Del. Jay Jones of Norfolk, Virginia announced his resignation from the General Assembly.

In a public letter, Jones cited a desire to prioritize being a father and supportive husband, as he and his wife prepare to welcome their first child.

Jones easily secured reelection in November after a failed primary challenge for the Democratic nomination for Virginia Attorney General earlier this year.

Jones has served in the General Assembly since 2018.

Gov. Ralph Northam is expected to call a special election to fill the 89th district seat at a later date.

It does this even though Tampa General operates as a 501(c)(3) nonprofit. Federal law prohibits it from giving money to candidates. House of Coffee Tampa, which owns the coffee shops inside two Tampa General properties is a for-profit corporation. That means it can make campaign contributions.

Georgia – Georgia Appeals Judge Agrees to $25,000 Fine in Ethics Case

A suspended Georgia Court of Appeals judge agreed to pay a $25,000 fine to settle ethics charges he spent campaign funds for personal use. The Government Transparency and Campaign Finance Commission voted to approve a consent decree with Judge Christian Coomer. A complaint accused Coomer, a former state House member, of transferring money from his old legislative campaign account to financially prop up his former law firm between 2015 and 2019. Commission staff said it was the largest fine ever against a Georgia judge in an ethics case.

The U.S. Supreme Court will not hear an appeal of a lower court ruling that sided with Wisconsin Gov. Tony Evers in a dispute with a conservative think tank over media access. The John K. MacIver Institute for Public Policy sued after the governor’s office denied the MacIver News Service access to a media briefing. MacIver argued the governor had violated its First Amendment right to freedom of the press based on the institute’s editorial stances. MacIver was denied access, according to the governor’s office, because its lobbying activity, policy advocacy, and self-described status as a “think tank” did not meet the criteria for a news organization.

Gov. Gretchen Whitmer announced special elections to fill three vacancies in the Michigan House of Representatives following the election of District 36 Rep. Douglas Wozniak and District 74 Rep. Mark Huizenga to the Michigan State Senate, and the passing of District 43 Rep. Andrea Schroeder.

The special primary elections will be held on March 1, 2022, and the general elections will be held on May 3, 2022.

An election to fill the expected vacancy in District 15 due to Rep. Abdullah Hammoud’s election as mayor of Dearborn has not been called because Hammoud has not yet resigned.

The District 15 special election is expected to be held on the same dates of March 1 and May 3.

On December 14, U.S. Rep. Jamie Raskin introduced the Get Foreign Money Out of U.S. Elections Act.

House Bill 6283  would prohibit political expenditures from any business entity in which a foreign directly or indirectly owns or controls or otherwise holds direct or indirect beneficial ownership of 50 percent or more of the voting shares, total equity, membership units, or other applicable ownership interests of the entity. The prohibitions would extend for domestic business entities that are foreign-owned, foreign-controlled, foreign-influenced or all three.

Previous versions of the bill were introduced in the last two sessions of Congress, but ultimately did not pass.

The Oregon Legislature adjourned after their one-day special session.

Lawmakers passed a $215 million emergency rental assistance bill, with $100 million earmarked to immediately assist the looming eviction crisis.

Policymakers also passed a bill to combat illegal cannabis sellers, assist in Afghan refugee resettlement, and establish a $100 million fund to assist Oregonians impacted by last year’s harsh summer.

On December 13, the U.S. Department of Justice (DOJ) formally requested public input regarding future implementation of Foreign Agents Registration Act (FARA) regulations.

The regulations have not been amended in 14 years.

The DOJ’s Advance Notice of Proposed Rulemaking was published in the Federal Register, Vol. 86, No. 236, seeking public comment to help inform the DOJ’s decision-making prior to its issuance of any new proposed FARA regulations. The DOJ’s National Security Division anticipates issuing a Notice of Proposed Rulemaking that would amend or otherwise clarify the scope of certain exemptions, update various definitions, and make other modernizing changes to the Attorney General’s FARA implementing regulations.

The public comment period ends on February 11, 2022.

The Maine State Ethics Commission released the dates of the next lobbyist harassment training.

All lobbyists must complete harassment training at the start of each legislative session and lobbyists must maintain copies of their annual certifications for at least two years.

Training sessions will be held on December 14, January 4, 2022, January 18, 2022, and March 4, 2022.

Lobbyists can register for a training session by visiting the Ethics Commission’s website.

Connecticut Gov. Lamont announced a special election for House District 144 to be held on January 25, 2022.

The seat became vacant when Rep. Caroline Simmons was sworn in as the first female mayor of Stamford.

The winner of the special election will serve the remainder of the two-year term set to expire in December 2022.

Lamont is also expected to call for a special election to fill the vacant seat in House District 71.

State Rep. Anthony “Tony” D’Amelio announced he will retire on December 31 at midnight to spend more time with his family and focus on running his restaurant.

The City of Portland’s Open and Accountable Elections Program has voted and accepted new administrative rules for candidates participating in the program.

The new rules change the name of the program to the Small Donor Elections Program.

The new guidelines clarify candidate reporting requirements and address any sections of the program left to the Portland Elections Commission in the code.

The commission set the limit on seed donations to $500 per entity.

Seed money contributions are allowed to be made by any legal entity, including corporations.

California Gov. Gavin Newsom announced a special election for state Assembly District 49.

Newsom appointed the current Assemblyman, Ed Chau, to the Los Angeles Superior Court bench.

The primary for the special election will be held on February 15, 2022, and the special election on April 19, 2022.

The Maryland General Assembly adjourned their special session on December 9.

Lawmakers approved new congressional maps and voted to override the governor’s veto of those maps.

Lawmakers also voted Del. Dereck Davis to serve as state treasurer.
