Lawmakers ended their special session on June 13.

The Legislature passed a capital budget bill but failed to reach the three-quarter threshold required to fund major provisions.

Failure to reach the threshold left millions of dollars in projects unfunded and federal match money at risk.

Gov. Mike Dunleavy called a second special session in order to address the permanent fund dividends the Legislature also could not agree on.

The second special session will convene on July 8, at 1 p.m. in Wasilla.

The Legislature adjourned sine die on June 6.

The 60-day session was overshadowed by the upcoming November gubernatorial election.

However, in its final day the Legislature did pass a $30 billion budget that increased teacher pay.

Gov. Jon Bel Edwards is expected to sign the deal, which applies to the financial year beginning July 1.

The Connecticut General Assembly adjourned sine die on June 5.

During the five-month legislative session lawmakers failed to pass bills concerning the code of ethics, lobbyist transparency, and dark money disclosure and regulation.

Gov. Lamont thanked the Legislature for approving legislation to accelerate the deployment of high-speed wireless technology throughout the state.

The monthly employer activity report required any month the General Assembly is in regular session is due July 10.

The 101st General Assembly adjourned its spring session on Sunday, June 2 after going into overtime to address Gov. J.B. Pritzker’s agenda.

During the spring session, Senate Bill 1545 was introduced to prohibit a legislator from lobbying local government during his or her term of office.

The bill provided that a violation would constitute a Class A misdemeanor. The bill made its way to the Assignments Committee on March 22.

Similarly, Senate Bill 180 was introduced to prohibit a legislator from seeking future employment with a lobbying entity if that entity engages in lobbying with members of the General Assembly during the legislator’s term of office.

Senate Bill 180 would also ban state officials for a period of one year of their term of office from engaging in compensated lobbying with members of the General Assembly.

The bill made its way to the Assignments Committee on March 22.

The General Assembly is scheduled to reconvene for a veto session in October.

The Legislature adjourned sine die in the early morning hours of June 4.

The final day of the session was spent passing a two-year state budget and multiple bills related to lobbying and campaign finance laws.

Assembly Bill 452 imposes more detailed registration requirements for lobbyists.

Additionally, the bill requires a supplemental registration to be filed for any changes to registration until the commencement of the next regular session.

The bill will become effective immediately if signed by Gov. Steve Sisolak.

On June 3, the 4th Session of the 41st Legislative Assembly of Manitoba, which began on November 20, 2018, adjourned until October 2, 2019.

Bill 2, The Municipal Amendment Act (Strengthening Codes of Conduct for Council Members), received Royal Assent on June 3.

The new law amends The Municipal Act to require a code of conduct for members of municipal councils be adopted through by-laws.

The code must include procedures for receiving and dealing with reports of contraventions, relevant sanctions, and training on the municipality’s code of conduct.

The new legislation requires each member of a council to undergo training.

Lawmakers plan to adjourn the Assembly again on November 7.

Gov. Jim Justice amended his proclamation for the First Extraordinary Session of 2019, adding a bill relating to the West Virginia Business Ready Sites Program.

The special session was originally called to address improvements to public education and pay raises for school teachers.

The Senate has introduced the Student Success Act to address these issues.

The House is set to reconvene at 8:30 a.m. on June 17.

The Alabama Legislature adjourned sine die on May 31, about two weeks ahead of schedule.

During the session, House Bill 289 passed, renewing the proposition that an individual acting as an economic development professional is not a lobbyist.

Additionally, Senate Bill 230 was introduced to remove the ban of lobbyist gifts to public officials.

Instead, a lobbyist or principal would be required to disclose a thing of value on the quarterly lobbyist report.

The bill was referred to the Judiciary Committee but did not pass.

The Legislature is scheduled to reconvene on Tuesday, February 4, 2020.

The first regular session of the 57th Legislature adjourned on May 31 at 5 p.m, one week ahead of its constitutional deadline.

Senate Joint Resolution 22 was among the bills passed, rejecting amendments proposed by the Ethics Commission during the legislative session.

The resolution rejected a revolving door restriction that would have prohibited elected state officers and chief administrative officers from lobbying for two years following their terms of office.

Additionally, the resolution rejected a proposal to provide examples of activities that are not considered electioneering communications.

Examples include news or feature reporting activities and candidate debates.

The Legislature is schedule to reconvene on Monday, February 3, 2020.

The Nebraska Legislature adjourned sine die on May 31.

The legislative session ended on the 84th day, sooner than the scheduled 90-day session.

During the session lawmakers passed a balanced budget, enacted legislation to assist military families, and increased the maximum fine for violations of the Political Accountability and Disclosure Act.

The lobbyist statement of activity is due 45 days after the end of session on July 15.

The Kansas Legislature adjourned sine die on May 29.

Lawmakers adjourned earlier in the month to allow the governor time to appoint a candidate to the Kansas Court of Appeals.

On Wednesday, the Senate approved Sarah Warner to fill the vacant seat.

During the 59-day legislative session lawmakers introduced House Bill 2010 and Senate Bill 51.

The bills provide for restrictions on state officers and employees from engaging in lobbying for a specific period after resignation or expiration of employment.

Both bills failed to pass their respective chambers this session and will carryover to 2020.

The Vermont General Assembly adjourned sine die on May 29.

During the session the Legislature introduced a bill changing lobbying reporting dates from the 15th to the 3rd of the month.

Lawmakers also introduced Senate Bill 157, proposing to grant the ethics commission authority to adopt an enforceable code of ethics, adjudicate complaints, and impose penalties upon finding a violation.

Both bills will carryover to 2020 as they failed to pass this legislative session.

Minnesota’s one-day special session ended early Saturday morning.

The session ended with the legislature passing a $48 billion budget to fund the government for the next two years.

The outline of the budget was agreed to during the regular session, which ended on May 20 after reaching the maximum number of days the state’s constitution permitted.

A budget deal needed to be finalized by July 1 to avert a shutdown.

The Minnesota Legislature adjourned sine die on May 20, the latest possible day the state constitution allowed it to be in regular session.

Lawmakers reached a bipartisan budget deal after extensive negotiations.

However, Gov. Tim Walz will need to call a special session for lawmakers to work out and vote on the details.
