Kentucky Secretary of State Michael Adams announced that special elections will be held on November 2 to fill three vacancies in the General Assembly per writs of election issued by Gov. Andy Beshear.

Voters will choose two new state representatives and one state senator.

House District 51 was vacated by the death of Rep. John “Bam” Carney; House District 89 was vacated by the resignation of Rep. Robert Goforth; and Senate District 22 was vacated by the death of Sen. Tom Buford.

The South Carolina General Assembly is set to reconvene for up to two days on June 8 to discuss appropriations bills including how to spend remaining COVID-19 relief funds as well as funds received from a Savannah River Site settlement.

This is the first of three times the General Assembly is scheduled to reconvene pursuant to the adjournment resolution adopted back in May.

The remaining scheduled dates to reconvene are June 21 and June 29.

The Virginia General Assembly held the annual veto session on April 7.

While Gov. Northam issued no vetoes to passed legislation, the reconvened session focused on the several dozen amendments recommended by Northam.

Approved amendments included a contentious acceleration of the marijuana legalization plan and several changes to the budget bill.

The Virginia General Assembly adjourned their special session on March 1.

The special session focused on pandemic relief efforts and the state’s budget.

Additionally, the General Assembly passed bills abolishing the death penalty, legalizing marijuana, and establishing new environmental regulations.

In a proclamation on February 3, Gov. Ralph Northam said the Virginia General Assembly will return to work on February 10.

The governor called a special session following the end of the 30-day regular session.

The session is customarily extended to 46 days but this extension did not have bipartisan support.

The Illinois Legislature canceled the veto session originally scheduled for this week and December 1-3, due to the COVID-19 pandemic.

State lawmakers hope to meet in January, though no date has been set.

Generally, the veto session, a short session in the fall, is used to override bills that have been vetoed and resolve conflicts with the governor.

There are no vetoes to address this year, but lawmakers could address other matters.

The next General Assembly will be inaugurated on January 13, 2021.

Therefore, the veto session would have to take place before then if it is held.

The Colorado General Assembly is preparing for a special session to provide more relief to those impacted by COVID-19.

Gov. Jared Polis wants lawmakers to take immediate action on elements of his $1.3 billion stimulus package. This would include relief for restaurant owners and other small businesses.

The special session is expected after the Thanksgiving holiday, before lawmakers return on January 13 for their next regular session. It will take at least three days to approve the legislation.

A professional lobbyist must disclose within 72 hours if a lobbyist agrees to lobby for an existing client or takes a new position in connection to legislation, standard, rules, or rates during a special session.

After nearly 12 weeks, the Virginia General Assembly ended its special session on November 9.

Lawmakers approved changes returned by Gov. Northam on a handful of bills and finally agreed on a final passage of the budget.

On October 1, the Connecticut General Assembly adjourned their second special session of the year.

During the special legislative session lawmakers passed House Bill 7005 concerning the processing of absentee ballots.

The Legislature also passed bills reforming the state’s hemp program, regulating the public utilities, and enhancements to state environmental law.

The bills were immediately released to the governor for his signature.

This does not affect lobbyist reporting.

The Vermont General Assembly adjourned sine die on September 25.

The Legislature normally adjourns in May but was extended due to the COVID-19 pandemic.

Lawmakers adjusted to the pandemic by holding remote online meetings.

During the remote legislative session, lawmakers were able to pass bills relating to the 2021 fiscal year budget, police reform, and a land use reform.

Connecticut Governor Ned Lamont announced a special session to convene on Tuesday, September 29.

The General Assembly will consider legislation for several policy issues including: performance-based regulation of the state’s electricity, gas, and water companies; securing absentee ballots for the general election; school construction projects; and opportunities for the state’s hemp program.

The Legislature will also consider four nominations announced by the governor in July to fill a vacancy in the state Supreme Court and three seats in the Appellate Court.

North Carolina’s General Assembly has extended the legislative session to adjourn sine die on September 3.

This extension will allow for consideration of matters related to the COVID-19 pandemic.

Registered lobbyists who make an expenditure on legislators and legislative employees will also be required to file monthly reports.

This is the case, as the General Assembly is still in session due to the extension.

Monthly reports are due 10 business days after the end of the month.

In addition, the August report will be due on September 15.

A monthly report for September will not be required as that activity may be incorporated in the Quarterly report due on October 21.

On August 25, the Vermont General Assembly will reconvene the legislative session to discuss the governor’s proposed 2021 budget.

Lawmakers will return to a virtual statehouse and all meetings will be conducted remotely.

Gov. Mike Parson approved Missouri House Bill 1386, modifying the definition of legislative lobbyist for purposes of lobbying laws to exclude legislative liaisons.

Legislative liaison is defined as any state employee hired to communicate with members of the General Assembly on behalf of any elected official of the state, the judicial branch of state government, or any department, agency, board, or commission of the state, provided such entity is a part of the executive branch of state government.

Any state employee employed as a legislative liaison who performs lobbying services for any other entity must register as a lobbyist with respect to such lobbying services.

The law becomes effective August 28, 2020.
