Dominion Energy is known to employ many lobbyists and political consultants, helping it achieve legislative success, but the document provides new details about who the company uses and how much it spends on consulting.

Gov. Jim Justice has called the West Virginia Legislature back for the third special session of the year to convene on October 11.

In the proclamation, Gov. Justice requested the Legislature take up decennial redistricting, the appropriation of federal funding, and a handful of other issues.

Iowa Gov. Kim Reynolds issued a proclamation to convene a second special legislative session on October 28 to consider a second set of maps as part of the redistricting process.

The nonpartisan Legislative Services Agency (LSA) will release a second set of maps by October 21.

Lawmakers are permitted to reject the first two maps without amendment. This does not affect Alerts reporting.

Illinois Gov. JB Pritzker certified the changes to Senate Bill 539, an ethics omnibus bill passed with an amendatory veto in September.

Public Act 102-0664 is effective January 1, 2022, and requires state registration under the Lobbyist Registration Act by persons lobbying local officials in counties, townships and municipalities, preempting and superseding all existing laws and ordinances that are inconsistent with the Act, except in municipalities with a population over 500,000.

The bill also requires registration by persons lobbying other specified state officials, and requires any consultant hired by a lobbyist or lobbying entity to register if they communicate with an official, and all consultant expenditures to be reported on the lobbying entity reports.

The bill also further restricts fundraising anywhere in the state during sessions of the General Assembly.

The bill also creates a revolving door restriction for the General Assembly and officers of the executive branch prohibiting any activities that require registration for six months after leaving office.

The bill also adds anyone who participated personally and substantially in the award or fiscal administration of state contracts to the revolving door prohibitions for procurement officers and employees, prohibiting them from accepting employment within a period of one year immediately after termination of office or state employment.

The Marion Superior Court ruled that the Indiana General Assembly has the authority to convene emergency legislative sessions without the governor’s consent under House Enrolled Act 1123.

Gov. Eric Holcomb filed the lawsuit, claiming the new law was unconstitutional because it impermissibly infringes upon his constitutional authority.

Marion Superior Judge Patrick Dietrick ruled that the General Assembly now has complete authority to set the rules governing the timing of its sessions.

It may extend its session, as it did this year to complete the redistricting process, or enact measures such as HEA 1123, giving it the ability to commence a session limited to a specified agenda.

Gov. Holcomb is expected to appeal the decision.

Ohio’s Eighth District Court of Appeals Judge Larry A. Jones Sr. died unexpectedly on October 7, the third sitting judge in Cuyahoga County to die in nine days.

Cuyahoga County Common Pleas Court Judge Nancy McDonnell died September 28 and Cuyahoga County Common Pleas Court Judge Joseph Russo died October 2.

Judge Jones was first elected to the court in 2008, and won re-election to this third term on November 3, 2020.

Under the Ohio Constitution, Gov. DeWine will appoint a temporary replacement until a successor is elected at the general election on November 8, 2022, to fill Judge Jones’ unexpired term which ends February 9, 2027.

Lawmakers Seek Details on Accounting Firms After a New York Times Report

Two Democratic lawmakers are seeking information from the country’s biggest accounting firms about the
“revolving door” between the firm’s tax departments and top positions at the Treasury Department. U.S. Sen. Elizabeth Warren and U.S. Rep. Pramila Jayapal made the request after The New York Times detailed how multinational accounting firms effectively draft tax rules from inside the government that benefit their clients. The Times found at least 35 examples in which employees of big accounting firms left to join the Treasury’s tax policy office or other government positions and then returned to the same firm.

Once a Hero, Oregon Congressional Candidate Funds Questioned

Florida – Judge Revives Lawsuit Against Secretive Group That Paid for Ads in High-Stakes Senate Race

A lawmaker will get a second chance to force a secretive political group to reveal the donors who helped fund advertisements in a key Florida Senate race last year, after the media identified the possible leader of the group as Stephen Jones. Annette Taddeo to serve a lawsuit she filed against Floridians for Equality and Justice, which sent mailers last year attacking Democrat Patricia Sigman without disclosing its donors. Taddeo’s attorneys argued Jones “took steps to secret his true address in forming the political committee for the purpose of potentially avoiding responsibility for illegal acts.”

Georgia – Giving Limit Rises to $7,600 for Georgia Political Donors

Candidates for statewide offices in Georgia can now accept more from each donor. Individuals, corporations, political committees, and political party can give each candidate up to $7,600 for each primary and general election and $4,500 for each runoff. The request comes from the Democratic Party of Georgia, but the escalation in threats toward public officials is a problem for both parties.

Illinois – Former City Club President in Texts to Mayor Lori Lightfoot: ‘ComEd duped me’ in bribery probe tied to Madigan

Jay Doherty, former head of the City Club of Chicago who is under indictment, texted Mayor Lori Lightfoot that he had been misled by Commonwealth Edison (ComEd) and the utility’s alleged bribery of then-House Speaker Michael Madigan. The messages show Doherty tried to downplay his role in the probe to the mayor even after federal agents raided the City Club’s offices. The texts also show Lightfoot helped Doherty with a booking even after he was first publicly connected to the probe. Doherty was indicted in an alleged scheme to funnel money and jobs to Madigan loyalists in exchange for the speaker’s help with legislation ComEd wanted.

Indiana – Indiana Casino Exec and Former Republican Lawmaker Faces New Tax Fraud Charges

A federal grand jury imposed additional charges on an Indiana casino executive with for his alleged role in as scheme to funnel casino cash into an ex-state senator’s failed campaign for Congress. John Keeler was already facing four federal charges for allegedly working with out-of-state political consultants to recruit straw donors. Those straw donors were reimbursed with funds from Keeler’s casino company, according to federal prosecutors. Now the Justice Department says Keeler tried to use those contributions to lower his company’s taxable income.

Kentucky – Most KY State Workers Who Gamed the System to Collect Jobless Benefits Were Not Fired

Of at least 19 state workers in Kentucky who participated in a scheme to improperly collect state and federal unemployment benefits during the spring of 2020, none were prosecuted while one was fired and eight were briefly suspended and then returned to their jobs. Gov. Andy Beshear had said the workers would be punished for their roles in a scheme to claim $54,232 in jobless benefits while still holding full-time state jobs. Some lied about lost part-time jobs to seem eligible; some used their official access to the state jobless benefits system to facilitate claims for themselves, colleagues, and friends.

Maine – Maine Ethics Commission Orders Investigation into Conservative Group’s Software System

The Maine ethics commission voted to investigate whether the American Legislative Exchange Council (ALEC) is illegally trying to influence elections by providing a software package to lawmakers.
