Iowa Gov. Kim Reynolds called a special election on December 14 to fill the Senate District 1 vacancy caused by the resignation of Sen. Zach Whiting.

Whiting resigned effective October 30 to take a job with the conservative think tank, Texas Public Policy Foundation.

There is no primary, and the filing deadline is November 19.

The winning candidate will serve the remainder of Whiting’s term, which runs through 2022.

Kansas Gov. Laura Kelly will reconvene the Kansas Legislature for a special session on November 22 to address vaccine mandates.

The special session will aim to take up proposals to make it easier for workers to claim religious exemptions to vaccine mandates and to provide unemployment benefits to employees fired for not getting inoculated.

It is not yet clear when the session is slated to end. This does not affect lobbyist reporting.

A special session announced by Nevada Gov. Steve Sisolak begins November 12 to vote on new congressional maps.

Nevada is a swing state with 38% of voters not identifying with the Democratic or Republican party, raising the political importance of the special session.

Currently, Democrats control the Legislature and the Governor’s Office, allowing for the creation of maps that lean in their favor.

The Democratic maps look to wrestle control of downtown Reno from the Republicans and to sure-up control of two hotly contested districts in Washoe County.

A lobbyist activity report will be due December 10, covering the month of November, and a termination and final report for the special session will be due 30 days after the close of the special session.

White supremacists are weaponizing the federal civil trial about the deadly 2017 Unite the Right rally in Charlottesville into a spiteful stage. Some of the defendants have been ousted from social media such as Facebook but in this courtroom, they have found a new platform to amplify their racist views, put on performances they boast about on podcasts, radio shows, and in live during-the-trial chats, and to attack their opponents. The defendants are some of the most notorious white supremacists and hate groups in the country, and the plaintiffs allege they engaged in a conspiracy to commit racially motivated violence.

Washington – PDC: ‘Washougal Moms’ must register as political action committee

The Public Disclosure Commission (PDC) has called out the Washougal Moms group for failing to register as a PAC. In a formal warning, the PDC said the organization had also failed to identify its financial sponsors and had not reported required financial contributions and expenditures. Formed in May to defend three mothers accused of disrupting a Washougal School Board meeting, the group has since hosted a “tribunal” to elect a shadow school board, posted opposition to at least one school board incumbent running for reelection, and called for current school board officials to be removed and arrested.

Political leaders in the District of Columbia successfully scrambled to prevent an elected official who holds his position while incarcerated in the city jail from being transferred to a federal prison more than 100 miles outside Washington. Joel Castón’s narrowly averted transfer to a federal prison in Pennsylvania underscores the situation of hundreds of city inmates who are being transferred far from their families and communities. By staying in the city, Castón says, he will be able to keep fulfilling the duties of his office: representing those inmates who will be transferred, his constituents.

Neil Albert abruptly resigned recently as chairperson of the District of Columbia Housing Authority Board of Commissioners. His exit followed a published report that he failed to reveal he was in a relationship with Paola Moya before approving her architectural firm for lucrative authority contracts. Federal prosecutors served the authority with a criminal subpoena, seeking documents related to Albert, Moya, and her firm. In addition, members of the city council asked the inspector general to conduct a broad investigation into what they called “a pattern of misconduct” at the agency.

Washington DC – Judge Lets Claim Against Trump’s Inaugural Committee and Private Business Move Forward

The lawsuit against former President Trump’s 2017 inaugural committee and his private business could potentially go to trial after a judge allowed some of the local attorney general’s claims to move forward. The lawsuit filed by District of Columbia Attorney General Karl Racine alleges the Trump International Hotel in Washington illegally received more than $1 million by charging the Presidential Inaugural Committee inflated prices to use ballrooms and other event spaces, violating the city’s laws governing nonprofit organizations.

Reno, Nevada Republican Donald Tatro has been chosen to fill the seat in Senate District 16 after Sen. Ben Kieckhefer accepted an appointment to the Nevada Gaming Commission.

Tatro does not plan to run in the 2022 general election.

Public members of the state’s Drug Utilization Review Board are now required to file initial and quarterly disclosures reporting the financial benefits or interests they receive from members of the pharmaceutical industry.

Upon appointment, public members will need to report all meals, payments, gifts, salaries, stocks, or other investments they receive from pharmaceutical managers, pharmaceutical distributors, or pharmacy benefit managers in the preceding three years.

Members of the board will be required to update their financial disclosures quarterly, and reports will be publicly available.

Three days after it convened on November 8, the first special session of the South Dakota Legislature adjourned sine die on November 10 when lawmakers reached a compromise on the decennial redistricting map.

A concurrent second special session began on November 9 and lasted only one day.

During the second special session, lawmakers overwhelmingly voted to establish a committee to consider impeachment of Attorney General Jason Ravnsborg for conduct in relation to a crash that killed Joe Boever last year.

The Oklahoma Ethics Commission will hold a regular meeting with an opportunity for public comment regarding lobbying issues on Friday, November 12 at the State Capitol Building.

The Commission will accept comment from the public on the following issues: whether lobbyist principals should be removed from the notifications to lobbyists and liaisons registered for them when a reporting deadline is missed; when proposed and filed compliance orders are issued; whether lobbyist principals should be notified of lobbyists or liaisons who register to lobby on their behalf; and whether the Ethics Commission should be required to notify lobbyist principals, lobbyists, or liaisons of reporting deadlines seven days and one day prior to a reporting deadline and within 24 hours following a reporting deadline.

Oral comments may be made during the public comment portion of the meeting and written comments should be submitted to the Commission via email or in-person by 4:30 p.m. on November 10.

Gov. Spencer Cox has called the Utah Legislature into a special session on redistricting set to begin November 9 at 10:30 a.m.

Lawmakers will vote on a set of maps that will determine the boundaries of Utah’s political districts, from school boards to the state Legislature and Congress, for the next decade.

In addition, Cox outlined other issues to be considered by lawmakers, including a vote to change the name of Dixie State University and an opportunity to consider provisions related to COVID-19 and the workplace.

It is not yet clear when the special session is slated to end.
