The second special session of the General Assembly adjourned sine die on December 16.

The special session called by Gov. Mike Parson to focus on getting federal CARES Act funding distributed to the state began on November 5 and included 10 legislative days interrupted by COVID-19.

Lawmakers officially passed a legislative fix to an issue regarding vehicle sales during Gov. Mike Parson’s special session.

The session took place from September 9 to September 16, 2019.

Currently, the value of one previously owned motor vehicle, trailer, boat, or outboard motor may be used as a deduction against the sales tax owed on the purchase of any such vehicle within 180 days before or after a taxpayer sells a previously owned vehicle.

House Bill 1 expands the deduction to include the values of one or more previously owned motor vehicles, trailers, boats, or outboard motors.

Parsons stated if he hadn’t called lawmakers to Jefferson City, thousands of people would have suffered financial loss.

The bill will take effect 90 days after receiving Gov. Parson’s signature.

Gov. Mike Parson has scheduled a special legislative session to begin on September 9.

Parsons hopes to see legislation passed allowing individuals to count the sales earning of multiple vehicles as credits against the sales tax of a replacement vehicle.

Revenue officials had allowed this until a June Missouri Supreme Court ruling said current law only permits a single vehicle to count for the tax credit.

The session is unlikely to cost the state much as it coincides with an already scheduled annual veto session on September 11.

Gov. Mike Parson signed procurement lobbying legislation on July 10, bringing changes to the state’s bid solicitation process.

House Bill 1088 provides that solicitations and subsequent purchases must be publicly advertised only if a contract is worth more than $100,000. The previous threshold was $25,000.

The bill further provides that all purchases in excess of $10,000 must be based on competitive bids. The previous threshold was $3,000.

Additionally, information technology purchases estimated not to exceed $150,000 may be completed under an informal process. The previous threshold was $75,000.

The bill becomes effective on August 28, 2019.

Missouri Gov. Mike Parson signed an executive order superseding an ethics policy implemented by his predecessor, former Gov. Eric Greitens.

Greitens’ first act as governor in 2017 was to issue Executive Order 17-02, banning executive branch employees from accepting lobbyist gifts and prohibiting governor’s office personnel from lobbying the executive branch if they leave their jobs.

Parson’s Executive Order 18-10 now bans employees of the Office of the Governor from acting as an executive lobbyist until the end of the administration in which he or she served.

The order also alters what gifts executive branch employees are banned from accepting from lobbyists, opening the door for “educational” materials such as books and souvenirs valued at less than $10.

The executive order became effective as of November 20, 2018, when it was signed.

The Missouri Legislature adjourned on September 14 after finalizing two bills that were vetoed by Gov. Mike Parson in July.

The first bill expands the definition of treatment courts as a substitute for imprisonment, and the second creates an online-based STEM program for public schools.

The Legislature will convene for the 2019 session on January 9.

On January 20, Gov. Jay Nixon announced the special election in House District 50 has been scheduled for August 8, 2017.

House District 50 includes sections of Boone Cole County and parts of Moniteau County.

A special election has yet to be scheduled for the Senate District 28 seat, which was recently vacated by Lt. Gov. Mike Parson.
