Billionaire Democrat J.B. Pritzker defeated first-term Republican Gov. Bruce Rauner, by a margin of 54 percent to 39.3 percent. Less than an hour after polls closed, Rauner conceded his re-election bid, giving Democrats near total control of Illinois’ state government.
“Voting is an act of optimism that the levers of our Democracy still work,” Pritzker told supporters moments after declaring victory. “You embody that optimism. You light the beacon fire on the hill of history that signals from one generation to another that these are the things that we stand and fight for.”
In addressing the exuberant crowd, he reminded them that the first McDonald’s opened here and the ice cream sundae was born here, as well.
“We taught the nation how to debate, how to shuffle to the Super Bowl and how to eat a pizza,” he said.
According to U.S. Senator Dick Durbin, “Pritzker did something different in this campaign,” Durbin said. “Here was a Chicagoan, clearly a Chicagoan, who wasted no time getting Downstate. I looked around and thought, ‘This is what I’ve been looking for — a governor who starts off by unifying the whole state.’”
In his concession speech, Rauner stated, “This is a time for us to come together. This is a time for us to unite. To Mr. Pritzker, I said, Godspeed. I hope and pray you serve Illinois well.”

State Representative Patti Bellock announced she has resigned in order to accept Gov. Bruce Rauner’s offer to serve as the Director of the Illinois Department of Healthcare and Family Services.
Rep. Bellock was the first woman to serve as a deputy leader of a legislative caucus in the state.
A new representative will be appointed to represent the 47th House District in the coming weeks.

Illinois Gov. Bruce Rauner is threatening to call lawmakers back to Springfield if he does not receive Senate Bill 1, an education funding reform bill, before noon today.
Legislators already passed the bill but chose not to send it to the governor after Rauner promised to amendatory veto the legislation to remove grant funding for Chicago Public School pensions.
Some lawmakers are seeking ways to avoid convening an expensive legislative session and have, instead, suggested a meeting between legislative leadership and the governor.

Rep. Aaron Schock is resigning his seat at the end of the month in the wake of a congressional ethics investigation and looming federal investigation. The ethics investigation will focus on his use of taxpayer money, including mileage reimbursements from a car paid for by his campaign account.
Federal prosecutors in Illinois will focus on the mileage reimbursements as well as travel paid for by donors and in-kind contributions never reported.
Gov. Bruce Rauner must set a special election date within five days of Schock’s resignation at the end of the month; the congressional seat must be filled within 120 days.

The Illinois House of Representatives adjourned its two-year legislative session sine die on Wednesday, December 3.
Some state business will be left until Republican Gov.-elect Bruce Rauner and a new General Assembly take office in January. It is possible, however, for outgoing Gov. Pat Quinn to call a special session to force a vote on legislation increasing the minimum wage before he leaves office.
The Senate did not formally adjourn and will sit in session on January 13.

Illinois Gubernatorial Campaign Contribution Limits Lifted

Gubernatorial candidate Bruce Rauner recently put $500,000 of his own money into his campaign, effectively lifting contribution limits for all candidates in the race. Under state law, candidates may accept no more than $5,300 from individuals and $52,600 from PACs. However, those caps do not apply if any statewide candidate or member of the candidate’s immediate family contributes or loans more than $250,000 to his or her campaign during the 12 months leading up to an election.
Rauner previously donated $249,000 to his campaign, thereby avoiding the threshold. By waiting until now to lift the cap he successfully undermined the ability of his competitors to bring in big-money donors. Rauner’s latest actions allow all three Republican candidates, as well as the Democratic candidate, to accept contributions of any size.
