The Legislature pushed its return date to Sacramento for the start of the 2021 legislative session back by a week to January 11 due to staggering COVID-19 numbers.

Both houses have instituted pandemic protocols ranging from temperature checks, mandatory masking and social distancing, plexiglass installations at the Capitol’s entrance and more frequent cleaning.

The delay underscores how challenging it will be to continue working uninterrupted in 2021.

Almost daily, new cases in the Capitol community prompt email alerts to all staff and members to announce another case in state government buildings.

Gov. Kate Brown will call lawmakers into a one-day special session on December 21.

The legislature will consider $800 million in relief for Oregonians suffering financially from the COVID-19 pandemic and the state’s wildfires.

The funding will go towards helping tenants and landlords, funding vaccine distribution and contact tracing, wildfire prevention, and community preparedness and support for reopening schools.

The one-day session will take place in person at the Capitol.

Legislative officials are consulting with the state epidemiologist to ensure they can meet in a healthy and safe environment.

Just one week after accepting the nomination as speaker of the New Hampshire House, Rep. Dick Hinch has died of COVID-19.

Hinch’s deputy Sherman Packard will serve as acting speaker until at least January 6, 2021, when the full House is scheduled to meet again and name a successor.

Minnesota Gov. Tim Walz called the seventh special session of the Legislature beginning December 14.

This session will focus on extending the COVID-19 peacetime emergency by 30 days.

Additionally, Walz will urge lawmakers to pass a COVID-19 relief package for small businesses, workers, and families.

Walz is obligated by law to call a special session for the Legislature to approve the extension of his emergency rule-making powers in response to the pandemic.

The Legislature will, then, determine the length of the session.

The Arizona Legislature will close for a week “out of an abundance of caution” after Rudy Giuliani, President Donald Trump’s personal attorney, possibly exposed several Republican lawmakers to COVID-19.

Giuliani had tested positive for the virus less than a week after the former New York City mayor visited Arizona as part of a multistate tour aimed at contesting 2020 election results.

Giuliani had spent more than 10 hours discussing election concerns with Arizona Republicans, including two members of Congress and at least 13 current and future state lawmakers.

Ohio Gov. Mike DeWine signed House Bill 404 into law, extending expiration dates for licenses issued by state agencies due to the COVID-19 pandemic.

Lobbyist registrations set to expire at the end of 2020 will remain active until July 1, 2021.

Any lobbyist who does not plan to continue lobbying activity in 2021 must log in and terminate engagement in OLAC.

The new renewal registration window will open in late spring 2021.

All registered lobbyists will receive follow-up information regarding specific dates from JLEC.

This extension is limited to lobbying engagements registered prior to November 22, 2020.

New lobbyists submit registrations in the usual manner, within 10 days of engagement.

This extension does not affect the deadline for activity and expenditure reports required to be filed electronically in OLAC by Monday, February 1, 2021.

Campbell County commissioners appointed Chris Knapp to fill a vacant House seat after Gillette Republican Rep. Roy Edwards died from COVID-19 on November 2.

The commissioners voted unanimously 5-0 to appoint Knapp to the House District 53 seat at a special meeting.

Knapp was one of three finalists interviewed during the meeting.

The second special session of the Missouri General Assembly has been delayed until after the Thanksgiving break.

This comes in response to a number of positive COVID-19 cases among members and staff.

The special session began on November 5 to focus on getting federal CARES Act funding distributed to the state.

This does not affect lobbyist reporting.

First, we are all in good health at State and Federal Communications. For the most part, we are working one day a week in the office and the rest working from home. The staff is also social distancing and wearing masks when in the office. We have only had one staff member who tested positive and is back in the office after the required quarantine period.

I do have to say, this pandemic has affected an important publication. After 21 years, the quick desk reference, State and Federal Communications Guidebook, will not be printed. Due to the pandemic, our clients are not in the office and we are already in possession of the 2020 Congressional Directory we ordered for everyone and received in May, when offices closed and people started working from home.

The information in the Guidebook is included in the very robust State and Federal Communications website, www.stateandfed.com, which will have a redesign unveiled on December 1, 2020.

Colorado Gov. Jared Polis announced the start date of the previously announced special session on COVID-19 relief to begin November 30 at 10 a.m.

Among the action items to be addressed during the session are childcare support, housing and direct rental assistance, food insecurity, and public health response.

It is expected to take at least three days to approve the legislation. A professional lobbyist must disclose within 72 hours if a lobbyist agrees to lobby for an existing client or takes a new position in connection to legislation, standard, rules, or rates during a special session.

New Mexico Gov. Michelle Lujan Grisham announced November 19 she will call a special legislative session prior to Thanksgiving to provide COVID-19 relief.

The state has about $300 million in federal aid. Gov. Grisham and lawmakers want to use the resources toward small businesses and unemployment.

The special session is scheduled to begin Tuesday, November 24, and is expected to last one day. The Roundhouse will be closed to the public during that time.

A legislative report will be due within 48 hours for each separate expenditure of $500 or more made or incurred by a lobbyist or employer during the special legislative session.

The Illinois Legislature canceled the veto session originally scheduled for this week and December 1-3, due to the COVID-19 pandemic.

State lawmakers hope to meet in January, though no date has been set.

Generally, the veto session, a short session in the fall, is used to override bills that have been vetoed and resolve conflicts with the governor.

There are no vetoes to address this year, but lawmakers could address other matters.

The next General Assembly will be inaugurated on January 13, 2021.

Therefore, the veto session would have to take place before then if it is held.

The Colorado General Assembly is preparing for a special session to provide more relief to those impacted by COVID-19.

The staff of State and Federal Communications was recognized by the Greek Orthodox Archdiocese of America for their donation to the Greek Orthodox Archdiocese COVID-19 Relief Fund in the name of President and CEO Elizabeth Z. Bartz.

The relief fund was established to “support those around the country who have been impacted by the current pandemic,” per the Archdiocese. “One-time grants of up to $2,500 will be made available to those who are facing extreme financial hardship as a result of COVID-19.”

Every July the staff celebrates the company’s anniversary. In light of the pandemic, they felt it was appropriate to honor Elizabeth with this donation in her name.
