On June 30, the New Hampshire General Court adjourned their legislative session.

Due to the COVID-19 pandemic, the legislative session was abbreviated and conducted away from the State House for the first time in over 150 years.

During the shortened session, the Legislature passed bills relating to police reform, absentee voting, and drug importation.

The Legislature will discuss any bills vetoed by the governor when it is expected to reconvene later this fall.

The Colorado Legislature adjourned sine die on June 15 after an unprecedented session.

The session originally began on January 8 with a focus on school safety and funding education. On March 14, the session was postponed to curb the spread of COVID-19.

When lawmakers resumed in May, the session quickly shifted to balancing the state budget in response to the economic effects of the COVID-19 pandemic.

Lawmakers were also able to pass legislation introducing a sweeping set of reforms for law enforcement in the state.

This reform is including a ban on chokeholds and a provision requiring officers to intervene if they see the use of excessive force.

With the legislative work wrapped up, the focus is now shifting to the November election.

Gov. Jared Polis must still give his final approval on many of the bills approved in the final weeks by the state legislature.

Following a nearly two-and-a-half-month interruption, the Iowa Legislature adjourned the 88^th General Assembly sine die on Sunday after a marathon overnight debate.

This debate ends a two-week session shortened by the coronavirus pandemic and recent protests.

In addition to the passing the budget, the session included action to protect businesses from coronavirus-related lawsuits, address police misconduct, and change rules regarding election procedures.

The Illinois Legislature adjourned on May 24 at the end of a special session that started on May 20.

Initially, the Senate met at the Capitol and the House at the Bank of Springfield Center to accommodate social distancing due to COVID-19 concerns.

The abbreviated special session focused mainly on budget issues and COVID-19 related legislation.

No bill permitting the Legislature to convene virtually was passed during this session.

Therefore, the Legislature will convene in person for the veto session scheduled to begin November 17.

The Arizona Legislature adjourned sine die on May 26 after the Senate’s swift move to adjourn was approved.

The Senate had voted to end the session when it convened previously on May 8.

However, this vote was met with opposition by Republican lawmakers.

The sine die adjournment leaves hundreds of bills dead that had been progressing through the Capitol before lawmakers postponed the session in March.

Gov. Doug Ducey is expected to call lawmakers back to the Capitol for a special session in the coming weeks.

In this session they will deal with coronavirus-related legislation and the state budget.

On May 18, the final day of the regular session, the Alabama Legislature voted to approve with Gov. Kay Ivey’s amendment to Senate Bill 161.

This amendment allocates the $1.8 billion received by the state from the CARES Act.

Thus, the Alabama Legislature now stands adjourned sine die.

The Minnesota Legislature left much unfinished when it adjourned sine die on May 18 as required by the constitution.

Both chambers expect to be back in a special session on June 12 when Gov. Walz’s current declaration of a Peacetime Emergency ends.

If Walz wants to extend the emergency declaration again, he is obligated by law to call a special session to give both chambers the right to rescind his declaration by a majority vote.

Although Walz calls the session, the legislative branch decides when it ends.

This also takes away the governor’s power to set the agenda for the special session.

Most of the bills passed were in response to the COVID-19 pandemic.

Additionally, a Select Committee on Minnesota’s Pandemic Response and Rebuilding was formed to allow the House to continue conversations about the pandemic after wrapping up its regular legislative session.

Thursday’s legislative session was canceled and the Capitol in Lansing was closed due to an armed protest and death threats against Gov. Gretchen Whitmer.

At the end of the Senate session on May 13, lawmakers simply adjourned until May 19 rather than call the next previously scheduled meeting.

The adjournment came in fear of a repeat of the events on April 30.

Armed protesters entered the Senate Chamber’s visitors gallery, standing above the members during the session.

Michigan Attorney General Dana Nessel issued an opinion on May 11 saying the State Capitol Commission could ban firearms.

The commission voted to study a ban this week, and on May 12, Sen. Dayna Polehanki proposed Senate Resolution 118 to ban firearms in the Capitol.

On March 26, the General Assembly of Newfoundland and Labrador agreed to adjourn parliamentary business until an unspecified future date.

The adjournment is in response to the coronavirus pandemic.

The legislature will remain adjourned until the call of the Chair, the procedure for recalling lawmakers into session. 

After shortening the session, the General Assembly managed to pass over 650 bills in three days before adjourning sine die on Wednesday March 18.

Among the passed legislation is House Bill 315, which increases penalties for bribery and extends revolving door restrictions.

House Bill 315 and other passed bills will now go to Gov. Larry Hogan who can sign, veto, or let them become law without his signature.

This does not affect lobbyist reporting.

The Legislature passed a concurrent resolution to provide for an extended adjournment of the 2020 regular session of the 88th General Assembly.

The extended adjournment is due to public health concerns over COVID-19.

Senate Concurrent Resolution 102 provides upon the adjournment of the House of Representatives and the Senate on March 16, both houses will remain adjourned until 10:00 a.m. on April 15.

The Legislative Council may shorten or further extend the adjournment if deemed necessary.

This does not affect lobbyist reporting dates .

The Legislative Assembly of the Northwest Territories have recessed the winter legislative session.

The Assembly will be on recess until May 26 in response to the coronavirus pandemic.

The legislature was recalled early from a one-week recess, met on March 16, and decided to adjourn until May.

This will allow the cabinet and lawmakers to focus efforts on addressing the spread of the virus.

While the cabinet will continue to meet during the recess, members of the Legislative Assembly will return to their respective constituencies.

The second regular session of the 121st General Assembly adjourned sine die on March 12, after a 14-hour session.

Gov. Eric Holcomb signed 25 of the 45 bills received in the last two days of the session.

This is including one providing for electronic filing of campaign finance reports by candidates and committees.

Additionally, Holcomb signed a bill preventing the state and political subdivisions from contracting with a “prohibited person”.

This is officially defined as a person designated as posing a national security threat to the integrity of communications networks.

As a result, the remaining acts passed by the Legislature become law on the eighth day after presentment if Holcomb does not sign or veto them.

The 2020 session of the Washington State Legislature adjourned sine die on March 12 after 60 days in session.

Lawmakers’ final hours of work were overshadowed by the continued onslaught of COVID-19 news in the state.

This prompted passage of a supplemental state budget doubling funding from $100 million to $200 million for the COVID-19 response.

Lawmakers noted the sense of urgency to finish their work quickly due to growing concerns about the spread of the virus.

During the session, legislators passed a bill concerning certification of the level of foreign national ownership for corporations participating in state elections.

Senate Bill 6152 requires a certification from each corporation making a contribution to the candidate, political committee, or incidental committee.

The certification must state the corporation’s ownership is comprised of less than 50% of foreign nationals.

Legislators also passed a procurement bill providing for accountability and transparency in government contracting.

House Bill 1521 requires evaluation of contract performance.

The evaluation assess whether decisions to contract out government services to the private sector are achieving their stated objectives.

In addition, the bill intends to ensure public contractors given access to state resources are held to ethical standards consistent with public values.

Gov. Jay Inslee has 20 days to act on the bills.
