Gov. Greg Abbott announced Tuesday, November 5 as the special election date to fill House Districts 28 and 100.
Rep. John Zerwas announced his early resignation from District 28, effective September 30, after being appointed the executive vice chancellor for health affairs for the University of Texas.
District 100 was vacated by former Rep. Eric Johnson, who resigned when he was elected mayor of Dallas.

The Houston seat’s representative, Democrat Jessica Farrar, has served in the Texas House for 25 years, but is stepping down to care for her mother.
The special election will be on the same day as the state’s general municipal elections.

This month, Texas Gov. Greg Abbott signed House Bill 2677 prohibiting persons required to register as a lobbyist from knowingly making or authorizing certain political contributions or political expenditures.
Prohibited contributions include those to another candidate, officeholder, or political committee from political contributions accepted by the person as a candidate or officeholder or by a specific-purpose committee for the purpose of supporting the person as a candidate or assisting the person as an officeholder.
Under House Bill 2677, making a contribution described above requires a person to refrain from lobbying for a two-year period following the date the person makes or authorizes the contribution.
An exception is created for persons seeking to influence legislation or administrative action on behalf of nonprofit organizations, low income individuals, and a group of individuals with disabilities, and those not receiving compensation for their communications with members of the legislative and executive branches.
House Bill 2677 will go into effect on September 27, 2019.

Governor Greg Abbott won re-election in Texas, easily defeating democratic challenger Lupe Valdez.
Abbott won 55.8 percent to Valdez’s 42.5 percent. This was a win many saw coming, as Abbott led in all polls preceding the election.
A conservative state, Texas has elected a republican governor in every election since 1994. The race was largely uneventful compared to previous elections.
A former Dallas County sheriff, Valdez ran as an advocate of the Texas working class.
Abbott mostly ignored her during the race and touted the successes of his first term in office and used his large fundraising efforts to assist candidates in down-ballot races.

Gov. Greg Abbott called a special election this week to fill a vacancy after the surprise resignation of state senator Carlos Uresti.
Uresti, a democrat representing Texas Senate District 19, was convicted on 11 felony counts of fraud and money laundering earlier this year but refused to resign until the appeals process was complete.
Uresti urged the governor to hold the election in November to coincide with the regularly scheduled election to save taxpayer money but Gov. Abbott scheduled the emergency special election for July 31, 2018, noting Uresti’s district has been “without effective representation” for over a year as a result of legal troubles.

Gov. Greg Abbott called a special election this week to replace U.S. Rep. Blake Farenthold. Farenthold resigned his seat in congress this month after an ethics investigation stemming from a 2014 sexual harassment allegation.
The special election will take place on June 30, 2018, and a runoff election is anticipated to be held this fall.
Gov. Abbott sent Farenthold a letter this week requesting he pay for the cost of the special election since he has not reimbursed the $84,000 of taxpayer money he used to settle the sexual harassment claim.
The letter asked for a response to the request by May 2.

The Texas Legislature convened a special legislative session July 18, 2017. Property tax was a topic Gov. Greg Abbott immediately put on the agenda for the session.
House Bill 4 and Senate Bill 1 both, among other things, require a special election be called if any municipality plans to increase property taxes on land and buildings by more than 4 or 5 percent. Senate Bill 1 was passed by the Senate this week.
City and county leaders have stated such automatic election requirements would limit their budget for basic services and force them to hold costly elections.
The special session can run for up to 30 days.

The Texas Legislature convened a special session Tuesday, July 18, 2017. Gov. Greg Abbott selected 20 bills for the agenda to be discussed by lawmakers during the session.
The priority for the session is sunset legislation to allow select state agencies to continue operating.
Among the other subjects on the agenda are bathroom privacy, property tax, and multiple education issues.
The special session comes a week after Gov. Abbott announced his bid for a second term.

Texas adjourned the 85th legislative session sine die Monday May 29, 2017.
Just hours before the House adjourned, Gov. Greg Abbott announced he would be making a decision later this week about whether to call the Legislature back into a special legislative session this summer, largely because lawmakers failed to pass a bill to keep the Texas Medical Board and related agencies open.
A special session could be avoided if the governor uses an executive order to extend the life of agencies involved in health and safety issues.
The Texas Legislature is not scheduled to convene until the 2019 regular session.

On February 3, Texas Gov. Greg Abbott announced a special election will be held on May 7 for Texas House District 120. The winner will serve the remainder of the term for the seat left vacant by Ruth Jones McClendon, who resigned on January 31.
A special election will also be held on the same date for House District 139 to serve the unexpired term left vacant by Sylvester Turner, who became the mayor of Houston on January 2.
The special elections join the state’s May uniform election date.
