The special session of the Missouri Legislature adjourned sine die on October 4.

Lawmakers passed three bills during the special session to implement income tax cuts and tax incentives for the agriculture industry.

The special session of the Missouri Legislature scheduled to begin on September 6, has been postponed until September 14.

Lawmakers need more time to deliver on Gov. Mike Parson’s plan for income tax cuts and tax incentives for the agriculture industry.

Missouri Gov. Mike Parson called a special session of the Legislature beginning September 6 to pass income tax credits and agricultural tax credits.

Parson hopes the special session will end quickly and a bill containing his proposal could clear the Senate and be sent to the House by the veto session, scheduled for September 14.

Missouri Gov. Parson signed Senate Substitute for House Bill 2400 permitting certain limited liability companies (LLCs) to make campaign contributions to political committees.

To qualify, the LLC must elect not to be classified as a corporation under federal law; be in existence for at least one year prior to making contributions; and must submit a form to the Missouri Ethics Commission indicating the LLC is a legitimate business and not created for the sole purpose of making campaign contributions.

The bill also bars public agencies from requiring nonprofits to share the identities of donors, volunteers or supporters.

The bill is effective August 28, 2022.

Gov. Parson signed House Bill 1878 overhauling Missouri’s election rules and eliminating the state’s presidential primaries in favor of a caucus system.

The new law requires voters to present a photo ID when casting a regular or absentee ballot and replaces the presidential primary held in March with a series of caucuses.

House Bill 1878 is effective August 28, in time for the November general election but not until after the August 2 primary election.

The second regular session of the 101st Missouri General Assembly concluded after passing a congressional redistricting map, which Gov. Parson signed.

The speaker declared the session adjourned sine die as of midnight May 30, in accordance with the constitution.

The passage of House Bill 2909 ends a long stalemate preventing passage of many other legislative priorities this session.

The map will take effect immediately and be used for the primary elections on August 2.

Despite a request from Secretary of State Jay Ashcroft, Gov. Mike Parson did not file writs of election to fill the six vacancies in the Missouri House.

Ashcroft expressed disappointment after the Monday deadline to place special elections on the April ballot passed.

Without a special election, the six affected districts would go without representation until January 2023.

Missouri law calls for the governor to issue a writ of election without delay and House District 34 has been without representation since April 2021 when former Rep. Rick Roeber was expelled.

The other vacancies are House District 61, 65, 108, 114, and 147.

The first special session of the Missouri General Assembly adjourned sine die on June 30.

The special session began on June 23 and called by Gov. Mike Parson to focus on passing the federal reimbursement allowance (FRA) extension, a tax to pay for the state’s Medicaid program.

Before adjourning lawmakers passed health care bills, including Senate Bill 1, sending to Parson the required extension of the FRA.

The 101st General Assembly adjourned sine die on May 25, sending less than a hundred bills to Gov. Mike Parson and leaving unfinished business, including the passage of the federal reimbursement allowance (FRA), a tax on medical providers that helps pay for the state’s Medicaid program.

They have until September 30 to pass the FRA and Rep. Sarah Unsicker has requested a special session to renew it.

Other Lawmakers have also sent requests for special sessions to Gov. Mike Parson on different topics, including redistricting, election bills, the Kansas City police budget, and race-related school curricula.

Missouri House District 140 Rep. Tricia Derges has been indicted on eight counts of wire fraud, 10 counts of illegal distribution of controlled substances, and lying to federal agents.

The newly elected Derges, who holds a special assistant physician license and runs multiple health clinics for low-income patients, began her first two-year term in office early last month.

She pleaded not guilty in her initial appearance.

The felony charges carry a possible prison sentence and fines.

A felony conviction would also bar Derges from running for public office in Missouri in the future.

If she resigns, Gov. Mike Parson must call for a special election.

Incumbent Republican Gov. Mike Parson won reelection as governor of Missouri over Democratic challenger Nicole Galloway by roughly 16 percentage points as of Wednesday morning with greater than 98% of votes counted.

Third-party candidates, Libertarian Rik Combs and Green Party candidate Jerome Bauer pulled in just over 2% of the votes combined.

Gov. Mike Parson approved Missouri House Bill 1386, modifying the definition of legislative lobbyist for purposes of lobbying laws to exclude legislative liaisons.

Legislative liaison is defined as any state employee hired to communicate with members of the General Assembly on behalf of any elected official of the state, the judicial branch of state government, or any department, agency, board, or commission of the state, provided such entity is a part of the executive branch of state government.

Any state employee employed as a legislative liaison who performs lobbying services for any other entity must register as a lobbyist with respect to such lobbying services.

The law becomes effective August 28, 2020.

Gov. Mike Parson issued Executive Order 20-03, postponing the April 7 municipal elections to June 2.

The order comes after the state of emergency he declared on March 13 because of the coronavirus pandemic.

The deadline to apply for an absentee ballot is May 20, while in-person absentee ballots may be cast until 5 p.m. on June 1.
