New Jersey Governor Chris Christie renewed calls on the Legislature to pass ethics reform. In a press release, the governor stated, “New Jersey’s ethics laws remain a patchwork of ineffective half measures and loopholes that fail to apply a uniform standard of rules of conduct for all levels of government in our state.”

Highlighting a report issued last week by the State Comptroller which emphasized the failure of the state’s pay-to-play laws, the governor reiterated the need for the changes in his proposals, which include imposing a uniform standard for awarding contracts at all levels and branches of government in New Jersey. His proposals would also end ‘wheeling,’ a practice of transferring political donations to circumvent campaign financing laws.

Governor Christie has pushed pay-to-play reform in New Jersey by linking financial Transitional Aid to municipalities with the requirement the municipalities adopt local pay-to-play ordinances.

North Dakota Governor Jack Dalrymple has called a special legislative session to begin on November 7, 2011.

The session is expected to last five days and will address issues including legislative redistricting and disaster relief.

The Mississippi State Legislature will convene in special session at 10:00 a.m. on Friday, September 2, 2011.

Governor Haley Barbour called the special session on Monday in order to consider a state bond issue. Other projects may be undertaken as well, but details about these projects have not yet been released.

The session is expected to last one day.

New Mexico Governor Susana Martinez has called for the Legislature to begin a special session on Tuesday, September 6, 2011.

The purpose of the special session is to address redistricting and a number of the governor’s economic development proposals.

West Virginia Governor Earl Ray Tomblin has called another special session of the state Legislature to address redistricting following his veto of the redistricting bill passed during the last special session.

The special session will begin at noon on Thursday, August 18, 2011.

The North Carolina General Assembly adjourned the special session concerning redistricting on Thursday, July 28, 2011.

During the session, the redistricting process for the state was completed.

Further, five of Governor Beverly Perdue’s vetoes were overridden.

Several items were passed including a resolution calling for a balanced budget amendment to the U.S. Constitution.

Minnesota Governor Mark Dayton has called a special legislative session to begin today at 3 p.m. for a vote on a budget agreement that would end the state’s government shutdown.

Governor Dayton stated that some state agencies could re-open as early as Wednesday if the budget agreement is finalized.

Utah Governor Gary Herbert has called a special session of the State Legislature for July 20. It is expected to last only one day.

“The items on the call are generally minor housekeeping items, some of which are time-sensitive,” the Governor is quoted as saying in his press release.

IOWA: The Iowa General Assembly adjourned sine die.

NEW HAMPSHIRE: The New Hampshire Legislature adjourned June 30, 2011.

OREGON: The 2011 regular session of the Legislature adjourned sine die on June 30, 2011. Governor John Kitzhaber has 30 days, excluding Saturdays and Sundays, to act upon any bill he receives within the last five days of the session, or the legislation becomes law without his signature.

RHODE ISLAND: The Legislature’s 2011 regular session recessed today. Any bills submitted to Governor Lincoln Chafee must be signed or vetoed by July 10. There is no pocket veto.

Governor Dannel P. Malloy has issued a Call of Special Session for Thursday, June 30, 2011.

Governor Malloy issued the call after ratification of a deal struck in May with union leadership for the state’s public employees came into doubt.

Ratification of the deal, essential to the balancing of the state’s budget for the upcoming fiscal year, would save the positions of the up to 7,500 state workers Malloy insists may have to be laid off in order to achieve a balanced budget.
