The seat became vacant when Rep. Michael DiMassa resigned following charges he stole federal COVID-19 relief funds.
The winner of the special election will serve the remainder of the two-year term set to expire in December 2022.

The purpose of the special session is to re-authorize the governor’s emergency powers in light of the latest COVID-19 surge.
The House is scheduled to convene on September 27 and the Senate is scheduled to meet on September 28.

Connecticut state contractors must now include certain representations in their contracts and bids.
House Bill 6444, a modernization of state services and technology bill, requires ethics compliance, nondiscrimination, and consulting agreement representations to be included in the contract itself, instead of being submitted on a separate certification form.
House Bill 6444 also creates additional disclosure requirements for state contractors and prospective state contractors.
Now, contractors will need to disclose whether they, or any of their principals, made a prohibited donation or any permitted contribution within the past four years to a party committee, an exploratory committee, a candidate for statewide office or the General Assembly, or a political committee authorized to make contributions or expenditures for the benefit of such a candidate.
The bill became effective July 1.

During the session, lawmakers passed House Bill 6574 relating to revisions of the state ethics code.
The bill exempts gifts from an individual’s or spouse’s grandparents from the law prohibiting gifts from restricted donors; clarifies the gift disclosure requirement by a person doing business with a department or agency; and requires executive branch regulatory agencies to annually file a list of positions subject to revolving door provisions.
If signed by the governor, House Bill 6574 becomes effective October 1.
This affects lobbying reporting.
The monthly employer activity report required any month the General Assembly is in regular session is due July 10.

The General Assembly will consider legislation for several policy issues including: performance-based regulation of the state’s electricity, gas, and water companies; securing absentee ballots for the general election; school construction projects; and opportunities for the state’s hemp program.
The Legislature will also consider four nominations announced by the governor in July to fill a vacancy in the state Supreme Court and three seats in the Appellate Court.
