From 2013 to 2015, Hamilton shelled out tens of thousands of dollars in bribes to Carolyn Davis, who was then serving as chairperson of the council’s Housing Committee. In return, Davis, who pleaded guilty to her role in the scheme prior to her death in 2019, supported Hamilton’s housing project. To disguise the bribe payments, Hamilton funneled payments to Davis through a not-for-profit intermediary.
