State and Federal Communications is 31 years old and, I believe, this is our third values statement. We are in the middle of our EOS program—Entrepreneurial Operating System—where we dissect how the company operates. One of our first major assignments is to create our Core Values.

This was not an easy assignment. We had a lot of suggestions and worked it down to what we have now.

On April 14, a Canadian federal by-election will be held in the electoral district of Halifax (Nova Scotia) to fill a vacancy in the House of Commons. On March 2, Prime Minister Justin Trudeau officially announced the district’s by-election date. Member of Parliament Andy Fillmore, who had occupied the seat, resigned on August 31 of last year to run for Halifax mayor.

Because the vacancy occurred more than nine months before Canada’s fixed general election date of October 20, 2025, the by-election will take place before then. If a general election is called before election day for the by-election in Halifax, the by-election will be canceled.

Florida – Florida Lobbying Ban Likely to Survive 11th Circuit Scrutiny

An attorney for a Florida mayor and county commissioner asked an appeals court to strike down part of a state constitutional amendment that restricts lobbying by elected officials. A newspaper in Mississippi was ordered to take down an editorial that criticized public officials. The North Dakota House overwhelmingly defeated a bill that aimed to give the state’s Ethics Commission more freedom over how it investigates potential violations. Commission staff said this would both help reduce the commission’s backlog of complaints, as well as make the process easier to navigate for the public.

Unlike the state of Oregon, the city of Portland, and many large counties on the West Coast, Multnomah County does not require contractors or their lobbyists to register or report hours spent pitching their services to public officials. People familiar with the county’s operations say the lack of lobbying requirements opens the door for abuse. County Commissioner Julia Brim-Edwards is working on lobbying rules for the county. She oversaw compliance with lobbying and ethics rules across the country as a senior director at Nike.

The union that convicted labor leader John Dougherty once molded into one of the state’s most powerful political forces agreed to pay nearly $25,000 to the Philadelphia Board of Ethics to resolve issues that stemmed from Dougherty’s criminal conduct a decade ago. The penalties relate to Dougherty’s failure to register as a lobbyist as he and the union he directed sought to influence government officials between 2014 and 2016.

Texas – Texas Lawmaker Is Targeting Publicly Funded Lobbying. Will Restrictions Pass This Session?

State Sen. Mayes Middleton is taking aim at local taxing entities’ long-standing ability to hire lobbyists to help them navigate the Texas Legislature. Middleton filed Senate Bill 19, which would prevent local governments, such as school districts and cities, from hiring lobbyists with public money or paying dues to organizations that lobby on their behalf. One such organization is the Texas Association of School Boards, a named target of Middleton’s bill, which drew the ire of some Republican lawmakers last session for its opposition to school vouchers.

The Anaheim City Council recently passed Ordinance 6603, which raises the city’s campaign contribution limit for the 2025-2026 two-year election cycle. The limit will increase from $2,500 to $2,700 for corporations, PACs, individuals, and labor unions who give to local candidates and their controlled committees. The increase reflects the 7% rise in the consumer price index for the Los Angeles-Long Beach-Anaheim urban area, as required by Anaheim Municipal Code. The ordinance is effective retroactively beginning on January 1.

A special election has been announced by Gov. Kay Ivey in order to fill a vacancy in House District 11. The seat was formerly filled by Rep. Randall Shedd who was recently tapped to join the office of Senate President Pro Tem Garlen Gudger. The primary has been set for May 13 and a special primary runoff has been set for June 10, if necessary. The special general election will be held on August 26.

The Ethics Commission issued an opinion to clarify the prohibition on public officials or employees soliciting or using their public position to secure a financial benefit or detriment for a family member. Formal Advisory Opinion 2025-01 confirms domestic partners are considered members of a public official’s family. The commission concluded this opinion is consistent with how other state and local agencies treat domestic partnerships in family-related internal policies.

For two years, Nate Adams has been a member of our Research Department as a research assistant. An interest in politics and a desire to learn more about the behind-the-scenes work lawmakers do brought him to State and Federal Communications, Inc.

“I’ve always been interested in politics, pretty much since high school. I got my B.A. in political science, and it’s always been a goal of mine to run for political office. I wanted to kind of get a good background and idea and understanding of what it really could be involved in running for office,” he explained.

Nate was particularly interested in learning more about the types of laws that we cover: lobbying, procurement lobbying, and especially campaign finance.

As a research assistant, Nate’s responsibilities include making sure our information on jurisdictions is up to date, the correct documents are in place, and links on our website are working correctly. Research assistants also keep tabs on legislation we cover that affects lobbying, campaign finance or procurement lobbying in different states and at the federal level.

During our busy periods, in January and July, as our research managers assist with compliance needs, research assistants take on some of their responsibilities. This includes tasks like looking up key dates and sharing research updates through blog posts.

While research assistants often don’t directly interact with clients, their work supports our research managers and compliance department in meeting our clients’ needs.

“Most of it is indirectly through keeping the website up to date. We often get a lot of ‘Ask the Expert’ questions. It’s important that when clients do have an ‘Ask the Expert’ question, that the website is up to date, so the research manager who is answering the question can go to that part of the website and point to the answer, rather than have to dig through the website,” he explained.

In addition to this workload, Nate brings a strong knowledge and background in politics, as well as an appreciation for history and good communication skills to the role and Research Department.

City Council voted 8-1 to establish an ethics commission over two years after voters approved the idea by ballot question in 2022. City Council will adopt a code of ethics created by the commission, and the code will be updated every three years. The commission will have the power to issue advisory opinions and decisions on violations of the code of ethics.

On March 18, Manitoba will hold a by-election for the provincial constituency of Transcona. Advance voting will begin on March 8.

The vacancy in Transcona was created by the passing of the late Nello Altomare, former member of the legislative assembly for Transcona, on Jan. 14, according to the government’s press release.

The election was called on February 18, which started the campaign period.
