Viral media expertise is emerging as a crucial skill for political operatives, and as donors look to replicate the success of the social media sloganeers who helped lift Donald Trump to victory, they are seeking out talented meme makers.

FBI Conducted Predawn Raid of Former Trump Campaign Chairman Manafort’s Home

Investigators for special counsel Robert Mueller searched the Alexandria, Virginia, home of President Trump’s former campaign manager, Paul Manafort, for documents related to tax, banking, and other matters. Mueller is investigating an array of allegations about Manafort, including work for the Ukrainian government and his role in a 2016 meeting between Trump campaign officials and Russians promising to share damaging information about Hillary Clinton. Manafort had previously given documents voluntarily to the congressional committees investigating Russia’s election meddling, including possible collusion with members of Trump’s campaign.

How the Trump Hotel Changed Washington’s Culture of Influence

The Trump International Hotel in Washington, D.C. has emerged as a Republican Party power center. And for the first time, a profit-making venture touts the name of a U.S. president in its gold signage. The hotel has become a symbol of the tangled ethical questions posed by Donald Trump’s presidency. Critics have charged that anyone seeking favor from the White House has an incentive to stay in rooms that can be booked for $400 per night or more. Trump tried to address ethical concerns by turning over the hotel’s management to his two eldest sons and vowing to take no hotel profits during his tenure. But he retained his ownership interest, allowing him to eventually profit from the holdings.

Soft Money Is Back – And Both Parties Are Cashing In

An analysis of campaign finance data indicates Democrats and Republicans are now aggressively trafficking in a new, and perfectly legal, kind of soft money, enabled by a 2014 U.S. Supreme Court decision, the latest in a series eviscerating major parts of the Bipartisan Campaign Reform Act. In a fundraising environment that had come to be dominated by super PACs, it is helping national political parties regain some relevancy after years of declining power. It’s also reviving an era when politicians were able to directly solicit large checks from donors on behalf of the political parties.

California: Upscale Santa Monica Hotel Faces $310,000 Fine for Concealing Campaign Contributions

A Santa Monica hotel is facing a $310,000 fine for improperly concealing donations to local candidates in hopes of preserving the property’s Pacific Ocean views. The California Fair Political Practices Commission said it would be the second largest fine in the agency’s history. The Huntley Hotel reimbursed individuals and local businesses for $97,350 in campaign contributions to candidates for Santa Monica City Council that it believed would oppose the expansion of a neighboring hotel so its name would not show up on disclosure reports. The commission will vote on whether to accept the settlement at its August 17 meeting.

Illinois: Emanuel Warns Those Emailing Him for Favors about Chicago’s ‘Strict Lobbyist Rules’

The hard line drawn by the Chicago Board of Ethics has not discouraged a few powerful people from attempting to influence Mayor Rahm Emanuel through the mayor’s private emails, so much so that Emanuel has warned a few of them about the line they were about to cross. The Chicago Tribune found Emanuel’s personal email accounts had served as a private avenue of influence for those who sought action from – or access to – the mayor. The board issued fines for eight lobbying violations tied to the emails. Amid the added public scrutiny, Emanuel cautioned a real estate executive and longtime political ally about making requests of him and cited the city’s “strict lobbyist rules” in one exchange.

Kentucky: Gov. Matt Bevin Wins Property Tax Appeal on Anchorage Home

Kentucky Gov. Matt Bevin won a property tax dispute that had prompted two ethics complaints from people who questioned whether the governor and his wife got a sweetheart deal when buying their new home. The Jefferson County Board of Assessment Appeals agreed with the value an appraiser hired by Bevin’s team had placed on the property that includes the governor’s home. The board determined the price Bevin paid for part of the property was above market value. The ruling seemed to vindicate Bevin, who has said for months that he bought the home for more than it was worth.

New York: JCOPE Moves Forward with Lobbying, FOIL Regulations

The New York Joint Commission on Public Ethics voted to move forward in the process of implementing several regulations at a recent meeting, including broad lobbying guidelines that have been long in the works. The regulations still need to go through the rule-making process where the public will have a final chance to weigh in on them before formal adoption. The commission also voted to move forward with regulations laying out the amended requirements for what information lobbying groups must disclose about their donors.

Oregon: State Sought to Plant Negative Stories about Nonprofit
Portland Tribune – Nick Budnick | Published: 8/4/2017

There was a state government-funded public relations plan to demean a Portland-area healthcare nonprofit in a court battle over whether the Oregon Health Authority is giving FamilyCare a fair rate of reimbursement for its care of low-income Medicaid patients. FamilyCare been the most vocal coordinated care organization, often accusing state officials of incompetence or seeking to do the nonprofit harm, including in the pending litigation. The company’s critics call it excessively combative.

Pennsylvania: Montco Sheriff Gets Spotlight in Allentown Corruption Case
Philadelphia Inquirer – Jeremy Roebuck | Published: 8/7/2017

A payoff highlighted in the indictment against Allentown Mayor Ed Pawlowski was a $5,000 night on the town, complete with tickets to a sold-out Philadelphia Eagles playoff game and a pricey dinner. Prosecutors say the mayor pressured two businesspeople seeking city contracts to pay for his night out. The incident has also placed a spotlight on another elected officeholder now poised to be a key witness should the case go to trial. Montgomery County Sheriff Sean Kilkenny, who before assuming his post in 2015 worked as a lawyer under contract with municipalities across the region, admits he and a business partner picked up the tab for that 2014 evening. They also poured $14,000 more into Pawlowski’s campaign coffers in pursuit of a $3 million tax-collection contract they ultimately won.

Rhode Island: City Treasurer Refuses to Pay Elorza Administration’s State House Lobbyist

Rhode Island’s legislative session is over, but a firm hired by the Providence Mayor Jorge Elorza’s office to lobby the General Assembly still has not been paid. City Treasurer James Lombardi said Monday he has not cut a $36,000 check to Government Strategies because the administration never asked the city’s Board of Contract and Supply for approval to hire the firm. Lombardi contends that all city contracts worth more than $5,000 must be approved by the board before he releases a payment. He said he does not believe the lobbying contract needs to go out to bid, but the board does need to vote in favor of the agreement.

Texas: Are Lawmakers’ Business Ties with Public Entities a Conflict of Interest?

In Texas, lawmakers earn just $7,200 per year as part-time public servants. They all have regular jobs, and some of them have business relationships with public entities that depend on the Legislature to approve their budgets, decide how much taxpayer money they receive, and pass the laws that regulate their operations. Some of those entities owe their very existence to the Legislature. Under state ethics laws, such apparent conflicts-of-interest are not prohibited. Lawmakers are banned from doing business with the state or counties, but only when that business relationship is specifically approved by legislation while they are serving at the Capitol.

Utah: Utah Lawmakers Pick Top Mormon Church Lobbyist to Run Office

Utah lawmakers recommended the Mormon church’s chief lobbyist for a top job overseeing the state Legislature’s office that drafts laws, gives legal advice, and staffs committees. The appointment illustrates what is sometimes seen as a thin line between Utah’s government and The Church of Jesus Christ of Latter-day Saints, a faith to which most state lawmakers and residents belong. John Cannon’s nomination to head up the Office of Legislative Research and General Counsel seems far too cozy and perpetuates a national impression the Mormon church runs the Utah Legislature, said the Freedom From Religion Foundation.

State and Federal Communications produces a weekly summary of national news, offering more than 60 articles per week focused on ethics, lobbying, and campaign finance.

The women of State and Federal Communications had the opportunity to attend PGA’s annual Executive Women’s Day and enjoy a day filled with golf insights, advice, and lessons.

This year’s program was held at Firestone Country Club on August 1. During breakfast, we learned what it’s like to be a caddy for professional golfers. We gained personal insight and stories from those closest to the golf pro.

After breakfast, Lisa Murray, Chief Marketing Officer at Octagon, shared advice and stories she’s obtained throughout her life. She told us how her perspective has changed many times from the beginning of her career to now. Murray has a degree in consumer economics, but has built a career in marketing. Octagon is a sports and entertainment marketing agency that she has been with since its very beginning. She helped it grow into the global marketing leader it is today. Murray’s key note address was humorous but also provided motivation to take risks in your career – as a woman and a professional.

Afterward, we had the chance to participate in a golf clinic. There were three stations – putting, chipping, and driving. A golf pro was at each station to give us tips on improving our golf game.

The speakers, golf clinic, and inspiring atmosphere of the event came together to create an uplifting day. Overall, Executive Women’s Day was a hit among State and Federal Communications employees and something we look forward to every year. It was a beautiful day, an empowering program, and a great start to the Bridgestone Invitational.

Intern Edge concluded last week with a graduation ceremony. I was among the interns who were asked to give a short speech about our experience and key take away from the program.

When asked to speak, the facilitator said that she noticed my constant participation from week to week. It was very easy for me to want to participate because I really enjoyed the thought-provoking questions and discussions each week.

As I make strides to become a leader in my community and a force in my career field, my biggest take away is that connections count and leaders are versatile members of the community who have a lot to offer the people around them. It is important to surround yourself with successful people who want to see you do well and I feel that Intern Edge has done that for me.

The past six weeks have been both enlightening and enjoyable. I am very thankful for the opportunity to had participated in Leadership Akron Intern Edge. I would like to thank Elizabeth Bartz for making it possible for me to attend these sessions week to week. This was already a great program, and the fact that she pays her interns to go puts the cherry on top.

State and Federal Communications emphasizes the importance of professional development. There are many programs, webinars, and events the company provides for staff members to participate in. The goal is for employees to continuously learn and grow as professionals.

Lunch and Learn is a program the company uses to educate employees on various work-related topics. Staff members can enjoy lunch with their colleagues while learning something new.

State and Federal Communications recently welcomed crisis communications and media specialist Stephanie York from Hennes Communications. During the Lunch and Learn, York informed employees of the importance of crisis management and how handling a crisis can be easy if you follow the Damage Control Playbook.

She told us five things that we should know amid a crisis:

1. Tell the truth. The truth is going to come out eventually. It is better to state the truth at the beginning rather than wait for it to be exposed.
2. Tell it first. The public is going to find out the truth, inevitably. It is better for the company’s reputation to be the one informing the public. If the audience is already aware of the situation, they won’t be fazed if it shows up in the news.
3. Tell it all. Trying to hide part of the truth will result in backlash. If new information is revealed that you didn’t disclose to your audience, people will think the company had something to hide.
4. Be aware of media filters. Every story about the crisis is going to be told differently. If you give reporters all the information upfront it will usually produce a filter that respects the company.
5. Know the fundamental role of reporting. Reporters want to tell a juicy story. The situation will seem less scandalous coming from the source directly.

Knowing how to take control of the situation and communicate efficiently is beneficial to the company. Employees now know what to do and who to communicate with if the company ever faces a crisis. This information can also be applied when communicating with our clients. If they find themselves in a situation and need our assistance in any way, we are now better equipped to help. The Lunch and Learn was a great way to learn more about important topics in the industry.

State and Federal Communications employees had the opportunity to get out of the office and enjoy a Rubber Ducks baseball game on June 29. Beautiful weather and a Rubber Ducks win made for a great office outing!

Elizabeth Bartz, president and CEO, provided staff members with tickets and invited us to take a break for part of the day. Employees had the chance to hang out with each other in a casual setting and visit with coworkers who were in from Washington DC. We bonded over great food, beautiful weather, and our love of baseball.

“It was nice to get out of the office for the day and enjoy the game and the beautiful weather,” public relations intern Olivia Williams said.

The office outing provided a change of scenery and refueled us for the end of the week. Sometimes a little break is all you need to finish the week out strong!

The Rubber Ducks beat the Erie SeaWolves 7 to 6. It was a great day to be a Rubber Ducks fan and an even better day to be a State and Federal Communications employee!

State and Federal Communications does all it can to give back to the community. One of the main ways we contribute is by working with the United Way. Along with the many other United Way programs we participate in, we have a yearly campaign to collect donations for its Stuff the Bus program.

The Stuff the Bus program collects school supplies for children from the Akron Public Schools. This year’s campaign runs from July 9 to September 6. There are three different ways to participate in Stuff the Bus: request a collection bin, volunteer at the Sort-a-Thon, or deliver the backpacks to the students. We are getting collection bins to gather supplies, but each part of this event is important and contributes to making it successful. The United Way will be collecting supplies from July 9 to August 18, the Sort-a-Thon takes place on August 22, and Delivery Day is September 6.

State and Federal Communications loves being a part of a program that encourages education. We want to see Akron Public Schools’ students succeed and grow into educated men and women. State and Federal Communications firmly stands behind this cause, and we really promote the message within our company and campaign to get our whole staff to participate. We are excited to Stuff the Bus this year as we have many times before!

Every summer State and Federal interns participate in Intern Edge, a program offered by Torchbearers and Leadership Akron. This program introduces the interns to established leaders, organizations, and groups that are making an impact in our community.

The company invests time and money to aide interns in their process of becoming community leaders and career professionals. It is important for interns to network and make connections with other young adults who are on similar paths.

During our second session, Katelynn Chilson and I joined other Intern Edge participants and raced through downtown Akron on a scavenger hunt. We were required to take as many pictures as possible in front of downtown’s most well-known spots. In order to receive credits for our finds, we had to post our pictures to our social media accounts.

This session gave us an opportunity to see some of downtown Akron’s thriving businesses and to see what downtown had to offer. It also taught us the importance of plugging in and posting to social media sites to reach larger audiences. The photos of us downtown show us learning about and connecting with the community in which we work. Peter Drucker once said, “Whenever you see a successful business, someone once made a courageous decision.”

I am hardly the person who pats myself on the back about the good things happening at State and Federal Communications—I know it takes a village to make it all happen.

What I do remember is signing a document on July 1, 1993, with my former employer at State and Federal Associates to take on the operation and finances of what is now State and Federal Communications. I do recall I had an upset stomach all day…and will leave it at that because I had never entered into any business agreement prior to that day.

The time has flown…Honestly, when you do something you love to do it really is not work. We have grown and continue to grow. We are anticipating bringing on our 50th employee in the near future and acclimating the staff to FMLA.

What will we continue to do for you?

We will add more and more municipalities to our site because many of you are working with these localities to offer your services. I just returned from the U.S. Conference of Mayors and saw many of you who want to have a great relationship with the mayors.

I never saw the Grateful Dead, but I just read “Marketing Lessons from the Grateful Dead: What Every Business Can Learn from the Most Iconic Band in History” by David Meerman Scott and Brian Halligan. The Grateful Dead did not listen to large music producers…The band listened to its fans. We always listen to our clients. If you have a question or a suggestion, please contact us because we would not be here if we did not have great clients.

Go International. We completed a review of lobbying and political contributions in Ireland and will soon include it on our site for you to peruse. We have heard many of you are traveling to Europe and Asia and we want to be your source for how to handle international compliance issues.

It is summer time and we are going to attend many conferences this summer and look forward to seeing you along the way.

Every year we join Summit County United Way and participate in their Day of Action. In previous years, we’ve helped landscape the Lake Anna YMCA, sorted clothes and painted at Goodwill, and painted the gymnasium walls at the East Akron YMCA. On June 21, we helped to put on a carnival at the YMCA Family Enrichment Center in Akron, Ohio. It was a wonderful experience to help the kids with arts and crafts, officiate potato sack races, and run other carnival-inspired games.

We had a great day at the YMCA Family Enrichment Center. Seeing the excitement on the children’s faces made for a fun-filled and inspiring Day of Action.  Each year we are reminded why we love volunteering our time to the growth of our community, and each year we love to see the community coming together to make Akron the welcoming city it is.
