The Montana Legislature adjourned sine die April 29 after passing the state budget and policies to regulate and tax marijuana sales.

The Republican majority focused attention on numerous socially conservative causes including abortion, transgender rights, and bills decreasing the power of local public health and the executive branch during a health crisis.

The Legislature’s most lauded achievement was passing $120 million in tax cuts over the next two years.

Gov. Albert Bryan Jr. announced a special session for December 18.

The special session is to consider an amendment to the Medicinal Cannabis Patient Care Act.

The amendment provides more regulatory controls and enables the generation of tax and fee revenues.

If passed, the amendment would allow for the sale of cannabis products to tourists and create a regulated system to prevent fraud, increase transparency, testing, licensing and penalties.

Lawmakers are back in Springfield for a six-day abbreviated veto session to address major laws passed earlier this year.

The veto session convened October 28 through October 30, and reconvenes from November 12 through November 14.

The veto session agenda includes reviewing video gambling, marijuana, and vaping legislation.

The Utah Legislature will meet in a special session on December 3 to discuss the voter-approved medical marijuana ballot measure passed by a majority of voters this month.

This week, Senate President Wayne Niederhauser said his fellow senators needed to attend the session and he could compel their presence if necessary.

Gov. Gary Herbert vowed to call a special session to discuss medical marijuana regardless of the outcome of the bill. Gov. Herbert has been working with legislators and the Mormon church to find a compromise and tweak legislation based on the passed measure.

A two-thirds majority vote is necessary to make the legislation effective.

This week, Utah voters passed Proposition 2 legalizing medical marijuana.

The highly controversial ballot initiative caused Gov. Gary Herbert to announce his intention to call a special session on medical marijuana regardless of the outcome of this week.

The proposition will go into effect on December 1, 2018, and Gov. Herbert’s office announced its intent this week to convene a special session shortly thereafter.

Under state law, an initiative passed by statewide vote can be amended by the legislature after it becomes law.

Gov. Herbert has already discussed changes and compromises with lawmakers and proponents of Proposition 2. This will be the state’s third special session this year.

Last week, Gov. Gary Herbert promised to call a special session of the legislature to address medical marijuana after the November election.

In the election, Utah will vote on Proposition 2, an initiative to allow patients with certain medical conditions to purchase medical marijuana.

No matter what voters decide in November, Utah lawmakers have proposed and agreed on an alternate medical marijuana plan.

No date for the session has been announced.

Gov. John Hickenlooper has called a special legislative session on Oct. 2 to fix a budgeting issue that resulted from consolidating two marijuana taxes.

A bill-drafting error inadvertently left out the Regional Transportation District, the Denver Zoo, and other Denver-based institutions from receiving hundreds of thousands of dollars in marijuana tax revenue.

Republican leaders reacted angrily, claiming they had not been consulted about a game plan and questioning why this could not wait till the regular session convenes in January.

Per the state constitution, lawmakers are required to convene when called, but they are not required to take action.
