Two special elections have been scheduled for January 31, 2023, and February 7, 2023, to fill vacant seats in the Pennsylvania Legislature.
Senate District 27’s seat was vacated by Sen. John Gordner, who resigned on November 30 to become counsel to the interim Senate President Pro Tempore.
The winner of the January 31, 2023, special election will serve the remainder of the term set to expire at the end of 2024.
The House District 32 seat became vacant when Rep. Tony DeLuca won re-election on November 8 after he passed away in October before the election.
The winner of the February 7, 2023, special election will serve the remainder of the term set to expire at the end of 2024.

Kentucky Voters defeated constitutional amendment 1, which would have permitted the Senate President and House Speaker to jointly call special sessions of the legislature lasting up to 12 days annually.
Only the Governor can call a special session.
The amendment would have also removed specific legislative session end dates from the constitution and instead limit sessions to 30 legislative days in odd-numbered years and 60 legislative days in even-numbered years.

Lawmakers planned to consider a bill related to health coverage changes for retired state workers, but a state superior court judge ordered a temporary halt to the state’s plan to switch insurance plans for retirees, rendering discussion of the bill moot.
Coverage under the current health plan extends for another year.
While the General Assembly as a whole will not convene, the Senate will hold a special session to consider the confirmation of several Gov. Carney appointees.

The appointments considered were nominees Timothy E. Ho for District Court of the First Circuit; John Alberto Montalbano for District Family Court of the First Circuit; and James S. Kawashima for the Circuit Court of the First Circuit.
Lobbyists and lobbyist employers who engage in lobbying activities or who make expenditures for the purpose of attempting to influence legislative action considered during a special session must file a special report on or before November 19, covering the period from May 1 through October 20.

Tony Evers signed Executive Order 175 calling for a special session of the Wisconsin Legislature to begin Tuesday, October 4 to consider and act upon two proposals allowing voters to introduce ballot initiatives and amending the constitution to create a statewide binding referendum process that would allow voters to propose laws and constitutional amendments and repeal state laws.
Currently, any constitutional amendment must be passed by two consecutive legislatures before it is placed on a ballot for voters.

Lawmakers ended a three-day special session by passing a $213 million package for flood recovery and a plan to help schools in eastern Kentucky.
Signed into law by Gov. Beshear on Friday, the law establishes the East Kentucky State Aid Funding for Emergencies (EKSAFE), to assist counties named in the federal declaration.
Legislators emphasized this is the first step and they expect additional legislation next year when lawmakers meet in regular session.
The General Assembly is scheduled to convene for the 2023 regular session on Jan 3.
