Ohio’s Eighth District Court of Appeals Judge Larry A. Jones Sr. died unexpectedly on October 7, the third sitting judge in Cuyahoga County to die in nine days.

Cuyahoga County Common Pleas Court Judge Nancy McDonnell died September 28 and Cuyahoga County Common Pleas Court Judge Joseph Russo died October 2.

Judge Jones was first elected to the court in 2008, and won re-election to this third term on November 3, 2020.

Under the Ohio Constitution, Gov. DeWine will appoint a temporary replacement until a successor is elected at the general election on November 8, 2022, to fill Judge Jones’ unexpired term which ends February 9, 2027.

NRIA is under investigation by the FBI and financial regulators, and a former executive has separately been charged with fraud. One of the major projects it is depending on to start generating profits is in Delray Beach, Florida. Three New Jersey companies contributed to Delray Beach politicians with a common link to the city: all were started by NRIA employees and NRIA needed officials’ approval for its $59 million apartment project there.

The Senate oversight committee grilled officials in Rhode Island Gov. Daniel McKee’s administration over a $5.2-million contract awarded to ILO Group, a consulting firm that formed two days after McKee took office. The committee looked at a Zoom call that took place on March 5, one day after the ILO had formed. That meeting led to the state seeking proposals and awarding contracts to ILO and a lower bidder. The Zoom call included Mike Magee, one of McKee’s top campaign donors and the leader of Chiefs for Change, a network of state and district education chiefs. Senators noted ILO’s managing partner, Julia Rafal-Baer, worked for Chiefs for Change, and she had been invited to join that Zoom meeting.

The Iowa Legislature adjourned sine die October 5 after a one-day session in which lawmakers voted to reject the redistricting plan and passed a resolution outlining their concerns with the plan to be sent to the nonpartisan Legislative Services Agency (LSA), which is tasked with drawing the maps.

The LSA has 35 days to submit a new plan addressing lawmakers’ concerns.

After the plan is submitted, Gov. Kim Reynolds is expected to call for another special session so lawmakers can consider it.

The New Hampshire Attorney General’s Office issued guidance related to the registration of part-time in-house lobbyists.

The office clarified that in-house employees of non-lobbying organizations must register as a lobbyist so long as they engage in some lobbying activities on behalf of their employer.

These employees will also need to report the portion of their wages attributed to the time they and any support staff spend on lobbying activities.

Additionally, the employee is required to disclose any expenditures made by their employer in connection with the employee’s lobbying activities.

Employees meeting these criteria will need to file Addendum A, the state’s lobbying fees and expenses form, prior to engaging in lobbying activities.

The Oregon Government Ethics Commission has announced hearings for proposed Oregon Administrative Rule changes to take place on October 18.

The changes seek to clarify various definitions, edit internal references, and update rule language to conform to electronic filing requirements.

Changes will update the process of registration in light of electronic filing; clarify lobbyist registration is not complete until electronically confirmed by the client; and reflect the statutory requirements for lobbyist termination and re-registration.

The special session of the Alabama Legislature adjourned October 1 after approving Gov. Kay Ivey’s plan to allocate COVID-19 relief funding to a prison infrastructure plan.

Another special session is expected to be called to take up the issue of redistricting before the Legislature convenes for the 2022 session on January 11, 2022.

The Newark, New Jersey City Council announced a special election for the District 2 seat to be held on November 23.

The seat is vacant after Councilwoman Sharon Hughes died last week.

The winner of the special election will serve out the remainder of the term set to expire April 30, 2023.

Gov. Bill Lee called for a special session of the Tennessee General Assembly to convene on October 18 to address funding, buildout, and oversight of Ford’s historic $5.6 billion investment at the Memphis Regional Megasite, located in Fayette and Haywood Counties.

Debate is expected around funding the site’s development, education, and workforce preparation.

The Georgia Campaign Finance Commission has voted to approve the biennial increase to contribution limits.

The limit for statewide offices increased $600 up to $7,600 for each primary and general election and $400 up to $4,500 for each runoff.

The limit for other offices increased $200 up to $3,000 for each general and primary election and $100 up to $1,600 for each runoff.

These changes are effective immediately.
