On June 19, federal by-elections will be held in the electoral districts of Notre-Dame-de-Grâce–Westmount (Quebec), Oxford (Ontario), Winnipeg South Centre (Manitoba) and Portage–Lisgar (Manitoba) to fill vacancies in the House of Commons.

From December 2022 until March of this year, the Chief Electoral Officer of Canada, Stéphane Perrault, received four separate official notices from the Speaker of the House of Commons that the seats were vacant. However, the dates for the election were not announced until May 14, when Prime Minister Justin Trudeau announced a single election date for all four of the vacant seats in the House of Commons.

Three of the seats became vacant by retirement, and the fourth, for Winnipeg South Centre, became vacant upon the death of MP Jim Carr. The announcement date of the by-elections signals the start of the by-election period.

On December 12, a federal by-election will be held for the electoral district of Mississauga–Lakeshore (Ontario) to fill a vacancy in the House of Commons.

On May 30, the Chief Electoral Officer of Canada, Stéphane Perrault, received official notice from the Speaker of the House of Commons that the seat for Mississauga–Lakeshore (Ontario) became vacant following the resignation of Sven Spengemann. Spengemann officially resigned from his seat in the House of Commons on May 28 in order to work for the United Nations.

The by-election date was announced on November 6. The Elections Canada office in Mississauga–Lakeshore will open soon, according to an Elections Canada press release.

The Ethics Committee of the Canadian House of Commons issued a report this month making recommendations for the House and the executive branch, including recommending greater recording-keeping when meeting with lobbyists. Specifically, the committee urges the Government of Canada to implement a mandatory rule requiring, except in exceptional circumstances, that senior public office holders be accompanied by at least one member of staff, for note taking purposes, during any meeting with lobbyists.

On June 10, the Standing Committee on Access to Information, Privacy and Ethics issued a 116-page report titled “Questions of Conflict of Interest and Lobbying in Relation to Pandemic Spending,” which calls for greater transparency and accountability in procurement processes with specific recommendations.

Some of the recommendations include that the Government of Canada remove the significant part of duties threshold from the Lobbying Act for in-house lobbyists and clarify lobbying rules applicable to founders of organizations that may lobby government; introduce legislative changes to the Lobbying Act to give the Commissioner of Lobbying greater powers to investigate, issue fines and impose lobbying bans to those who disregard the Act; and ensure better compliance with the post-employment obligations of a public office holder, whether through greater sanctions or other means.

The report, a study originally started in 2020 to address general safeguards in place to prevent conflicts of interest in federal government expenditure policies, updated its focus to include pandemic spending and ways to counter the ethical concerns arising from the WE Charity scandal, in which former Finance Minister Bill Morneau was found to have violated the Conflict of Interest Act. It details events surrounding the awarding of the contribution agreement for the administration of the Canada Student Service Grant; addresses issues concerning communications by a former reporting public office holder with government officials; and the federal government’s award of a ventilator contract during the pandemic.

The committee made a total of 23 recommendations, including that the Government of Canada establish oversight and accountability mechanisms that are specifically designed to ensure rapid and transparent allocation of federal funds during emergency situations.

On October 26, federal by-elections in Canada will be held for the electoral district of York Centre (Ontario) and Toronto Centre (Ontario) to fill two vacancies in the House of Commons.

On August 24, Perrault had received official notice from the Speaker of the House of Commons that the seat for Toronto Centre (Ontario) became vacant following the resignation of Bill Morneau. Morneau resigned amid controversies dealing with his involvement with the WE Charity scandal.

On September 1, the Chief Electoral Officer of Canada, Stéphane Perrault, had received official notice from the Speaker of the House of Commons that the seat for York Centre (Ontario) became vacant following the resignation of Michael Levitt, who left his seat to become the CEO of the Canadian Friends of Simon Wiesenthal Centre for Holocaust Studies.

The Elections Canada offices in York Centre and Toronto Centre are expected to open soon, according to its press release. As a safety measure because of the COVID-19 pandemic, Elections Canada plans to implement physical distancing at polling places and Elections Canada offices.

Sometime before February 28, 2021, a by-election will be announced for the seat in the House of Commons representing York Centre in the province of Ontario.

On September 1, the Chief Electoral Officer of Canada, Stéphane Perrault, received official notice from the Speaker of the House of Commons that the seat for York Centre (Ontario) became vacant following the resignation of Michael Levitt, who left his seat to become the CEO of the Canadian Friends of Simon Wiesenthal Centre for Holocaust Studies.

Under the law, the by-election date must be announced between September 12, 2020, and February 28, 2021, and will signal the start of the by-election period. According to Elections Canada, the earliest date the by-election can be held is October 19, 2020.

On June 10, the House of Commons will sit by order of a recall by the Speaker Anthony Rota, who issued the proclamation on June 8. Lawmakers are being recalled to consider a bill to enact certain measures in response to the coronavirus pandemic.

The House had agreed to meet following the conclusion of the proceedings of the Special Committee on the COVID-19 pandemic. The Senate, currently on an extended adjournment, is scheduled to next meet on June 16.

Since the start of safety measures to deal with the pandemic, the House and the Senate have been recalled under special standing orders for short one-day sessions.

Sometime before March 30, 2019, a by-election will be announced for the seat in the House of Commons representing York–Simcoe in the province of Ontario.

On October 2, the Chief Electoral Officer of Canada, Stéphane Perrault, received official notice from the Speaker of the House of Commons that the seat for York–Simcoe (Ontario) became vacant following the resignation of Peter Van Loan, who resigned on September 30. Van Loan plans to return to the practice of law, according to Bradford Today.

Under the law, the by-election date must be announced between October 12, 2018, and March 30, 2019, and will signal the start of the by-election period. According to Elections Canada, the earliest date the by-election can be held is November 19, 2018.

Sometime before January 30, 2019, a by-election will be announced for the seat in the House of Commons representing Outremont in the province of Quebec.

On August 3, the Chief Electoral Officer of Canada, Stéphane Perrault, received official notice from the Speaker of the House of Commons that the seat for Outremont (Quebec) became vacant following the resignation of Tom Mulcair, who left office to teach at the at Universite de Montreal and to become a regularly scheduled political commentator at CJAD radio and CTV news.

Under the law, the by-election date must be announced between August 14, 2018, and January 30, 2019, and will signal the start of the by-election period. According to Elections Canada, the earliest date the by-election can be held is September 24, 2018.

On May 13, Elections Canada announced a federal by-election will be held on June 18 in the electoral district of Chicoutimi–Le Fjord (Quebec) to fill a vacancy in the House of Commons.

MP Denis Lemieux had announced his resignation in November of last year with an effective date of December 1.

Lemieux had cited family reasons for leaving office. He had been in the office since 2015.

On May 7, Elections Canada announced a by-election for the House of Commons will be held for the seat for Leeds–Grenville–Thousand Islands and Rideau Lakes (Ontario).

The seat was held by MP Gordon Brown, who died unexpectedly of a heart attack on May 2.

On May 3, Stéphane Perrault, Acting Chief Electoral Officer of Canada, received official notice from the Speaker of the House of Commons that the seat was vacant.

Canadian law requires the date of this by-election be announced between May 14, 2018, and October 30, 2018, which will signal the start of the by-election period.

On December 11, it was announced Mario Dion, chair of the Immigration and Refugee Board of Canada, would replace Mary Dawson as Canada’s Conflict of Interest and Ethics Commissioner. Dawson’s appointment as commissioner was to have ended in the summer of 2016, but her term had been repeatedly extended by the government.

The announcement was made in the House of Commons by Government House Leader Bardish Chagger. Dion’s appointment still needs to be confirmed by a vote of the House.

Besides administering the federal conflict of interest laws for public office holders and members of the House of Commons, the Office of the Conflict and Ethics Commissioner provides confidential advice to the prime minister about conflicts of interest and ethics issues.

On December 5, Elections Canada announced a by-election for the House of Commons will be held for the seat for Chicoutimi–Le Fjord (Quebec). The seat was vacated by MP Denis Lemieux, who announced his plan to resign in November for family reasons.

On December 4, Stéphane Perrault, Acting Chief Electoral Officer of Canada, received official notice from the Speaker of the House of Commons that the seat was vacant. Canadian law requires the date of this by-election be announced between December 15, 2017, and June 2, 2018, which will signal the start of the by-election period.

On November 30, Prime Minister Justin Trudeau announced the nomination of Nancy Bélanger as the next Commissioner of Lobbying.

Bélanger, if approved by the House of Commons and the Senate, will replace Karen Shepherd as the head of The Office of the Commissioner of Lobbying. Shepard currently occupies the position through term extensions following the expiration of Shepard’s seven-year term in June 2016.

Bélanger’s has previously held the position of General Counsel for the Office of the Conflict of Interest and Ethics Commissioner.

On November 5, Elections Canada announced several by-elections for the House of Commons will be held on December 11. The federal by-elections will be held for the electoral districts of Battlefords–Lloydminster (Saskatchewan), Bonavista–Burin–Trinity (Newfoundland and Labrador), Scarborough–Agincourt (Ontario), and South Surrey–White Rock (British Columbia) to fill vacancies in the House of Commons.

Battlefords–Lloydminster (Saskatchewan) MP Gerry Ritz resigned on August 31 in order to retire from politics.

Bonavista–Burin–Trinity (Newfoundland and Labrador) MP Judy Foote resigned Bonavista-Burin-Trinity in September. Foote has been on leave since April for personal family medical reasons. In August, she had resigned her position as Minister of Public Services and Procurement.

The seat for Scarborough–Agincourt (Ontario) became vacant on September 14 when MP Arnold Chan died at the age of 50 of cancer after a three-year battle.

South Surrey–White Rock (British Columbia) MP Dianne Watts resigned to run for the provincial Liberal leadership.
