The Maryland General Assembly adjourned their special session on December 9. Lawmakers approved new congressional maps and voted to override the governor’s veto of those maps. Lawmakers also voted Del. Dereck Davis to serve as state treasurer.

Gov. Larry Hogan has announced a special session of the Maryland General Assembly to begin on December 6.
The session will focus on reviewing the certified redistricting maps presented by Hogan, which were drawn by the new Maryland Citizens Redistricting Commission.
The General Assembly does have the final say over these maps and must either approve them or adopt its own redistricting plan by the 45th day of the 2022 legislative session, which is scheduled to begin on January 12, 2022.
This does not affect lobbyist reporting.

After shortening the session, the General Assembly managed to pass over 650 bills in three days before adjourning sine die on Wednesday March 18.
Among the passed legislation is House Bill 315, which increases penalties for bribery and extends revolving door restrictions.
House Bill 315 and other passed bills will now go to Gov. Larry Hogan who can sign, veto, or let them become law without his signature.
This does not affect lobbyist reporting.

The General Assembly has announced the 2020 session will adjourn on Wednesday, March 18, due to concerns about COVID-19.
Though they intend to reconvene the session the last week of May, lawmakers are pushing to complete legislation by Wednesday’s self-imposed deadline.
Senate President Bill Ferguson stressed the importance of focusing and prioritizing the most important measures and policies.
Among these important measures is the budget bill constitutionally required to be completed during this session.

On March 12, the Maryland General Assembly announced the State House, the House and Senate office buildings, and Department of Legislative Services will be closed to the public.
Only people with a state-issued credential are permitted access.
Further, a mandatory telework policy has been put into effect for all non-essential personnel.
The announcement came after Gov. Larry Hogan instituted a similar telework policy for state agencies.

Prosecutors allege from January 2015 through April 2018, Del. Gaines defrauded her campaign and its contributors by taking more than $22,000 from her campaign account for personal use.
If convicted, she faces up to 20 years in federal prison.

A Democrat from Anne Arundel County, Busch served as speaker for 16 years, longer than anyone in state history.
Though delegates will vote for a new leader at a later date, county committee members will appoint a successor to Busch’s House seat.

The Maryland General Assembly adjourned sine die at midnight on April 9, 2018. Lawmakers passed legislation involving sexual harassment.
House Bill 1342, bans lobbyists from sexually harassing a member, employee, intern, or page of the General Assembly, an employee of the Department of Legal Services, an official or employee of the Maryland Executive Branch, or an individual regulated lobbyist.
Additionally, a lobbyist may report a violation of antiharassment policy and procedures by a member of the General Assembly to the State Ethics Commission.
If Gov. Hogan signs the bill into law, it will be effective immediately, however, the section involving lobbyists will not be effective until July 1, 2019.

The Maryland House of Delegates unanimously voted on Monday to strengthen the General Assembly’s sexual harassment policies to cover lobbyists.
The bill authorizes a person to file a complaint with the State Ethics Commission against a regulated lobbyist who has sexually harassed a member or employee of the General Assembly, and it also allows a lobbyist to file a complaint against a member of the General Assembly for sexual harassment.
The bill has been referred to the Senate Rules Committee.

The Carroll County Board of County Commissioners voted 4-1 to move forward with a new ethics ordinance.
The ordinance was originally developed in 2014 after the Maryland General Assembly passed a bill in 2010 requiring all counties, municipalities, and boards of election to pass ethics ordinances.
Carroll is the only county in the state not yet in compliance.
The ethics ordinance would apply to candidates beginning with the 2018 elections. The ordinance will be discussed next at a public hearing on February 27.

Governor hopes for quick passage of gambling expansion
Governor Martin O’Malley has announced a special session of the general assembly. The session, scheduled to begin August 9, 2012, is for the purpose of considering a new casino in Prince George’s County and table games at the state’s five other slots locations.
If approved by the Legislature, the gambling expansion would also need voter approval. Proponents hope to pass legislation in time for the issue to appear on this November’s ballot.
