Gov. Terry McAuliffe announced he will send the General Assembly a package of proposals aimed at campaign finance and voter law reforms.

The campaign finance proposal will seek to ban the personal use of campaign funds and he would like to see the new voter photo identification law repealed.

Another proposal would expand absentee voting, permitting any registered voter in Virginia to vote absentee in-person starting 21 days before the election. The General Assembly convenes today to begin the 2017 session.

Gov. Terry McAuliffe has set the date for a special election to replace state Sen. John Miller. The election will be held on November 8, 2016.

Miller, representing Senate District 1, died earlier this month, less than a year into his four-year term. Miller was first elected to the seat in 2007.

Gov. Terry McAuliffe will soon set a special election to fill the District 1 seat of the state senate. Sen. John Miller, who passed away Monday, leaves the seat open less than a year into a four-year term.

Given the state’s rules on when special elections can be held, the November 8 general election is the date the governor will most likely choose. District 1, a historically Democratic-leaning district, encompasses several areas including Newport News, Hampton, and Suffolk.

Sen. Miller won the seat last year by more than 5,700 votes.

In a surprise move, Senate Democrats voted yesterday to adjourn the special session of the General Assembly. Lawmakers had reconvened just hours earlier to redraw congressional district lines.

The maneuver is an attempt to allow Gov. Terry McAuliffe to extend a temporary appointment of a state supreme court justice.

Though many senators have left the capitol, House Republican leaders insist the session has not ended and are contemplating their next move.

Lawmakers met one final time Friday, April 17 to finalize the ethics reform bill passed at the close of the legislative session. Gov. Terry McAuliffe proposed an amendment to change the gift limit from $100 per gift, but allowing an unlimited number of such gifts, to a $100 aggregate limit from any one source.

After correcting a drafting error in the amendment, both chambers unanimously passed the measure. The new limits go into effect on January 1, 2016.

After completing work on the bill, the General Assembly adjourned sine die.

Gov. McAuliffe announced he would like to see a $100 aggregate limit to prevent legislators from accepting repeated gifts from lobbyists.

A legislative session is scheduled for April 15 for lawmakers to consider McAuliffe’s amendments and vetoes.

The inaugural meeting of the Commission to Ensure Integrity and Public Confidence in State Government was held this week in Richmond. Gov. Terry McAuliffe assembled the commission amid recent political scandals involving state government officials, including the conviction of former governor Bob McDonnell on corruption charges.

The commission will focus on issues involving gifts, conflicts of interest, disclosure, oversight and enforcement, and public service restrictions. Congressional redistricting may also be on the agenda.

The governor has requested a report from the commission by December 1.

Virginia Gov. Terry McAuliffe has submitted technical changes to the General Assembly on the major ethics legislation passed this session, including a change to the effective date of the legislation.

The legislation enacts a limit on gifts from lobbyists and principals and increases the frequency for lobbyist filings.

The changes must be approved by the House and Senate before the legislation takes effect.
