Gov. Andrew Cuomo signed three bills relating to elections and campaign finance on January 24.
Assembly Bill 776 requires limited liability companies making expenditures for a political purpose to file with the State Board of Elections the identity of all direct and indirect owners of the membership interests and the proportion of ownership in the LLC.
Assembly Bill 779 creates a consolidated statewide primary election date and changes the protocol for calling a special election.
Senate Bill 1102 enacts early voting in the state.
Assembly Bill 779 and Senate Bill 1102 are effective immediately, and Assembly Bill 776 is effective January 31.

Monday, the North Carolina Supreme Court issued an order blocking Senate Bill 4 from taking effect while the legal challenge against the law is pending.
This order halts the merger to combine the State Board of Elections with the State Ethics Commission.
Gov. Roy Cooper is currently challenging Senate Bill 4 on the basis that the General Assembly overstepped its state constitutional authority when it adopted the law establishing an eight-member board to oversee elections and consider ethics complaints and issues.

Del. Eric Luedtke is sponsoring a bill to allow the State Board of Elections to borrow dollars from the general fund for the Fair Campaign Financing Fund if money runs short before a gubernatorial election.
House Bill 72 provides for the borrowed money to be returned via online contributions, voluntary tax form checkoffs, and penalties. Del. Jimmy Tarlau is expected to introduce an additional bill to incentivize candidates to avoid large donations of $250 or more from a single contributor.

The State Board of Elections has proposed new pay-to-play disclosure rules and regulations.
The board seeks to align current rules with the recent legislative change requiring business entities to disclose contributions of certain subsidiaries, even if those subsidiaries do not have contracts with the state. In addition, the new regulations would increase the amount of time a vendor has to file the initial contribution disclosure form and would clarify internal disclosure obligations and processes for vendor employees and CEOs under current state law.
The proposed rules and regulations remain open for public comment through May 30, 2016.

The New York State Board of Elections will no longer enforce the $150,000 yearly aggregate limit on political contributions from individuals. In its May 2014 meeting, the board determined the limit can no longer be enforced in light of recent federal court decisions.
New York campaign finance law imposes a similar aggregate limit of $5,000 on a corporation’s yearly contributions. The board made no ruling with regard to the corporate limit; however that limit is currently being challenged in federal court.

Maryland Passes Campaign Finance Bill Before Adjourning
New contribution limits to take effect in 2015
The General Assembly passed a campaign finance reform bill before adjourning on Monday, April 8, 2013.
House Bill 1499 increases contribution limits to any one campaign committee from $4,000 to $6,000 and from $10,000 to $24,000 for total contributions to all campaign committees within a four-year election cycle. The bill also curbs giving through multiple corporate entities for the purpose of evading contribution limits, increases reporting requirements, and gives the State Board of Elections new enforcement powers.
Unless vetoed by Governor O’Malley, the new limits will be effective for the election cycle beginning January 1, 2015.
