed on paper.

The Texas Ethics Commission has issued a public notice to all lobbyists registered with the commission. The commission advises all filers to install the newest lobby electronic filing software, version 2.5.3, prior to filing a lobby activities report. In Texas, lobbyists required to register with the commission may include corporations, partnerships, association or other types of business entities as well as individuals.

Included in the newsletter is guidance detailing the new requirement for mayoral candidates in cities with population sizes between 40,000 and 100,000 persons to file electronically with OCPF rather than with local elections officers. Starting this coming January with the year-end report due on January 20, 2011, mayoral candidates are required to file with OCPF if they anticipate raising or spending $5,000 or more during an election cycle. During election years, mayoral candidates will file three reports with OCPFL: the pre-primary, pre-election and year end reports. In non-election years, candidates will only file a year-end report.

According to recent census figures, candidates in 23 Massachusetts cities are affected by the new requirement. The largest of these cities are Quincy, New Bedford, Fall River and Brockton. Mayoral candidates in Boston, Lowell, Worcester, Springfield, and Cambridge already file their reports with OCPF.

Other changes to state law will require Internet disclosure for all municipal candidates who raise or spend $1,000 or more during a reporting period. The paper reports for candidates for city council, selectmen, school committee candidates, and local ballot question committees will now be posted to municipal websites by local election officials.
