The Assembly adjourned early on Saturday, June 18, two days later than scheduled.

In light of corruption convictions for former Speaker Sheldon Silver and Senate Majority Leader Dean Skelos, ethics reform was a primary focus of this term. The Legislature came to agreement on a five-point reform plan, including Assembly Bill 10739, which allows courts to reduce or revoke pensions for lawmakers convicted of felony-level corruption charges related to their responsibilities as public officials.

The bill is a constitutional amendment, so lawmakers will have to hold another vote at the beginning of the next regular session before voters will decide whether or not to accept the measure.

Governor Cuomo has set a special election date for two vacant state Assembly seats and one vacant state Senate seat. Elections will be held on April 19, 2016, aligning with the date for New York’s presidential primary.

Elections will fill vacant seats in Assembly District 59 following the election of former Representative Roxanne Persaud’s to the state Senate, as well as in Assembly District 65 and Senate District 9 following the criminal convictions of former Representative Sheldon Silver and former Senator Dean Skelos.

Following just a little over a day of deliberations, former state Senate leader Dean Skelos has been found guilty of abusing his power while in office. Skelos used his office to extort over $300,000 in salary and other benefits to obtain employment for his son, who was also convicted of similar charges.

Skelos was arrested in May, and lost his Senate leadership role less than a week after his arrest.  Skelos’ conviction comes just two weeks after the conviction of former Speaker of the Assembly Sheldon Silver.

New York Senate Majority Leader Dean Skelos has resigned following his arrest on federal corruption charges. John J. Flanagan was formally elected to succeed Skelos on May 11, 2015.

Skelos’ resignation comes just weeks after the resignation of Sheldon Silver, former Speaker of the Assembly, following Silver’s arrest on similar charges. Skelos will keep his seat in the Senate even as his prosecution is ongoing.
