The Hawaii Ethics Commission administrative rules on gifts and lobbying are now live.
Additionally, optional lobbyist training sessions will take place on the mornings of January 6, 2021 and January 12, 2021 at 10 a.m.
Title 21 of the Hawaii Administrative Rules provides greater clarity on lobbyist registration and reporting requirements of the Hawaii Revised Statutes and memorializes longstanding ethics commission advice.
Noteworthy rule provisions include the requirement that expenditures are reported on an accrual basis, and a lobbyist registration exemption for individuals who work behind the scenes to draft testimony, research, and work under the direction of a registered lobbyist without directly communicating with legislative or executive branch officials.

The Lobbyist Division of the Massachusetts Secretary of the Commonwealth’s Office announced they are transitioning to a new disclosure reporting system on June 19.
Exclusive, hour-long introduction and training seminars on the new system will be held from June 19 to June 21.
Appointment requests can be sent to lob@sec.state.ma.us.
Firms should offer three preferable times between 10 a.m. and 4 p.m. on any of the three available days. Walk-ins for the seminar will not be accepted.
The Lobbyist Division will be offering additional training for all registered entities, lobbyists, and clients from June 24 to July 12.
Organizations that are unable to attend the introduction seminars can apply for these training sessions instead.

The Iowa General Assembly has implemented a new lobbyist reporting application for the upcoming session.
A training class for the new application is being offered on several different dates. Interested parties may reserve a seat by emailing helpdesk@legis.iowa.gov or by calling the Help Desk at (515) 281-6506.
Training classes are available on November 9th at 9:30 a.m. or 1:30 p.m., November 15 at 1:30 p.m., November 21 at 9:30 a.m. or 1:30 p.m., or November 29 at 9:30 a.m. or 1:30 p.m.
All training classes will be held in the Miller Building, Room 300, 1112 E. Grand, Des Moines, Iowa, 50319.
The old system will remain in place until the new system is available on December 1, 2017.

The Joint Commission on Public Ethics has developed online ethics training, as required by the New York Legislative Law. Enrollment in the online training is available here.
All registered lobbyists, including principals, must complete the online training.
All lobbyists registered for both the 2011-2012 and 2013-2014 biennia must complete the online training by December 31, 2014. Beginning in 2015, all registered lobbyists will be required to complete the training once every three years.

Maryland Ethics Commission Issues Lobbyist Certification Memo
Training certification is now required on lobbyist registrations
The Ethics Commission has issued an informal memorandum regarding a new training certification requirement for lobbyist registration.
Beginning September 19, 2013, Part C of the registration form will require the lobbyist to certify he or she has completed the required training in the last two-year period or will complete the training prior to being a regulated lobbyist for two years.
The next live training is scheduled for October 21, 2013. Lobbyists can verify their training status and complete the training online by accessing their account at https://lobby.ethics.state.md.us.

State Ethics Commission Offering Training
The Georgia SEC will be hosting a training July 7.
The Georgia State Ethics Commission will be offering training for committees other than candidate committees on Wednesday, July 7, 2010. The training session is scheduled to begin at 10:00 a.m. and be completed by 11:00 a.m. Training will take place in Suite 1514C-West Tower of the Commission’s offices located at 200 Piedmont Avenue in Atlanta.
