A group of nonpartisan organizations concerned with good governance in Illinois issued a statement calling for the immediate release of the Report of the Joint Commission on Ethics and Lobbying Reform.
The Commission was supposed to release the report on March 31.
Citing the unprecedented challenges of the COVID-19 pandemic, the committee members requested an extension in April.
However, this request was denied, leaving the completion date for the report open-ended.
In August, a group of Democratic lawmakers proposed a package of ethics reform bills for the General Assembly to take up during the veto session scheduled to begin on November 17.
Later that month House and Senate Republicans issued a demand for meetings of the Joint Commission on Ethics and Lobbying Reform to resume immediately.
No meetings have occurred and no report has been issued as the November 17 veto session approaches.

The Joint Commission on Ethics and Lobbying Reform missed the March 31 deadline for submitting their draft report.
The commission cited the unprecedented challenges of the COVID-19 pandemic.
The commission was established in December of 2019 to consider ethics reform in Illinois.
Since its inception, the commission has conducted six public hearings, heard testimony from 38 witnesses, and received extensive feedback from stakeholders.
It’s work was nearly complete with the only task remaining of issuing a final report.
The commission last met March 5 and had planned to meet once more before the deadline.
Members requested reasonable date extensions for completion of the report, but those requests were denied.
This leaves the completion date for the report open-ended at this time.

The hearing will take place Monday, December 23 at 10 a.m. in Room 16-503 of the James R. Thompson Center in Chicago.
The hearing will include a discussion about the commission’s framework of rules, protocols, and future meetings.
The commission was established to review and make recommendations for changes to the State Official and Employees Ethics Act, the Lobbyist Registration Act, the Public Officers Prohibited Activities Act, and Article 50 of the Illinois Procurement Code.
