While the West Virginia Senate approved three bills during the special legislative session, the House is leaving one measure for the December interim meetings.

The Senate adjourned the special session sine die after quickly passing versions of all three bills without substantial debates.

Lawmakers approved legislation to limit DUI expungement procedures to be in compliance with federal regulations.

Additionally, legislation approved limits spending authority for debt service payments for the second and third rounds of the general obligation bonds.

However, the House placed Senate Bill 2001 on second reading, which extends tax credits for tourism development projects through December 2025.

The House adjourned until asked to come back.

At a meeting of the Senate Campaign Finance Committee, Sen. Jeff Golden proposed new regulations that would place ceilings on the amount of money individuals and various types of political committees could give to candidates, campaigns, and one another.

Oregon is currently one of only a few states that has no campaign contribution limits.

Under this new proposal, individual donors would be limited to giving $2,000 per election for statewide races and $750 per election for House and Senate races.

Those same restrictions would apply to candidates contributing to other campaigns and multi-candidate committees, which would be similar to current special-interest PACs.

State political parties and committees associated with party members in the House or Senate could contribute up to $40,000 per election to statewide candidates and $15,000 per election to legislative candidates.

The same limits would also be applied to new small-donor committees. In exchange for being able to donate larger sums, those committees could only support a single candidate for a single election.

The committees could accept no more than $200 per election from individuals and many PACs.

In November 2020, Oregon voters will decide whether to modify the state’s constitution to explicitly allow campaign finance limits.

The Oregon Supreme Court is also considering whether to overturn a two-decade-old decision that struck down the state’s voter-approved campaign finance limits.

The court is considering the constitutionality of a 2016 ordinance passed by Multnomah County voters that places a $500 per person limit on campaign donations.

Given all that, lawmakers hope to have a framework ready should the legal landscape shift.

Gov. Mike Dunleavy announced that Melvin Gillis has been selected to fill the vacant South Anchorage state House of Representatives District 25 seat.

The seat became vacant when Josh Revak was confirmed to the Senate seat that was held by Sen. Chris Birch, who passed away in August.

Gillis was one of three candidates picked by local party officials.

House Republicans will have to approve the appointment.

Gov. Matt Bevin executed a writ of election to fill the vacant Senate 38th District seat.

The special election will be held on Tuesday, January 14, 2020.

The seat became vacant after Sen. Dan Seum resigned effective November 16.

A replacement map for North Carolina’s congressional districts was finalized with new lines drawn to address alleged extreme partisan bias.

The map was redrawn after state judges blocked lines drawn in 2016 from being used next year.

The judges ruled there was enough evidence of partisan gerrymandering to make it likely that the 2016 map violated the state constitution.

The voters whose legal challenge led to the new map went to court immediately to oppose the newly drawn map.

However, the North Carolina Supreme Court refused to fast-track the redistricting appeal.

Without a bypass to the state Supreme Court, any appeal would have resulted in a lengthy process that would likely not have been resolved until the 2020 elections were over, making a ruling largely moot.

On Saturday, Gov. John Bel Edwards defeated Republican challenger Eddie Rispone to win reelection.

The election was close heading into the final week and Edwards held onto his seat with a difference of 40,300 votes.

Edwards becomes the first Democrat in Louisiana to win reelection since 1975.

Gov. Jim Justice issued a proclamation calling for the West Virginia Legislature to convene in special session on Monday, November 18.

The session will coincide with regularly scheduled interim committee meetings.

The purpose of the special session is to consider three bills.

The first bill would amend the West Virginia Tourism Act to extend the availability of the Tourism Development Act Tax Credit Program and authorize the tourism office to participate in reviewing, processing, and approving applications.

The second bill would bring certain DUI expungement procedures into compliance with federal law.

The third bill relates to spending authority for debt service payments on roads to prosperity general obligation bonds for rounds two and three.

Also on the call is legislation to pay for the special session.

Interim meetings are already scheduled for Sunday, Monday, and Tuesday.

Gov. Gavin Newsom set March 3, 2020, as the date for the special elections to fill the vacant 25th Congressional District seat and 28th Senate District seat.

The 25th Congressional District seat became vacant when former Rep. Katie Hill resigned amid allegations that she violated House ethics rules.

The 28th Senate District seat became vacant when former Sen. Jeff Stone resigned to accept an appointment to become the U.S. Department of Labor’s western regional director.

A runoff election will be held on May 12 if no candidate wins a majority.

March 3 is also the scheduled date for California’s 2020 presidential primary election.

The Colorado Secretary of State’s Office hosted a proposed rulemaking hearing on November 15 concerning lobbyist regulations.

The hearing included reviewing new rules to prescribe the proper use of the electronic filing system maintained by the secretary of state.

Additionally reviewed were amendments concerning new client disclosure and disclosure requirements during the session.

Separately, the secretary of state’s lobbyist program is developing a policy manual for lobbyists.

More details regarding the manual will become available upon conclusion of the rulemaking proceeding.

The hearing began at 1 p.m. and concluded at the end of public comment.

The former chairman of the Illinois Gaming Board filed suit against the state Executive Ethics Commission.

The commission found that he engaged in unlawful political activity while a board member.

The former chairman argued that state law does not bar contributions by members of state boards and that any such ban on contributions is a violation of the First Amendment.

The investigation began when the chairman contributed to a candidate for state senate and his spouse signed the check.

The Inspector General deemed suspicious 30 other instances of political donations and campaign contributions made while the chairman was on the gaming board.

While acknowledging that spouses of gaming board members are permitted to make contributions, the inspector general looked to the spouse’s history of contributing and to the number of contributions that were to the same committees her husband previously supported.

Lawmakers concluded the fall veto session on November 14.

The legislature approved Senate Bill 1639 to require state lobbyists to disclose more information to the public.

Additionally, the bill creates a combined online database for information on lobbyists, campaign contributions, and public officials’ annual statements of economic interest.

An approved companion measure, House Joint Resolution 93, creates a 16-member commission to recommend additional changes to the ethics laws.

Among other changes, House Joint Resolution 93 would require state lobbyists to disclose any unit of local government that they lobby and any elected or appointed office they hold.

The proposal came on the final day of the veto session, which began in late October as then state Rep. Luis Arroyo was being charged in federal court in Chicago with bribing a state senator to support sweepstakes gambling legislation that would have benefited one of Arroyo’s City Hall lobbying clients.

Gov. J.B. Pritzker, who called for lawmakers to take up ethics legislation this week following the criminal charge against Arroyo, praised the measures as an important first step to increasing transparency.

The Joint Commission on Public Ethics (JCOPE) sent out a statement clarifying an earlier email reminder regarding lobbyist bimonthly filings due this week.

The previous email reminder was sent out to JCOPE’s distribution list containing clients, lobbyists, and other entities no longer registered in New York.

The email reminder was only relevant for lobbyists filing bimonthly reports covering the period of September through October.

Client filings are not due again until January 15, 2020.

Gov. Matt Bevin conceded defeat after a recanvass of last week’s gubernatorial election results showed he was still trailing Andy Beshear by more than 5,000 votes.

During his announcement, Bevin stated he would not contest the results of the election.

Beshear will be sworn into office on December 10, 2019.

The Iowa Ethics & Campaign Disclosure Board is seeking a new Executive Director.

On November 12, Megan Tooker announced her resignation as the current Executive Director and Legal Counsel for the Board.

Tooker, who has been with the Board since 2010, is leaving to “pursue other career opportunities,” according to The Gazette.

Tooker intends to leave office in December.
