His proposal is the result of historically low voter turnout in Ohio special elections. Fewer than 10 percent of residents usually participate in any special election, and an election can cost the state $4 to $6 million.

A special election will be held on November 8 to fill a vacancy in the state Senate.
Sen. Kenny Alexander left the seat after being elected mayor of Norfolk on May 3. Alexander’s election, however, occurred too late to hold a primary for his replacement on the regular June 14 date. The governor, therefore, has given parties until July 15 to name their candidates.
Democrats will hold an unassembled caucus in Chesapeake and Norfolk on July 9, while it is unclear if Republicans will nominate a candidate. Del. Joe Lindsey and Del. Lionell Spruill Sr. are running to replace Alexander.

Gov. Terry McAuliffe will soon set a special election to fill the District 1 seat of the state senate. Sen. John Miller, who passed away Monday, leaves the seat open less than a year into a four-year term.
Given the state’s rules on when special elections can be held, the November 8 general election is the date the governor will most likely choose. District 1, a historically Democratic-leaning district, encompasses several areas including Newport News, Hampton, and Suffolk.
Sen. Miller won the seat last year by more than 5,700 votes.

A special election for House District 162, held on March 29, 2016, is headed for a runoff after no candidate received more than 50 percent of the vote. Voters will return to the polls on April 26, 2016 to choose between Rev. Carl Gilliard and Alicia Blakely.
The winner will become the office’s incumbent for the May 24 primary. Josey Sheppard, Jr., who came in third, plans to run against Gilliard and Blakely in the May primary to determine who will hold the seat for the 2017-2018 term, as all three are running as Democrats.

Gov. Snyder has called a special election to fill the vacancy in House District 28 following the appointment of State Rep. Derek Miller as the Macomb County Treasurer. The special primary election will be held on August 2, with the special general election slated for November 8. Both special elections align with the primary and general election dates for the current election cycle.
The special election is for a term running through January 1, 2017. Candidates are able to run for the term expiring on January 1, 2017 as well as the full term after.

On February 3, Texas Gov. Greg Abbott announced a special election will be held on May 7 for Texas House District 120. The winner will serve the remainder of the term for the seat left vacant by Ruth Jones McClendon, who resigned on January 31.
A special election will also be held on the same date for House District 139 to serve the unexpired term left vacant by Sylvester Turner, who became the mayor of Houston on January 2.
The special elections join the state’s May uniform election date.
