Maryland Lawmakers passed a bill late in the session to require lobbyist employers to file contribution disclosure statements even if no contributions were made.

Senate Bill 15 became law when Gov. Larry Hogan declined to veto the bill within 30 days.

Any lobbyist employer who pays at least $500 to one or more lobbyists must file the report on May 31 and November 30.

Previously, the report was due only if applicable contributions were made in the reporting period of $500 or more.

The new law raises penalties for violations from $1,000 to $25,000 and establishes three-year record keeping requirements. Senate bill 15 is effective July 1.

Gov. Larry Hogan has announced a special session of the Maryland General Assembly to begin on December 6.

The session will focus on reviewing the certified redistricting maps presented by Hogan, which were drawn by the new Maryland Citizens Redistricting Commission.

The General Assembly does have the final say over these maps and must either approve them or adopt its own redistricting plan by the 45^th day of the 2022 legislative session, which is scheduled to begin on January 12, 2022.

This does not affect lobbyist reporting.

The Maryland General Assembly adjourned sine die on April 12.

Key enacted legislation included the $1 billion pandemic relief enacted with Gov. Larry Hogan’s approval and sweeping police reform measures enacted despite Hogan’s veto.

Additionally, a hotly debated immigrants’ rights bill aimed at making Maryland a sanctuary state was also passed, but it is expected to be vetoed by Hogan.

After shortening the session, the General Assembly managed to pass over 650 bills in three days before adjourning sine die on Wednesday March 18.

Among the passed legislation is House Bill 315, which increases penalties for bribery and extends revolving door restrictions.

House Bill 315 and other passed bills will now go to Gov. Larry Hogan who can sign, veto, or let them become law without his signature.

This does not affect lobbyist reporting.

Gov. Larry Hogan has announced the April primary elections have been postponed until June 2.

The special election for the 7^th Congressional District held by the late Rep. Elijah Cummings will still take place on April 28.

However, the election will be a mail-in only election, becoming the first federal election to shift to mail voting in response to COVID-19.

The Board of Elections will mail ballots out to all eligible voters later this month.

Gov. Larry Hogan has appointed his top legislative lobbyist, Joseph M. Getty, to the Court of Appeals.

Getty has extensive policy making experience, previously serving in both the House of Delegates and Senate, but has never before worked as a judge.

The appointment is effective immediately, but Getty must still be confirmed by the Senate, which will not meet until next year’s General Assembly session.

Gov. Larry Hogan canceled the bill-signing ceremony scheduled for April 28, 2015, in response to rioting in Baltimore. Prior to the cancellation, Hogan released a list of over 180 bills he intends to sign, including a bill to change contribution disclosure reporting for lobbyist employers.

Senate Bill 767 modifies the threshold amount to include contributions in the aggregate amount of $500 or more, in order to match disclosure requirements of persons doing public business. The bill also changes semi-annual reporting dates to May 31 and November 30.

Since the bill goes into effect June 1, 2015, this year’s dates have been modified to August 31 and November 30. Previously, reports were due on February 5 and August 5.

House Bill 769, a bill making similar changes to contribution disclosure requirements for persons doing public business, is not listed as a bill to be signed. The final bill signing is currently scheduled for May 12, 2015.
