The San Francisco Ethics Commission will hold its next regular meeting on May 29.
The commission will consider and possibly act on a set of proposed regulation changes to the Campaign and Governmental Conduct Code.
These changes include electronic filing, filing of contribution disclosures no later than 14 days following the contribution, and updating filing forms.
The proposed changes are intended to provide clarity regarding code sections created by the Anti-Corruption and Accountability Ordinance and update the regulations to match other recent changes to the code.
Changes additionally provide clarity about various provisions of the Campaign Finance Reform Ordinance.
Opportunity for public comment will be provided at the meeting.

On September 28, state Assembly Speaker Carl Heastie announced Jane Feldman will be the executive director of the newly created Office of Ethics and Compliance.
A bipartisan Assembly committee recommended Feldman after conducting a nationwide search. Heastie said Feldman stood out from other applicants due to her years of experience, specifically her service as the first executive director of the Colorado Independent Ethics Commission.
In her new role in the Office of Ethics and Compliance, Feldman will be responsible for ethics training for Assembly members and staff, ensuring members are aware of the services available to them through the office, answering questions regarding ethics and disclosures, and working with the majority and minority conferences’ ethics counsel to determine legislative ethics areas to review.
Feldman, who began her career in the New York County District Attorney’s Office, said in a statement she was “excited to return to her home state to help the Assembly accomplish its ethics and policy goals.”

San Francisco Considers Ethics Reforms
Legislation would expand lobbying and squeeze exceptions
City Attorney Dennis Herrera and Board of Supervisors President David Chiu have introduced legislation to better regulate lobbying and campaign finance within the city. The ordinance would amend the Campaign and Governmental Conduct Code to expand the definition of lobbyist and require lobbyists to complete training online.
The lobbying exemption for contractors and their attorneys would be limited to in-house officers and employees. Outside consultants communicating with public officials regarding contract bidding and negotiating would be subject to the registration and reporting requirements of lobbying.
The ordinance would also require the Ethics Commission to publish a guide for campaign contributors regarding contribution regulations and reporting requirements.
The board may begin discussion of the legislation at the next meeting in May.
