Following in the path of the state’s House of Representatives, Hillsborough County Commissioners approved a measure banning text messages and other electronic communications with lobbyists during commission meetings.

First introduced in December, the initial proposal only placed restrictions and obligations on lobbyists; however, two amendments were approved to create responsibilities for commissioners as well.

Commissioners, like lobbyists, must disclose to the lobbyist registration manager any unavoidable communications and commissioners will be subject to fines for violations. The measure passed by five votes to two.

County commissioners approved a motion to research and draft a proposal to ban commissioners from receiving text messages from lobbyists during board meetings.

This comes on the heels of the Florida House implementing, in its rules for the upcoming session, a ban on electronic communications with lobbyists while in committee or in the House Chamber.

Commissioner Sandy Murman introduced the idea; however, no penalties for a violation were included in the proposal. Though the measure for further exploration passed 5-1, support among commissioners for an actual ban seemed less decisive during the meeting.

County commissioners, by a unanimous vote, approved an ordinance requiring lobbyists to register and pay a yearly $50 fee. Under the previous law, lobbyists simply had to sign a registry each time they appeared to lobby.

The new law requires the lobbyist to declare who they represent, what topics they will be discussing, and with whom they are meeting. The ordinance also increases the fines for violations and increases the time lobbying privileges are suspended for repeat offenders. The definition of lobbying is also expanded to include indirect communication through emails or text messages.

The county will hold training for lobbyists in August covering the changes.

County commissioners unanimously approved a motion by Chairwoman Sandy Murman to increase transparency for those who are paid to lobby the Commission. An Office of Professional Lobbyist Registration will be created within the county attorney’s office and the county attorney will draft amendments to the existing ordinance.

Currently, lobbyists must register prior to each meeting with an official, but many do not adhere to this requirement. The new ordinance will require notice of visits by lobbyists to be posted online and the registration office will be responsible for enforcement.

Chairwoman Murman stated she wants the ordinance to focus on paid lobbyists, excluding volunteers from the requirements.

A precept for a special election for State Representative in Hillsborough County District 14 (Manchester Ward 7) was approved on May 1 by New Hampshire Governor Margaret Hassan and the Executive Council.

The primary election will be held on September 17 followed by a special general election on November 5. If there is only one candidate running from each party, there will be no primary election and the special election will be held on September 17.

Additionally, in the election for State Representative in Sullivan County District 4 (Claremont Ward 2), only one candidate from each party filed to participate in that election. The special election date has been changed from July 23 to June 4, the date previously scheduled for that special election’s primary.
