Gov. Andrew Cuomo announced his resignation one week after the state Office of Attorney General released a report concluding he sexually harassed nearly a dozen women.

The resignation will take effect in 14 days on August 24.

Lt. Gov. Kathy Hochul will serve as governor for the remainder of the term set to expire on January 1, 2023.

Hochul will be the first female governor of New York.

New York Gov. Andrew Cuomo appointed attorney Camille Joseph Varlack as the new chair of the Joint Commission on Public Ethics.

The appointment comes after the former chairman, Michael Rozen, resigned on February 10.

Ms. Varlack is a partner at the Manhattan law firm Bradford, Edwards, & Varlack, and previously served in Gov. Cuomo’s administration as an aide, deputy director of state operations, chief risk officer, and special counsel.

The appointment of Ms. Varlack takes effect immediately.

On April 24, Gov. Andrew Cuomo issued Executive Order 202.23 to reschedule state assembly and senate special elections.

The elections now move from June 23 to November 3 due to the ongoing COVID-19 state of emergency.

Additionally rescheduled to the same day as the general election, are special elections for the 50th Senate District and the 12th, 31st, and 136th Assembly Districts.

The executive order also reschedules a special election for Queens Borough President from June 23 to November 3.

On April 3, Gov. Cuomo and lawmakers passed legislation to enact the state budget for the 2021 fiscal year.

The enacted legislation includes provisions for campaign finance reform and nonprofit disclosures.

Effective January 1, 2021, Senate Bill 7505 requires charitable organizations to file annual financial reports and funding disclosures with the Department of State to be published on their website for public transparency.

The governor also signed Senate Bill 7508 establishing a statewide public campaign financing system.

Senate Bill 7508 lowers contribution limits a candidate may accept while participating in the public funding system.

Under Senate Bill 7508, a candidate for statewide office may accept a contribution of $18,000 dollars in the aggregate.

The bill also sets contribution limits for state senators and assembly members to $10,000 and $6,000, respectively.

Contribution limits are divided equally among the primary and general elections in an election cycle.

Senate Bill 7508 takes effect on November 9, 2022, and applies to participants in the primary and general elections to be held in 2024.

On March 28, Gov. Andrew Cuomo issued Executive Order 202.12 to move elections scheduled for April 28 to June 23 due to the COVID-19 public health emergency.

The postponement affects the presidential primary and special elections including:

• The 37th Congressional District
• The 50th Senate District
• The 12th, 31st, and 136th Assembly Districts

The executive order also reschedules a special election for Brooklyn City Council 37th District to June 23.

Under Senate Bill 8160, charities donating to state lobbying nonprofits could be subject to new disclosure requirements.

If signed into law, the bill would require any charitable organization donating over $2,500 to New York lobbying campaigns to disclose all of its donors, including those unrelated to lobbying efforts. To determine the donation amount, in-kind donations of staff or other resources will be included, in addition to monetary donations. Public disclosure would then follow if the State Attorney General’s Office verifies no individual donor would be harmed by release of the information.

Gov. Andrew Cuomo is expected to sign the bill.

Gov. Andrew Cuomo has outlined another bill to supplement his ethics reform agenda.

If passed, the new bill would create regulations and restrictions for independent expenditure campaigns and improve transparency, with the ultimate goal of preventing candidates from having direct control over Super PACs by selecting friends or political allies to steer them.

The new bill is an effort to coax the Legislature to pass ethical reforms before their session comes to a close next week.

Gov. Andrew Cuomo has proposed eight bills to the state Legislature to close a controversial loophole in campaign finance law permitting limited liability companies (LLCs) to make donations up to $60,800 per statewide candidate, with an aggregate limit of $150,000.

Each bill offers different levels of control over LLC funding with one seeking to close the loophole for all candidates running for state office, another impacting only gubernatorial and state Legislature candidates, and four separate bills aiming to close the loophole for at least one state office.

All of the bills propose to bring the LLC contribution limit in line with state limits on corporate contributions to candidates and committees, which are currently set at $5,000 annually.

A federal judge has ordered Gov. Andrew Cuomo to set a date by Friday, February 20, 2015, for a special election filling the congressional vacancy left by former Rep. Michael Grimm.

Judge Jack Weinstein wrote in his opinion the constituents of the 11th Congressional District, mostly covering Staten Island, are “bereft of an advocate to help them navigate the morass of government bureaucracy.”

Shortly after the federal court issued its opinion, the governor’s spokeswoman made a statement saying Cuomo will announce a date for the special election “shortly.” If Cuomo does not set a date by Friday, February 20, 2015, the judge will set a date “as promptly as the law will allow.”
