The Hawaii Senate convened a third special session on October 19 to consider and confirm judicial appointments.

The appointments being considered are nominees Timothy E. Ho for District Court of the First Circuit; John Alberto Montalbano for District Family Court of the First Circuit; and James S. Kawashima for the Circuit Court of the First Circuit.

Lobbyists and lobbyist employers who engage in lobbying activities or who make expenditures for the purpose of attempting to influence legislative action considered during a special session must file a special report within 30 days of adjournment sine die of the special session, covering the period from May 1 through adjournment sine die of the special session.

The adjournment date of the third special session has not yet been announced.

California Gov. Gavin Newsom announced he plans to call a special legislative session on December 5 to tackle California’s escalating gas prices.

Currently, California’s average gas price is consistently over $2 more than the national average.

Newsom has requested the Legislature to approve a new tax that would require oil companies to pay back excessive profits to consumers.

Delaware lawmakers will convene for a special session of the General Assembly on October 26.

During the special session, lawmakers will focus on easing the transition for retirees from a state-funded health care plan to a Medicare Advantage plan.

The special session comes in response to a lawsuit filed by a retiree advocacy group contesting the transition.

The Idaho Legislature has adjourned after one day of deliberation, passing a $1 billion package to cut taxes and increase education funding.

The bill allocates $500 million in tax rebates to be distributed to all Idahoans who filed taxes in 2020; reduces the state income tax rate to 5.8% while exempting the first $2,500 of income for all filers; and assigns $410 million for education funding.

A lobbyist activity report for the month of September will be due October 15.

New Hampshire Lawmakers will return to session on September 15 to decide whether to override eight vetoes issued by Gov. Sununu.

Because the veto session follows the state’s primary elections, some senators and representatives may participate even after losing their primaries.

In addition to considering veto overrides, lawmakers will also consider new legislation related to fuel assistance payments.

The California State Legislature has adjourned for the year, but not before passing several bills concerning lobbying, campaign finance, and procurement in the twilight hours of the session.

Among the bills currently awaiting signature by Gov. Gavin Newsom are Senate Bill 459 and Senate Bill 1360.

Senate Bill 459 requires lobbyists, lobbying firms, and lobbyist employers to include information in the quarterly reports that identifies each bill or administrative action lobbied.

Senate Bill 459 also requires lobbying firms to file additional disclosures for lobbying activity during the last 60 days of a scheduled legislative session and requires specified reports for issue lobbying advertisements if a person spends $5,000 or more in a calendar quarter.

Senate Bill 1360 requires certain political advertisements to identify the top contributors to the campaign committee paying for the advertisement without regard to any minimum contribution threshold.

The bill also makes additional changes to the disclosure requirements for political advertisements, including changes to the required form, content, and presentation of the disclosures depending on the medium in which the advertisement appears.

The special session of the Missouri Legislature scheduled to begin on September 6, has been postponed until September 14.

Lawmakers need more time to deliver on Gov. Mike Parson’s plan for income tax cuts and tax incentives for the agriculture industry.

Lawmakers ended a three-day special session by passing a $213 million package for flood recovery and a plan to help schools in eastern Kentucky.

Signed into law by Gov. Beshear on Friday, the law establishes the East Kentucky State Aid Funding for Emergencies (EKSAFE), to assist counties named in the federal declaration.

Legislators emphasized this is the first step and they expect additional legislation next year when lawmakers meet in regular session.

The General Assembly is scheduled to convene for the 2023 regular session on Jan 3.

Idaho Gov. Brad Little announced a special session starting September 1, focusing on education funding and cutting taxes.

During the special session, legislators will debate a bill that features the largest tax cut and investment in education funding in the state’s history.

This special session comes on the heels of Idaho’s historic surplus, one that has the possibility of creating $2 billion.

A lobbyist activity report for the month of September will be due October 15.

Missouri Gov. Mike Parson called a special session of the Legislature beginning September 6 to pass income tax credits and agricultural tax credits.

Parson hopes the special session will end quickly and a bill containing his proposal could clear the Senate and be sent to the House by the veto session, scheduled for September 14.

The Massachusetts Legislature adjourned its formal session August 1 after a historic 23-hour session.

Before adjourning, lawmakers passed laws legalizing sports betting, expanding mental health care, and overhauling regulations related to recreational marijuana.

The Legislature will continue to meet in informal sessions where non-controversial issues may be considered and approved by a voice vote.

Arkansas Gov. Asa Hutchinson has called for a special session in August to discuss possible tax cuts.

The previously estimated Arkansas budget surplus for the 2022 fiscal year of $1.4 billion grew to a record $1.6 billion.

The special session will be held the week of August 8.

Lobbyists who are registered to lobby the General Assembly are required to file a monthly report for any month the General Assembly is in session.

The report will be due August 10, which is 10 days after the month of the session.

The 151^st session of the Delaware General Assembly adjourned sine die on Thursday, June 30.

Though bills related to campaign finance law were introduced, none were passed.

Before adjourning, lawmakers passed a package of six gun safety laws and a new $5 billion state budget.

This does not affect lobbyist reporting dates.

Florida Gov. Ron DeSantis has called for a special session to consider legislation related to property insurance.

This session will convene on May 23 and adjourn no later than May 27.

The main purpose of the special session is to make changes to the Florida Building Code in order to improve the affordability of property insurance prior to the next Atlantic hurricane season.
