Due to the COVID-19 emergency, the Joint Commission on Public Ethics announced a deadline extension for all lobbying filings until April 15.
The extension includes bimonthly reports covering activity for the reporting period of January to February 2020.
JCOPE also announced temporary procedures regarding hand delivery of report filings and checks.
Until further notice, visitors are not allowed into the JCOPE offices. Beginning April 15, JCOPE will accept hand delivery of lobbying filings.
However, the commission is not accepting hand delivery of checks until further notice.
Instead, any checks should be submitted either by mail or by submitting the filing through the online Lobbying Application using a credit card to pay the submission fee.
If neither option is possible, JCOPE asks filers to hold all checks for hand delivery until further notice.

On December 19, the Joint Commission on Public Ethics launched the system-generated Client Semiannual Report (CSA) feature on the state’s online Lobbying Application system.
Contractual clients who lobby on their own behalf and do not utilize the services of any retained lobbyists are not required to file CSA reports.
Instead, system-generated CSA reports will be created with information directly imported from filed lobbyist bimonthly reports covering the applicable reporting period.
The system will not create a system-generated CSA if an Employed Principal Lobbyist has submitted a CSA report for the January to June reporting period.
Also, contractual clients are still required to disclose sources of funding or indicate source of funding reporting is not required.
No filing fee is required for system-generated CSA reports except to add retained lobbyist information.
Adding retained lobbyists requires a $50 filing fee and filing CSA reports going forward.

The Arizona Secretary of State announced the implementation of new filing forms.
The forms are now separated by entity types: lobbyist, principal, and public body filings.
Effective August 27, the notarization requirement for all lobbying forms has been replaced by an attestation.
Because filing forms no longer require notarization the forms may be filed by email.
In the coming weeks, the Secretary of State will also implement a new website for online payment and document filing.

The New York State Joint Commission of Public Ethics announced an extension for the submission of bimonthly reports for the May to June reporting period until July 31.
JCOPE extended the deadline due to ongoing technical difficulties with the online Lobbying Application.
This extension corresponds with the previously announced extension for client semiannual reports and source of funding disclosures.
The commission is working to fix the issues and further updates will be announced on the JCOPE website.

On July 11, the New York Joint Commission on Public Ethics launched the ability to file client semi-annual reports and source of funding information through the online Lobbying Application for the 2019-2020 reporting period.
JCOPE has granted an extension to all clients to file the client reports until July 31.
The extension only applies to semiannual reports and source of funding disclosures; lobbyist bimonthly reports are still due on July 15.
JCOPE has also produced a guideline “How to Properly Disclose Lobbying Activities” on their website to assist proper disclosure.

The Hawaii Ethics Commission will launch a new electronic filing system for lobbying registrations and disclosures beginning in January 2019, allowing lobbyists and organizations to register online for the 2019-2020 legislative biennium.
Lobbyists who plan to continue lobbying in 2019 must renew registrations by Monday, January 28, 2019. Commission staff are available to assist lobbyists who have already registered for the 2019-2020 lobbying period via a paper filing.
Lobbying expenditure reports for 2019 may be submitted electronically through the new e-filing system as early as March 2019.

The Oklahoma Ethics Commission recently approved a proposed rule amendment regarding due dates for lobbyist registration and reporting.
The intent is to make registration and reporting more convenient by providing more time between the end of the registration or reporting period and the due date for filing. Registration renewals would be required by January 15, and lobbying reports would be due on or before the 15th in any month a report is required.
The amendment is still pending. If lawmakers do not disapprove the rule, the changes will go into effect when the Legislature adjourns in May.

The electronic filing system of the Public Integrity Commission, the Public Integrity Reporting System, is being moved. As a result of the change, filers will be required to update their passwords after the system is moved.
The system will be down for the transfer from 11:00 p.m. on February 7 to 6:00 a.m. on February 9.
The first time a filer logs in after the system is moved, he or she will be prompted to create a new password. The commission has not released the web domain of the new system but is scheduled to do so in the near future.
