Reno, Nevada Republican Donald Tatro has been chosen to fill the seat in Senate District 16 after Sen. Ben Kieckhefer accepted an appointment to the Nevada Gaming Commission.

Tatro does not plan to run in the 2022 general election.

Public members of the state’s Drug Utilization Review Board are now required to file initial and quarterly disclosures reporting the financial benefits or interests they receive from members of the pharmaceutical industry.

Upon appointment, public members will need to report all meals, payments, gifts, salaries, stocks, or other investments they receive from pharmaceutical managers, pharmaceutical distributors, or pharmacy benefit managers in the preceding three years.

Members of the board will be required to update their financial disclosures quarterly, and reports will be publicly available.

Three days after it convened on November 8, the first special session of the South Dakota Legislature adjourned sine die on November 10 when lawmakers reached a compromise on the decennial redistricting map.

A concurrent second special session began on November 9 and lasted only one day.

During the second special session, lawmakers overwhelmingly voted to establish a committee to consider impeachment of Attorney General Jason Ravnsborg for conduct in relation to a crash that killed Joe Boever last year.

The Oklahoma Ethics Commission will hold a regular meeting with an opportunity for public comment regarding lobbying issues on Friday, November 12 at the State Capitol Building.

The Commission will accept comment from the public on the following issues: whether lobbyist principals should be removed from the notifications to lobbyists and liaisons registered for them when a reporting deadline is missed; when proposed and filed compliance orders are issued; whether lobbyist principals should be notified of lobbyists or liaisons who register to lobby on their behalf; and whether the Ethics Commission should be required to notify lobbyist principals, lobbyists, or liaisons of reporting deadlines seven days and one day prior to a reporting deadline and within 24 hours following a reporting deadline.

Oral comments may be made during the public comment portion of the meeting and written comments should be submitted to the Commission via email or in-person by 4:30 p.m. on November 10.

California Supreme Court Justice Mariano-Florentine Cuellar has resigned to become president of the Carnegie Endowment for International Peace after serving as a justice for seven years.

Gov. Newsom will be tasked with appointing a replacement.

To remain a justice, the appointee will have to stand for retention in an election during the next gubernatorial race.

Once an appointed judge wins their retention election, the judge will serve a 12-year term.

Gov. Spencer Cox has called the Utah Legislature into a special session on redistricting set to begin November 9 at 10:30 a.m.

Lawmakers will vote on a set of maps that will determine the boundaries of Utah’s political districts, from school boards to the state Legislature and Congress, for the next decade.

In addition, Cox outlined other issues to be considered by lawmakers, including a vote to change the name of Dixie State University and an opportunity to consider provisions related to COVID-19 and the workplace.

It is not yet clear when the special session is slated to end.

Gov. Larry Hogan has announced a special session of the Maryland General Assembly to begin on December 6.

The session will focus on reviewing the certified redistricting maps presented by Hogan, which were drawn by the new Maryland Citizens Redistricting Commission.

The General Assembly does have the final say over these maps and must either approve them or adopt its own redistricting plan by the 45^th day of the 2022 legislative session, which is scheduled to begin on January 12, 2022.

This does not affect lobbyist reporting.

The Wyoming Legislature adjourned their special session after passing HB 1002, outlawing enforcement of federal vaccine mandates.

Included in HB 1002 is the ability for Wyoming’s attorney general to initiate or participate in litigation and take any appropriate action to challenge or resist federal government mandates relating to COVID-19.

A four-million-dollar fund has been set aside to finance legal actions opposing federal government COVID mandates.

Alaska’s fourth special session adjourned under little fanfare.

Governor Dunleavy tasked members of the Alaskan Legislature to fund another permanent fund dividend payment, a request met with legislative apathy.

The Senate held only one floor session while the house met only twice, with both houses holding relatively few committee meetings.

The Legislative leaders expressed concerns over a second payout from the permanent fund without a long-term budget plan.

Dunleavy stated he does not plan to call a fifth special session.

This does affect lobbyist reporting.

The fourth session adjourning in November triggers a monthly report covering November 1 to November 30, due December 31.

The quarterly legislative lobbyist report due on January 31 will only cover the month of December.

Members of the Alaska Public Offices Commission (APOC) have released an advisory opinion, proposing new limits on contributions to political campaigns.

Under the new restrictions, an individual would be limited to $1,500 in donations per candidate or group per year and groups would be limited to $3,000 in donations per candidate or group per year.

After Thompson v. Hebdon found Alaska’s limitations on contributions made by individuals and groups unconstitutional, the APOC adjusted the limits set in 2003 for inflation.

These new limits follow the Supreme Court’s guidance for contribution limits and fall in line with the limits that have been upheld in other states.

The new limits are subject to approval of the five-member commission, scheduled to meet in January.

Incumbent New Jersey Gov. Phil Murphy defeated Republican Jack Ciatarelli in a tighter-than-expected race.

Murphy is the first Democratic governor to win re-election in New Jersey in four decades.

Seattle’s mayoral race, a hotly contested race between current and former Seattle City Council presidents, ended in a landslide victory for Bruce Harrell with 65% of the votes.

The election, a race between progressive and moderate Democrats, was affected by the progressive agenda of defunding the police and addressing homelessness.

The incumbent Jenny Durkan and progressive candidate Lorena Gonzalez both took political hits over their handling of the coronavirus pandemic and BLM protests.

Durkan did not seek reelection. Bruce Harrell is Seattle’s First Asian American Mayor.

State Representative Brian Clem has announced he will leave the Oregon Legislature before the end of his term.

Clem, a Democrat from House District 21, stated he will vacate his seat to take care of his ailing mother, who is currently combating Alzheimer’s.

An interim state representative will be voted on by Marion County commissioners from a list of three to five candidates prepared by precinct Democrats.

While no specific date has been set, Clem said his replacement should be chosen before the 2022 legislative session.
