Florida – State Auditors Flag Land Purchase Between City and Former Mayor Kathy Meehan’s Relatives

State auditors flagged a land deal in which the city of Melbourne paid $27,000 above appraised value to buy a parcel owned by then-Mayor Kathy Meehan’s relatives and the land turned out to be contaminated with arsenic. The city bought the land for $315,000 from MEE3 LLC, a corporation managed by Meehan’s husband, Dennis, and his brothers, Ronald and Kenneth Meehan. The city obtained an appraisal valuing the land at $288,000. But City Hall staff determined the property was worth the additional $27,000. Ronda Stegmann, the system’s executive director, testified in a court hearing that McIntosh then tried to set up a meeting with Stegmann, two legislators, and Catalyst executives. Companies routinely hire lobbyists to influence legislation and policies. Less common is the involvement of a lobbyist around ongoing litigation.

The Virginia Senate voted to censure state Sen. Chase spoke to the crowd of Donald Trump supporters in Washington, D.C. on the day of the riot but left before they went to the Capitol and crashed through security lines.

The Office of the City Clerk of Irvine has announced an increase to the limits on contributions made to local candidates.

New Jersey – Auction for Chance to Implode Trump Plaza Casino Is Canceled

An FBI agent described a political non-profit seeded with $20 million from FirstEnergy, much of which went to a different nonprofit that was central to the bribery scheme. But the nonprofit also funneled money to other diverse causes.

South Carolina – Divided SC Supreme Court Rebukes Statehouse Probe Prosecutor

A divided South Carolina Supreme Court ruled a prosecutor investigating statehouse corruption overstepped his authority, but also upheld an 18-month prison sentence for one of the lawmakers caught up in the probe. Rep. Jim Harrison appealed his convictions on misconduct in office and perjury charges. The justices threw out the misconduct in office conviction saying Solicitor David Pascoe overstepped his authority by continuing a state grand jury probe of corruption beyond specific lawmakers who state Attorney General Alan Wilson asked Pascoe’s office to prosecute. But the court upheld the perjury conviction. Harrison lied to the grand jury about what he did to get paid a salary from a political consultant while he was a lawmaker.

Tennessee – Tennessee Lawmaker Again Seeks to Restrict Public Record Requests Deemed as ‘Harassments’

State law does not require an appointed Circuit Court judge to recuse themselves from a case with a possible conflict-of-interest. If the appointee does recuse themselves, the case will go to one of the six remaining Kanawha circuit judges.

She shed those clients recently, but in her new job will be able to make decisions that have profound effects on how they operate and their bottom lines. State law does not require officials to recuse themselves from decisions affecting former clients. The agreement contained an allegation against Huizar that has not appeared in previous indictments. At one point in 2018, Huizar asked a Carmel executive if he would provide $250,000 in exchange for a reduction in the amount the company paid into a fund for affordable housing.

West Virginia – GOP West Virginia Lawmaker Who Live-Streamed Himself Storming the Capitol Resigns After Arrest

A newly elected Republican lawmaker in West Virginia resigned after he was arrested for trespassing in the U.S. Capitol in a mob of Trump supporters hoping to halt President-elect Joe Biden’s victory. Derrick Evans chronicled the riot on Facebook Live, capturing the moment the crowd cracked open the Capitol’s doors and he crossed the threshold. Evans was among dozens arrested for crimes related to the break-in. He was charged with two federal misdemeanors, unlawfully entering restricted grounds and violent entry and disorderly conduct, and taken into custody. Evans ended his short tenure with a one-sentence resignation letter, He was sworn in to the House of Delegates in December.

Legislation aimed at reforming U.S. campaign finance, lobbying, and ethic laws is being reintroduced in the U.S. House of Representatives. H.R. 1, For the People Act 2021, is a sweeping 791-page bill incorporating much of H.R. 1 introduced in 2019 by the last Congress. That bill passed the House in the previous Congress but never got a vote in the U.S. Senate.

Among the changes in the bill, H.R. 1 restructures the Federal Election Commission and amends federal conflict of interest and lobbying laws. Introduced by Rep. John Sarbanes, the bill requires enhanced disclosure of donors making political contributions, creates a multiple matching system for small donations for political campaigns, and amends rules governing super PACs. If passed, the bill also requires presidential candidates to disclose their tax returns, prohibits partisan gerrymandering, increases oversight over election vendors, creates an automatic voter registration across the country, and changes registration requirements for lobbyists and foreign agents.

Another bill reintroduced is H.R. 244, Executive Branch Conflict of Interest Act, which expands and establishes new prohibitions related to conflicts of interest involving certain federal government employees, prohibits a federal government employee from accepting a bonus from a former private sector employer for entering government service, and increases lobbying restrictions to two years for certain senior officials. H.R. 244 also prohibits a procurement officer in the federal government from working for a company that received a contract overseen by the procurement officer during the officer’s last two years in government service.

The Arizona Secretary of State’s Office has increased contribution limits for the 2021-2022 election cycle.

Effective January 1, an individual may not contribute more than $5,300 per election cycle to a candidate committee for statewide office and legislative office. Additionally, an individual may not contribute more than $6,550 per election cycle to a candidate committee for district office, county office, town office, and city office.

Contribution limits for PACs have also increased. A PAC without Mega PAC status may not contribute more than $5,300 per election cycle to a candidate for statewide office. In contrast, a PAC with Mega PAC status may contribute $10,600 per election cycle to candidates for statewide and legislative office and $13,100 per election cycle to candidates for county, city, town, or district office.
