The Commission on Ethics and Lobbying in Government (COELIG) will hold a live training on October 30 at 1 p.m. to provide an overview of the responsible party regulatory amendments and a review of the changes in COELIG’s Lobbying Application.
Beginning on December 1, amended regulations regarding who is responsible for the submission, completeness, and truthfulness of filings by a lobbyist or client will take effect.
Submission of lobbyist filings will require a responsible party to attest to the accuracy of the filing.
If a lobbyist or client is an organization, the responsible party must have legal authority to bind the lobbyist or client.
The rulemaking clarifies only the responsible party can submit a lobbying filing and attest to its truthfulness.
A person or entity who is hired or employed by a lobbyist or client to prepare lobbying filings can still prepare and save the filings for the lobbyist or client but may no longer submit or attest to the truthfulness of those filings.
Only the responsible party may submit or attest to the truthfulness of the filings.

The campaign finance overhaul unveiled in New York last month by the Campaign Finance Reform Commission is now law.
This happened automatically when the Legislature missed a December 22 deadline to convene and vote to block or amend the proposal.
The changes include:
- Steep drops in state contribution limits
- Stricter ballot qualification criteria
- The creation of a new regulatory agency called the Public Campaign Finance Board
- Public financing of elections
Many of the new rules become effective at the start of the new year.
However, the public financing will not kick in until 2026.

Nassau County Executive Laura Curran introduced a new vendor code of ethics and vendor portal for doing business with the county.
The code of ethics addresses issues with gifts or contingent fees; employment negotiation restrictions during and after procurements; conflicts of interests; appearance by former county employees; and non-collusion.
The code applies to all county vendors, will be incorporated into all contracts, and will require prime vendors to distribute the terms of the code to all subcontractors.
The vendor portal allows for vendor and principal registration, viewing solicitations, integrity submissions, and other future functions for procurement activities.
In the upcoming days, the Offices of the County Executive and Chief Procurement Officer will post the vendor compliance presentation and code of ethics to the county website.
