The Colorado Secretary of State’s Office will conduct online training sessions to introduce the new lobbyist filing system enhancement.
The new filing system is pursuant to the passage of legislation effective January 1, 2020.
House Bill 1248 will require lobbyists to file notification of any new positions or position changes on new or existing legislation within 72 hours of that change.
Secretary of state staff will be available to walk through the technical aspects of how to file the new disclosure in the online system.
There will be two separate online training sessions. The first training will take place on January 6, 2020, at 9 a.m.
The second training will take place on January 7, 2020, at 11 a.m.

Gov. Kate Brown signed legislation on July 23 requiring registered lobbyists to attend annual training beginning in 2021.
House Bill 3377 directs lobbyists to certify training attendance to the Oregon Ethics Commission.
The bill also requires the commission to report lobbyist training attendance to the legislative equity officer.
House Bill 3377 becomes effective on January 1, 2021.

The New Mexico Secretary of State’s Office will be offering two lobbyist trainings on lobbyist registration, reporting requirements, and a segment on sexual harassment.
The trainings are voluntary and will be held on January 10, 2019, 9:00 a.m.-12:00 p.m. and January 17, 2019, 1:00 p.m.-4:00 p.m.
The Secretary of State has yet to release additional details on how to register.

On September 30, California Gov. Jerry Brown signed a bill requiring lobbyists to complete training on sexual harassment in connection with lobbying activities.
Assembly Bill 2055 adds a component to training already required for lobbyists registered with the state and conducted by the ethics committees in both houses of the California Legislature.
The lobbyist training course now must include “information on each house of the Legislature’s policies against harassment, including sexual harassment, in connection with lobbying activities.”

Q. I am a registered lobbyist in multiple jurisdictions and my reports are timely filed. Do I have to complete a training course?
A. Depending on where you are registered, you may be subject to a state mandated training requirement. Requiring the completion of a lobbyist training course has been an emerging trend as states expand their ethics and disclosure provisions.
For example, in Utah, a lobbyist must complete training, and obtain a perfect score on the examination, before their lobbying license is issued. In Louisiana, a registered lobbyist must complete one hour of training by December 31 of each year. The state provides in-person training classes, as well as an online training course.
Some states, such as Maryland, require training on bi-annual basis. In New York, the lobbyist is only required to attend a training course once every three years.
Failure to complete the required training can result in penalties to the lobbyist. Louisiana imposes a personal liability requirement on the lobbyist. Failure to complete the mandatory training class may result in a fine of up to $10,000.
While training is mandatory in some states, other states have optional training opportunities available to lobbyists who want to enhance their understanding of the state’s ethics and disclosure provisions. Colorado and Georgia are two of the states currently offering optional training courses.

Training Required for Nevada Lobbyists
In Person or by Video
Nevada lobbyists must now complete training before they can lobby the Legislature.
The Legislative Commission issued amended regulations on lobbying on December 20, 2012. The training will be provided by the Legislative Counsel Bureau.
Lobbyists can either attend a training session in person or arrange to obtain a video of the training and then certify having watched the video.
Additionally, the photo identification badges for lobbyists have been assigned different colors based on a category, such as whether a lobbyist is paid or not paid.
