On June 3, the Legislative Assembly of Ontario adjourned for the summer.

Bill 162, Public Accountability and Lobbyist Transparency Act, 2020, has remained in committees since March of 2020.

Changes the legislation could bring include requiring any member of the Executive Council who has been lobbied by, or otherwise met with, a consultant or in-house lobbyist to file a report about the lobbying or meeting with the registrar not later than 30 days after the lobbying or meeting took place.

This Act would come into force on the day it receives Royal Assent.

The Assembly is scheduled to reconvene on September 13.

The Legislative Assembly of Saskatchewan was adjourned at the end of its sitting on March 18 because of the coronavirus pandemic.

A motion by Government House Leader Jeremy Harrison to recess the session, which was agreed to by all the lawmakers, leaves open the return date.

Specifically, the legislature will be recalled by the speaker upon the request of the government, which will determine the appropriate date for members to resume their session.

When the Assembly reconvenes, the rules of the parliamentary calendar will still apply and the completion day for the Fourth Session of the Twenty-Eighth Legislature will be set.

The Legislative Assembly of Ontario adjourned its legislative session on June 6 and voted 64-35 to not return till October 28, a week following the federal election.

Ontario is expected to be a major battleground in the upcoming election, with the Conservative Party hoping to make major gains in the province.

Members of opposition parties suggest the extended break is an attempt to avoid hurting the Conservative Party’s chances to regain control.

Gov. Kate Brown signed House Bill 2595 on May 3.

The bill prohibits a former member of the Legislative Assembly from receiving money or any other consideration for lobbying within one year after ceasing to be a member of the Legislative Assembly.

Currently, the revolving door period begins on the date the person ceases to be a member of the Legislative Assembly. The period then ended on the date of adjournment sine die of the next regular session after the person ceases to be a member.

House Bill 2595 applies to persons who cease to be members of the Legislative Assembly on or after the effective date of January 1, 2020.

On September 25, the writ for the October 30 general election for all 22 Legislative Assembly Members’ seats will be issued.

The pre-election period for prospective candidates began on June 27 and will end on September 25.

This election will be the first time Nunavummiut born after the creation of Nunavut, on April 1, 1999, and who are 18 will be eligible to vote.

On August 22, Government House Leader Yasir Naqvi released proposed amendments to a campaign finance reform bill the Ontario Legislative Assembly has been considering this session. The Election Finances Statute Law Amendment Act, 2016, Bill 201, was introduced on May 17.

Changes in the newly proposed amendments include lower contribution limits. However, the amendments do not address the “cash-for-access system” that allows those making large political contribution to have personal and interactive contact, such as dinners, with public officials, according to The Globe and Mail. The bill has been considered since June by the Standing Committee on General Government. This and other amendments are expected to be debated in the coming weeks.

On May 26, the 2016 spring sitting of the first session of the 33rd Yukon Legislative Assembly adjourned. Neither Bill 104, the Paid Lobbying Act, nor Bill 107, the Act to Amend the Elections Act with Respect to Political Contributions, were passed by the Assembly.

The spring sitting commenced on April 7, 2016. No future session is currently scheduled. The Legislature will likely meet again in the spring of 2017.

Effective July 1, Ontario’s Office of the Integrity Commissioner will begin enforcing a new lobbying law for the province. On December 9, 2014, the Legislative Assembly had passed an omnibus bill with changes to the province’s Lobbyists Registration Act, 1998. The law is now coming into force by proclamation of the Lieutenant Governor.

Schedule 8 of Bill 8, the Public Sector and MPP Accountability and Transparency Act, 2014, gives the Ontario Integrity Commissioner as Lobbyist Registrar new investigative and enforcement power for violations. Individuals found in violation can be prohibited from lobbying for up to two years. Additional changes include a streamlined registration form for certain companies, a lower threshold registration for in-house lobbyists, and new questions on registration forms.

On May 19, the fifth session of the 40th parliament of the Legislative Assembly of British Columbia adjourned. The Local Elections Campaign Financing (Election Expenses) Amendment Act, 2016, also received royal assent on May 19. Member Bills 213, 219, and 229, which also dealt with campaign finance, did not progress pass the first reading stage.

The Legislature is scheduled to convene again this year on October 3.

Alberta’s New Democratic Party has filed a calendar for the Second Session of the 29th Legislature and announced starting dates for the spring and fall sittings. The spring sitting will commence March 8 with a throne speech and is expected to run no longer than June 2. The fall sitting will begin on October 31 and end before December 1.

The spring or fall sitting of the Assembly may be shortened or extended by passage of a motion to be decided without debate or amendment. There is no word yet on when Finance Minister Joe Ceci will table the government’s budget.

A by-election will be held on February 5 to select a representative for the Legislative Assembly of the Province of Ontario, Canada, for the Electoral District of Sudbury. The by-election was announced on January 7 by Chief Electoral Officer Greg Essensa.

The campaign period for candidates began on January 7 and will end on May 5.

Among other changes, the bill creates a 50 hour per year threshold of lobbying activity to meet the Act’s definition of in house lobbyists.

Schedule 8 comes into force on a day to be named by proclamation of the Lieutenant Governor.

On July 24, the Ontario, Canada, Legislature adjourned its session with unanimous consent until October 20, 2014. According to The Record, legislators will continue to work over the summer to address budget issues. “Make no mistake, this is not an extended vacation that MPPs are going on, and certainly I will be working very hard over the coming weeks to prepare for all the implementation that comes with the passage of the budget,” said Premier Kathleen Wynne.

The 2013 fall sitting of the first session of the 33rd Yukon Legislative Assembly adjourned on December 19, 2013.

During this sitting the Assembly passed the Health Information Privacy and Management Act. The act “will raise the bar on privacy and security of personal health information,” Minister of Health and Social Services Doug Graham said in a press release.

The fall sitting commenced on October 31, 2013.
